ORDINANCE NO. 1725
BEING AN ORDINANCE
AMENDING CHAPTER 9
OF THE COLUMBIA
HEIGHTS CITY CODE
TO AMEND THE LAND
USE CODE REGULATING
PLACES OF WORSHIP,
NONCONFORMITIES,
MULTIPLE FAMILY
DWELLINGS ABOVE FIRST
FLOOR COMMERCIAL,
AND TOBACCO
PRODUCT SHOPS
The City Council for the City of
Columbia Heights, Minnesota ad-
opted Ordinance No. 1725 on April
13, 2026.
The purpose of this ordinance
is to update several provisions of
the City Code related to Places
of Worship to allow them in com-
mercial districts with a conditional
use permit when meeting specific
development standards. Second,
it allows the replacement of non-
conforming structures that do not
increase the nonconformity of the
original structure. Third, it allows
both single and multiple -family
dwellings in the Central Business
District when above commercial
and clarifies that the commercial
must be on street level. Finally, the
ordinance updates references of
smoke shops to tobacco product
shops and adds the definition and
use of accessory tobacco retailers
to the code, a use that previously
existed but was not defined. The
ordinance also updates the specific
development standards for tobac-
co product shops to reflect the lat-
est city tobacco ordinance.
