BACKGROUND:
Over the last year or so, the City Planner has sought to identify ways in which the City could host a GreenCorps
member to assist with City sustainability initiatives. Without a strategic plan or partnership, staff found that
creating a work plan for the position was difficult and lacked clear direction for impactful projects. Over that
time, the City has established the Sustainability Commission, giving the potential GreenCorps member a built -
in partnership for their work. The City has also identified a set of sustainability priorities that will directly
contribute to the build-out of the position’s work plan. These priorities align with goals identified in GreenStep
Cities, Partners in Energy, and SolSmart participation. The City Planner himself was a GreenCorps member and
will speak more about his experience with the organization.
The Minnesota GreenCorps, coordinated by the Minnesota Pollution Control Agency (MPCA), is an AmeriCorps
program dedicated to preserving and protecting Minnesota's environment while training a new generation of
environmental professionals. Each year, the program places AmeriCorps members with host organizations
across the state to help communities increase resilience to climate change. Members serve full-time for 11
months, from mid-September through mid-August, focusing on one of four key areas:
- Community readiness and outreach
- Energy conservation and green transportation
- Stormwater and forestry
- Waste reduction and recycling
- Through these focus areas, members engage in projects such as developing climate action plans,
educating community members, installing rain gardens, and conducting waste audits.
As a host site, the City would benefit from a dedicated GreenCorps member to support sustainabi lity
initiatives at no cost to the City. Host sites provide supervision, guidance, and project direction, while the
GreenCorps program covers the member’s stipend, training, and benefits. Hosting a GreenCorps member
would expand the City’s capacity to implement environmental programs, support community engagement
efforts, and contribute to the professional development of an emerging environmental leader. Community

Development will act as the supervisory department with regard to project oversight, reporting , and
coordination, even though the position will work cross-departmentally on sustainability initiatives.
This item is being presented as an informational update for the Council. Staff are in the process of preparing
the GreenCorps host site application, which is due on March 12th. As part of this effort, we welcome any input
from the Council on priorities or initiatives that should be incorporated into the members’ work plan.

Overview: The work plan outlines member activities, projected results, and the approximate timeframe. This document provides information to the candidate
when considering the position offer and serves as a project guide for members and supervisors during the service term. The work plan is a working document.
Changes to the work plan of 40 or more hours must be discussed with program staff in advance and will require the submission of a revised work plan.
Instructions: Complete this document by inputting information from the host site application work plan, incorporating any changes discussed during the
interview or selection. Reference the position description outlined below, relate the member activities to those goals and objectives, and include activity details
and outputs and outcomes.
Members begin service at their host site on ________. The end of the service term is _______.
Members serve 1700 hours total, 300 hours in training and 1400 hours in direct service.
o Complete the Member Activities – Training section by inputting site-specific trainings under “Host Site Trainings.” These can be informal internal
trainings such as InDesign, ArcGIS, Asana or more formal external trainings such as Master Water Stewards or Smart Salting. This does not have
to be an exhaustive list but should include trainings that will prepare members for service activities.

HOST SITE TRAININGS
Member will be trained in City computer programs and
processes, such as Microsoft Suite, Adobe Creative Suite,
ArcGIS, B3 Benchmarking, Revize, and Tyler Permitting and
Licensing Solutions.
Member will participate in training and meetings such as
safety training, work sessions, development review
meetings, and leadership development trainings.
Member will be a participating member on the City
Sustainability Commission. Member will be encouraged to
attend City Council and Commission meetings and engage
with Council Members and Commissioners. Member will
have the opportunity to create a presentation for the City
Council and applicable Boards and Commissions to share
their project areas and to gain professional and public
speaking skills.
Member will participate in online and in-person events that
are related to their service project focus areas, such as
GreenStep Cities monthly workshops and other community-
related engagement activities related to implementation of
the Energy Action Plan.
Member will work with supervisor to identify other training
opportunities that are of interest to the member or relevant
to the member’s service projects.

Conduct program research and execute tasks that build momentum and a
knowledge base for the next stage of sustainability projects.
Tasks pull from the following strategic plans: Green Step Cities, Partners in Energy
Working alongside the City’s GIS Tech, utilizing ArcGIS and
the City website, the member will create a landing page for
the City’s sustainability actions including resources from
the Energy Action Plan as well as community goals,
educational materials and toolkits, and tracking metrics
identified in GreenStep Cities Steps 4 and 5.

Research and consolidate a list of programs and resources
Columbia Heights residents and business can apply for or
participate in. Developing a comprehensive data base that
will be utilized in future outreach and engagement
activities.

and Engagement team to create informationa tabs to be
inserted into residential and commercial welcome packets.
In order to connect the community with materials and
toolkits identifying programs and opportunities to improve
energy efficiency and renewable energy.
Education and Outreach assisting with implementation of the Columbia Heights
Energy Action Plan.
Tasks pull from the Partners in Energy strategic plan and all four of its focus areas:
reducing energy burden for low-income residents, energy efficiency, expand
renewable energy usage, and beneficial electrificiation.
Coordinate with a variety of stakeholders to create a multi-
lingual outreach campaign to educate residents and
promote residential energy efficiency programs, home
energy audits, rebate information, and low-income energy
assistance.
Table at community and school events; highlight programs
that are free to participate in; partner with schools and
other stakeholders to educate students and parents about
reducing energy burden and improving energy efficiency.
Work with the communications department mannaging the
creation of a “landing page” on the City website to provide
information and resources regarding energy efficiency, air
pollution reduction best practices, and ways to get involved
within the community’s environmental work.
Conduct outreach to rental property owners with resources
to help improve their properties’ energy efficiency and
lower tenants’ energy bills.
Member will develop and foster relationships with the
community by establishing partnerships with local schools,
faith-based organizations, non-profits, multifamily housing
units, renters, and youth to act as trusted messengers to
disemminate information on energy efficiency and the
importance of reducing air pollution.
Create a targeted outreach campaign to income-qualified
households identified using available data from the census
and other sources
Support the efforts of the Community Development
Department in supporting local businesses with completing
energy efficiency improvements and identifying
opportunties internally to include resources and materials
at touchpoints with the public.

a safety update to Android phones
•Between April and July 2023, Android
phones received an update that added a
safety system that automatically called 911 if
activated. Agencies around the world saw an
increase in accidental dials. Anoka county
had reported an increase of 13,053 county
wide during that timeframe.

BACKGROUND:
In 2023 and 2024, the City Council awarded contracts for the replacement of approximately 6,600 water
meters citywide and certain concurrent utility inspections. Those replacements and inspections began
November 2024. The volume of upcoming installation and inspection appointments voluntarily scheduled by
customers has dropped off considerably in recent weeks. For three prior utility projects requiring entry into
private homes and businesses from 1999 through 2014, the City utilized a penalty or surcharge to incentivize
compliance by customers who failed to respond to requests to schedule appointments or failed to appear for
appointments. In most cases, the surcharge functioned as intended and achieved compliance. For a certain
customer segment however, the surcharge did not change their behavior or achieve compliance, even when
aggregated over multiple years.
We note that the current project is not billed separately to the customer but is paid through routine monthly
charges on the utility bill.
SUMMARY OF CURRENT STATUS:
As of 2/26/25, approximately 68% of the installations and inspections have been completed and 420
appointments are scheduled through the first week of March. Every nonresponding utility customer has been
issued three notices by mail, plus attempted phone calls and emails if those contact methods are available.
Approximately 98% of nonresponding customers have had a representative door knock at the customer’s
service address. If there was no response to the door knock, the representative adhered a notice to the door
of the service address. Over the next week, the remaining 2% of service addresses will be door-knocked and
notice-posted. The notices have been made available in English, Spanish and Somali. These customer-specific
contacts are all in addition to the City’s general publicity of this project through its website, newsletters, and
messages on all customer utility bills. Currently 1,400 customers (1 in 5) have not scheduled appointments.
Timely compliance with this citywide project is necessary to avoid the costs of maintaining duplicate meter
reading equipment and processes, as well as utilizing the efficiency of contractors to perform the installations
and inspections – while the contractors are still available. City water and sewer staff will have limited
availability to perform these installations and inspections in addition to their ongoing responsibilities.

Furthermore, the new meters provide a dramatically greater ability to detect potential health and safety
issues from significant water leaks inside a home or business.
RECOMMENDATION:
Staff recommends implementing a surcharge of $100 per month on the utility bill ($300 per quarterly bill) for
noncompliance, together with updated customer notifications reflecting this surcharge, as shown on the
attached schedule. To emphasize that the surcharge is only to achieve compliance and not for revenue
generation, staff recommends that the surcharge be refunded on the utility bill when the customer comes into
compliance or is disconnected from water service. To simplify the refunding of the surcharge, it would also
not be subject to the 7% late fee otherwise included in the utility bill.
To authorize the refundable surcharge, staff will present a resolution at the March 10 th, 2025, council meeting
to append the surcharge to the existing utility rate resolution 2024-25.
Based on experience, staff judges that if a cumulative surcharge of $900 does not change a customer’s
behavior more than one year after initial notification, it is likely that only the risk of water service
disconnection will achieve compliance.
Although the water meter and individual water service lines are the customer’s private property, City code
requires that water service and meter must meet the City’s specifications. It is under this authority that
disconnection from water service would eventually be used as a last resort for compliance in 2026. Well
before that disconnection process begins, staff will update the City Council on the level of compliance
achieved through the refundable surcharge.

BACKGROUND
The Director of Public Works/City Engineer will be retiring in 2025. The Public Works department has had
significant changes in both administrative and front-line leadership. The Utility Superintendent and the Office
Administrative Assistant have been in their roles for less than a year. The Assistant City Engineer is now vacant
with Sulmaan Kahn taking a position in the private sector. Additionally, filling support positions in the
engineering department has become increasingly difficult in the industry resulting in either unfilled or newer
and less experienced staff requiring additional support and training from department leadership. In response,
the City Manager has identified a restructuring needed to provide necessary leadership and additional support
in the department.
SUMMARY OF CURRENT STATUS
The current structure of the Public Works Department is shown on the attached organizational chart with five
supervisors reporting directly to the Director. The st ructure change will bifurcate the Director position into a
separate City Engineer and Public Works Director, both reporting directly to the City Manager. This structure
will create a separate department of engineering and facilities divisions. The new org charts showing the
realigned divisions are attached. This organizational change offers several benefits to the department to
include additional support, increased professional duties with development, program development and
difficulty in hiring engineering technicians.
The Director of Public Works position will be filled internally, and an external hire will fill the City Engineer
position separated by this reorganization. Due to staffing shortages in the Engineering Department at the
beginning of the year and anticipated until the City Engineer position is filled, the additional wages from the
structure change will be covered by operating surplus from unfilled positions and will not require a change to
the Public Works budget for 2025. The changes will then be incorporated into the 2026 operating budget s for
Engineering and Public Works.
STAFF RECOMMENDATION
The City Manager has established the reorganization change for Public Works as outlined above and illustrated
on the attached organizational charts.

BACKGROUND:
With the spring development season drawing near, staff would like to update the Council on the status of the
City’s two largest redevelopment initiatives.
SUMMARY OF CURRENT STATUS:
Medtronic Site: At the February work session, the Council reviewed a proposed site plan for this
property presented by Lincoln Avenue Communities. Since the work session, Lincoln Avenue
Communities has submitted a revised site plan (attached) that takes into consideration feedback
provided by the Council. The commercial development has been shifted to 53rd Avenue in a vertical
mixed-use configuration and the park area along the lake has been expanded slightly. Additionally, the
developer is committed to partnering with a townhome developer to bring market-rate for-sale
townhomes to the site and they have started these conversations with a handful of potential partners.
These are all moves that bring the project closer to the direction given by the Council and posit ive
steps in moving the needle on progress. Ehlers has revised the tax increment financing projections to
reflect the change in townhome development. These calculations are attached to this report.
Rainbow Site: There are no new major changes to discuss regarding this project. Alatus remains
committed to developing the project in a manner consistent with the current concept plans (attached).
Staff would like to update the Council on efforts made by Alatus to secure funding for the first phase of
the project and what the outlook is for 2025.
Additionally, it is prudent to discuss the financial obligations related to the bond funding that was
provided by the City to fund the acquisition of the Rainbow site by Alatus. The City has issued bonds to
provide a loan to Alatus to acquire the site. These bonds have a maturity date of February 1, 2026. The
City needs to begin discussing options for repayment of these bonds if phase one of the project is
expected to be delayed past the maturity date.
