The purpose of this ordinance is to create, upon passage, what is often referred to as a Time of Sale Program through the establishment of a Certificate of Property Mainte- nance Requirement, in code sec- tion 5A. Upon passage no person shall sell, purchase, give, or trans- act a change in title or property ownership of any class of residen- tial property (3 units or less) with one or more buildings or structures without first obtaining a certificate of property maintenance from the city. The amendment of parallel references refers to amending all other code sections affected by the addition of this section of code.
