BEING AN ORDINANCE
AMENDING CHAPTER 5A OF
THE COLUMBIA HEIGHTS
CITY CODE TO ESTABLISH
THE CERTIFICATE OF
PROPERTY MAINTENANCE
AND ITS ASSOCIATED
REQUIREMENTS, AND ALSO
AMENDING PARALLEL
REFERENCES TO REFLECT
THE SECTION CHANGES
The City Council for the City of
Columbia Heights, Minnesota ad-
opted Ordinance No. 1695 on April
22, 2024.
The purpose of this ordinance
is to create, upon passage, what is
often referred to as a Time of Sale
Program through the establishment
of a Certificate of Property Mainte-
nance Requirement, in code sec-
tion 5A. Upon passage no person
shall sell, purchase, give, or trans-
act a change in title or property
ownership of any class of residen-
tial property (3 units or less) with
one or more buildings or structures
without first obtaining a certificate
of property maintenance from the
city. The amendment of parallel
references refers to amending all
other code sections affected by the
addition of this section of code.
