Whereas, city staff peifformedauti|hYrate studyanalyzing past, current, and fijtuneFinancial health uftheCity uf
Columbia Hejahts' Water, Icanitary Sewer, Storm Water and Refuse Funds, includir or the operating costs to be naid
by the City of Columbia, Heights to the Minneapolis Water Department, Metropolitan Council Environmental
Services, hauUng cont/actors, and other primary vendors;
