D23 w 6:00 p.r�r . in the City Council Chambers, 590 4011 Avenue NE, to consider the 2023 STREET REHABILITATION PROGRAM, CITY PROJECT 2110 & 2306. FULL STREET RECONSTRUC- TION P.I.R. 2023-SA-02-001, P.I.R. 2023-SA-02-002 371" Avenue and 371" Place will both be fully reconstructed. Work includes utility adjustments and replacements in certain locations, concrete street pavement remov- al, curb and gutter removal, and sidewalk removal on the south side of 371h Avenue. Subgrade materi- als will be excavated and recon- structed. The roadway widths of 371h Avenue and 3711 Place will be narrowed down and paved with new bituminous surfacing, a new bike/ped trail will be constructed on the north side of 3711 Avenue and on the south side of 371h Place, new sidewalk will be constructed on the south side of 371h Avenue, and new ADA compliant pedes- trian ramps will be constructed at all trail and sidewalks crossings. Green infrastructure plantings, raingardens, and tree trenches will be constructed in boulevard areas. Turf restoration and other miscella- neous construction items and ap- purtenances will be in the following generally described area: 37TH Avenue NE, Central Avenue to Stinson Boulevard 3711 Place NE, 3711 Avenue to Stinson Boulevard The estimated cost of im- provements on 371h Avenue is $2,064,393.95 and on 3711 Place it is $222,963.63. The total cost of the improvement to be assessed for 371h Avenue is $672,588.68 and for 371h Place it is $122,626.73. A reasonable estimate of the impact of the assessment will be available at the hearing. Said improvements are to be considered pursuant to Minne- sota Statutes, Chapters 429, 444 and 469. The improvements are to be specially assessed on an area or frontage basis, or combi- nation thereof, against abutting and non -abutting properties, and tributary to said improvements or served by said improvements. The parcels, as specifically described herein, are subject to said special assessments. The parcel numbers listed above represent Property ID numbers. Persons desiring to be heard with reference to the pro- posed improvements will be heard at said time and place of the public hearing.
