Sincethe Citydoes not have a staff assessor (such as Fridley does), the City contracts for this service. For many years, that contract has been awarded to Anoka County. The contract was last awarded by the city council in 2017 for the years 2018-2023. At that time, City staff interviewed and received competitive proposal presentations from both Anoka County and an alternate vendor, Mary wells/Erik Skogquist. Anoka County was selected on the basis that: . The County's estimated prices at the time were only slightly higher than the alternate vendor. . Neither vendor proposal truly locked-in pricing. They both used good faith estimates but had contract clauses that provided a lot of flexibility to adjust their future actual costs. . To serve the public, these valuations must be performed with independence. City staffjudge (then and now) that having the valuations performed by the county provides the best public perception of that independence, compared to a small private contractor beholden to the City or to valuations performed by city staff. Midway through the current five-year contract, Anoka County reduced their annual pricing from the original estimates in the contract. Their enclosed proposal for a five-year renewal continues those reduced rates. Under the City's purchasing policy, since the terms of the renewal areequal orbetter than the existing contract terms, the City can renew the contract simply by administrative procedure (signing), rather than seeking alternate proposals and beginning another award process. The County has been timely and responsive to the inquiries and report requests I have made under the current contract. RECCOMENDATION: Sign and date the renewalwhere indicated. Contract Rates for existing property types remain the same as the reduced rates contained in the most recent invoices. 3. Proposed End Date hasbeenadjusted slightly. lnstead ofending onJanuary l6ttofanygiven year, we proposed ending the contract on May 15rh of any given year. Mayor Schmitt reported the following change to the Library fee section; deletion of the first two fees, they are addressed further down. 20'18-2840 COPY Anoka County Contract No. C0005733 JOINT POWERS AGREEMENT BETWEEN THE CITY OF COLUMBIA HEIGHTS AND COUNTY OF ANOKA FOR ASSESSMENT OF PROPERTY THIS AGREEMENT is made and entered into tnis /4&o "y ot N-Ll,nber , zott, by and between the City of Columbia Heights, 590 - 40h Avenue NE, Columbia Heights, Minnesota 55421, hereinafter refened to as the "Municipality", and the County of Anoka, a political subdivision of the State of Minnesota, 2100 Third Avenue, Anoka, Minnesota 55303, hereinafter referred to as the "County'. WITNESSETH: WHEREAS, pursuant to Minn. Stat. 5 273.072, subd. 1, any county and city, lying wholly or partially within the county and constituting a separate assessment district, may, by agreement entered into under Minn. Stat, S 471.59, provide for the assessment of property in the city by the county assessor; and WHEREAS, pursuant to Minn. Stat. 5 273.072, subd. 2, the agreement may provide for the abolition of the office of the city assessor when the assessment of the property within the city is to be made under an agreement by the county assessor; and WHEREAS, it is the wish of the County to cooperate with the Municipality to provide for a fair and equitable assessment of the property within the Municipality; and WHEREAS, said work will be carried out in accordance with the provisions of Minn. Stat s 471.59. NOW, THEREFORE, in consideration of the mutual covenants and agreements stated herein, the parties agree as follows: L That said Municipality constitutes a separate assessment district which lies wholly within the County and that all property in the geographical boundaries of this district shall be assessed by the County Assessor of the County beginning with the assessment year 2019, provided this Agreement is approved by the Commissioner of Revenue. lf . Pursuant to Minn. Stat. 5273.072, subd. 2, the oftice of the Cily Assessor in the Municipality shall cease to exist on January 16, 201 8, but not before the end of the term of the current City Assessor, if serving for a fixed term, or when an earlier vacancy occurs; provrded, however, that upon the termination of this Agreement, the Office of City Assessor shall be automatically reestablished and shall be filled as provided by applicable law or charter in accordance with Minn. Stat. S 273.072. lll.
