FOR PROPERTY VATUATION (ASSESSMENTI SERVICES
EACKGROUND:
The financial responsibility for conducting valuations of all properties within the City for tax purposes
lies with the City. Sincethe Citydoes not have a staff assessor (such as Fridley does), the City contracts
for this service. For many years, that contract has been awarded to Anoka County.
The contract was last awarded by the city council in 2017 for the years 2018-2023. At that time, City
staff interviewed and received competitive proposal presentations from both Anoka County and an
alternate vendor, Mary wells/Erik Skogquist. Anoka County was selected on the basis that:
. The County's estimated prices at the time were only slightly higher than the alternate vendor.
. Neither vendor proposal truly locked-in pricing. They both used good faith estimates but had
contract clauses that provided a lot of flexibility to adjust their future actual costs.
. To serve the public, these valuations must be performed with independence. City staffjudge
(then and now) that having the valuations performed by the county provides the best public
perception of that independence, compared to a small private contractor beholden to the City
or to valuations performed by city staff.
Midway through the current five-year contract, Anoka County reduced their annual pricing from the
original estimates in the contract. Their enclosed proposal for a five-year renewal continues those
reduced rates. Under the City's purchasing policy, since the terms of the renewal areequal orbetter
than the existing contract terms, the City can renew the contract simply by administrative procedure
(signing), rather than seeking alternate proposals and beginning another award process.
The County has been timely and responsive to the inquiries and report requests I have made under the
current contract.
RECCOMENDATION:
Sign and date the renewalwhere indicated. Return to me for execution by the County.

Dear Ms. Bourgeois,
Attached to this letter is a sample contract for the next s-year period that outlines the per parcel rates we intend
to charge. lt should be noted, Anoka County is open to alternative length contracts anywhere from 3-5 years the
sample is purely for reference purposes.
lmportant items to note in the proposed contract are outlined brieffy below.
1. Contract Rates for existing property types remain the same as the reduced rates contained in the most
recent invoices.
3. Proposed End Date hasbeenadjusted slightly. lnstead ofending onJanuary l6ttofanygiven year, we
proposed ending the contract on May 15rh of any given year. This allowscounty staffto answer property
owner questions resulting from work they completed the year before.
I welcome the opportunity to meet with you and/or your team to discuss the proposal for assessment services as
well as to collect feedback on how we can better serve your community. After our initial discussions, I can
provide a final version of the contract for council consideration.

It is once again time to review and discuss the future assessment contract for the City of Columbia Heights.
2. A new rate has been added for Tax Exempt property. This rate has been added due to an increase in
purely public charity exemption applications and subsequent expenses related to their tax court defense.
It is estimated to add roughly S1,357 to the City of Columbia Hel8ht's invoice next year.

BETWEEN THE CITY OF COLUMBIA HEIGHTS AND
COUNTY OF ANOKA FOR ASSESSMENT OF PROPERTY
THIS AGREEMENT is made and entered into tnis /4&o

by and between the City of Columbia Heights, 590 - 40h Avenue NE, Columbia Heights,
Minnesota 55421, hereinafter refened to as the "Municipality", and the County of Anoka, a
political subdivision of the State of Minnesota, 2100 Third Avenue, Anoka, Minnesota 55303,
hereinafter referred to as the "County'.
WITNESSETH:
WHEREAS, pursuant to Minn. Stat. 5 273.072, subd. 1, any county and city, lying wholly
or partially within the county and constituting a separate assessment district, may, by agreement
entered into under Minn. Stat, S 471.59, provide for the assessment of property in the city by the
county assessor; and
WHEREAS, pursuant to Minn. Stat. 5 273.072, subd. 2, the agreement may provide for
the abolition of the office of the city assessor when the assessment of the property within the
city is to be made under an agreement by the county assessor; and
WHEREAS, it is the wish of the County to cooperate with the Municipality to provide for
a fair and equitable assessment of the property within the Municipality; and
WHEREAS, said work will be carried out in accordance with the provisions of Minn. Stat
s 471.59.
NOW, THEREFORE, in consideration of the mutual covenants and agreements stated
herein, the parties agree as follows:
L That said Municipality constitutes a separate assessment district which lies wholly within
the County and that all property in the geographical boundaries of this district shall be assessed
by the County Assessor of the County beginning with the assessment year 2019, provided this
Agreement is approved by the Commissioner of Revenue.
lf . Pursuant to Minn. Stat. 5273.072, subd. 2, the oftice of the Cily Assessor in the
Municipality shall cease to exist on January 16, 201 8, but not before the end of the term of the
current City Assessor, if serving for a fixed term, or when an earlier vacancy occurs; provrded,
however, that upon the termination of this Agreement, the Office of City Assessor shall be
automatically reestablished and shall be filled as provided by applicable law or charter in
accordance with Minn. Stat. S 273.072.
lll. The term of this Agreement shall be from January 16, 20 1 8, through assessment
services performed in the year ?023, unless earlier terminated as provided herein.
lV. ln consideralion of said assessment services, the Municipality shall pay to the County an
annual payment as follows:

V. For year 2019 assessment seNices, the Municipality shall pay lhe County as follows:
A. Twelve Dollars and 50/100s ($12.50) for each improved parcel of residential,
seasonal recreational residential and agricultural type property;
B. Four Dollars and 5O/100s ($4.50) for each unimproved parcel of residential,
seasonable recreational residential and agricultural type property:
C. Eighty Dollars and 00/100s ($80.00) for each improved and unimproved
palcel ot commercial, industrial and public utility type of property; and
D. Eighty Dollars and OO/100s $80.00) for each improved and unimproved parcel
of apartment and mobile home park type property.
The same procedure shall be used, as described above, in the computation of the
assessment payments due in 2o2o through2023, provided, however, that the cost for each tye
of parcel shall be increased according to the County Assessor's increase in operating costs,
cost of living and meril adjustments established by the Anoka County Board of Commissioners
for January 1 lo December 31 in the year prior to the date of the assessment.
vl. Notwithstanding section ll. above, the county and/or Municipality shall have the right to
terminate this Agreement by providing, at a minimum, two years wriften notice by certified mail,
which notice shJll be sent prior to January 2 of any year to terminate assessment services to be
performed two years from such date (i.e. to terminate this Agreement for assessment services
in the year 2026, the party must provide written notice of termination by not later than January 2,
2018)
vlr.COUNTERPARTS
This Joint Powers Agreement may be executed in any number of counterparts, each one
of which shall be deemed to be an original, but all such counterparts together shall constitute
one and the same instrument.
