PET CENTRAL ANIMAL HOSPITAL AND
CITY OF COLUMBIA HEIGHTS, MN POLICE DEPARTMENT
It is mutually agreed by and between Pet Central Animal Hospital and the
City of Columbia Heights Police Department as follows:
1.Services -Pet Central Animal Hospital shall serve as the impound
facility for the City of Columbia Heights Police Department providing
services as follows:
a.Pet Central shall receive and care for any small domestic animal
brought to it by an authorized City representative.
b.If an animal is diseased, dangerous, rabid or exposed torabiesandtheanimalcannotbeimpoundedwithoutserious risk to
the persons attempting to impound the animal, it may
be immediately
euthanized.c.Impounded animals shall be kept in a suitable, humanemannerforaperiodrequiredby city ordinance (5
business days).d.In the event that any animal is unclaimed after 5
business days it shall become the property of Pet Central Animal
Hospital and may be disposed of or sold at its
sole discretion.
2.Fees -a.If an animal is unclaimed, the City 9f ColumbiaHeightsshallpayPetCentralAnimalHospitalthechargesas agreed

provided with
an itemized invoice.b.Before an animal is released to its owner,
Pet Central Animal Hospital shall collect the charges
from the owner.3.Records -Pet Central Animal Hospital will mqintainarecordofallanimalsimpoundedandwillcomplywith all
State and Federal laws relating to
data privacy and confidentiality.4.Insurance -Pet Central Animal Hospitalwillmaintainatitsownexpenseageneralliabilityinsurancepolicyandwrittenproofofinsurancewillbe
provided to the City upon request.5.Nothing contained in this
agreement is intended or should be construed as creating
the relationship of employer and employee between Pet Central Animal Hospital
and the City
of Columbia Heights.Contract #

6.Term -This agreement will take effect __ January 1, 2020 __ _
and will automatically extend for additional one year terms, unlesseitherpartygiveswritten notice of intent not to extend at least
sixty days prior to the expiration of the current
term.7.Cancellation -The agreement may be cancelled with orwithoutcausebyeitherpartyuponsixtydays

As we discussed, PO req #23‐1527 for BRP Veterinary Minnesota references the 2020 City Contract #3008. There are no
alternate quotes or procurement analysis aƩached to that 2020 contract in laserfiche. We think however that when the
PD executed that 2020 contract, they acted on the reasoning that although there are various regional vendors that
provide this service, this was the only vendor with 24‐hour service close enough to Columbia Heights to be pracƟcal.
If this fits your understanding, please reply to this email and we will aƩach it to both PO req #23‐1527 and City Contract
#3008.
AddiƟonal Note to Jess K:
The pricing source of “Alternate Quote” is applicable in this case. It is not truly a sole source service; the issue is that no
quote that could be obtained from other potenƟal vendors could meet the PD’s required terms of service.
