Hello Jesse, Thank you for considering Better Futures Minnesota as the City's potential vendor for the Yard Waste Collection in the Fall of 2022. With this being a new approach to the City's yard waste collection, we are cognizant of the effort it takes to make a selection like this, so we appreciate the opportunity very much. After reviewing the RFQ, we are confident that Better Futures meets all the requirements detailed and that is illustrated in greater detail in this proposal. Our current Yard Waste contract with the City makes us confident that Better Futures Minnesota is the most qualified provider and solution for the City of Columbia Height's Fall Yard Waste Collection. We know that it's important for the City of Columbia Heights to find a provider to fill the void that was created from the previous 40-year relationship. This quote will detail how Better Futures Minnesota should be the provider for the new way of collecting. We have the capacity to service the City of Columbia Height's needs. While the volume of yard waste will be substantially greaterthan the current yard waste collection project, we will be able to scale up accordingly. This contract if awarded, will be an extension of the mutually beneficial partnership that Better Futures Minnesota has created with the City. Project Overview We understand that if awarded this contract it will be a different approach to the City's curbside yard waste pick up service than the past 40 years. If this operation is successful, BFM would be open to a longer -term commitment to these services. II. General Requirements BFM will pick up bags and bundles of yard waste off the curbs of the residential units in the City of Columbia Heights. BFM will use trailers that can hold ten cubic yards of yard waste as requested by the City. BFM understands that each load collected must be full to receive credit and should be loaded in an organized manner. BFM will deliver to the designated city transfer station located at 3935 Jefferson Street. BFM understands we will be given a zone of approximately 1,250 residential units to be responsible for the during the fall yard waste collection season. BFM understands that the collection service in that area will be weekly, although conditions could warrant waiving the weekly requirement. The project will start the last week of September and end the first week in December unless there is permanent snow cover which will conclude the season early. The transfer station will be closed on city holidays and weekends so it cannot operate on those days. BFM will report daily on progress in the zone and other information as requested by the City. III. Safety Requirements BFM will take all precautions to prevent injury to employees and the public, and accidents to vehicles or other property. BFM personnel will wear ANSI high visibility vests or jackets. Vehicles/equipment will have flashers on when picking up yard waste. BFM understands that yard operations will be conducted only during daylight hours. BFM maintains insurance coverage for its employees and accidents or damage that may occur as a result of conducting yard waste collection services. IV. Liquid Damages/Failure to Perform BFM understands that if collection is not made for more than three working days a $500 daily charge will be deducted from payment until service resumes. BFM will notify the City of any issues that would require delays in service. BFM understand that the service would need to be back on track within five working days to avoid having financial penalties assessed. BFM understands that to terminate service, we would be responsible to find another contractor to assume our responsibilities. If we are unable to find a replacement contractor, the City will charge BFM for expenses above and beyond normal costs until the end of the collection season. V. Insurance BFM's insurance indemnifies the City from any accidents or problems caused by BFM. VI. Payment Quotes BFM will use hydraulic dump trailers with the following dimensions: 7ft. x 14ft. x 3ft. = 10 cubic yards. BFM's quote is $187.00 per load and .625 per mile (Standard Federal Rate) charge for equipment and fuel. BFM understands that the City will pay the yard waste tipping fees directly to the composter. BFM understands that we are responsible to keep daily records loads and the time of dumping and attest to the accuracy of bills. BFM will allow the city to verify milage readings on vehicles and review camera footage on site to verify the number of loads per day. VII. Submission Statement BFM has over ten (10) years of operating trailers for the following purposes: hauling yard waste, construction debris, recycled appliances, tools, cabinetry, and numerous other items. Our customers include Hennepin County, the City of Minneapolis, the City of Bloomington, and numerous contractors and construction companies. Our current contract with the City for yard waste collection uniquely positions BFM to hit the ground running for this project. Limits, Terms, and Conditions BFM understands that the City's Request for Quotes does not commit the City of Columbia Heights to award a contract as the City of Columbia Heights reserves the right to accept or reject any or all proposals received because of the request, to negotiate with any qualified source, or to cancel in part or entirety the RFQ if it is in the best interest of the City of Columbia Heights to do so. Depending on the number of respondents, the zone may be larger than estimated and the weekly requirement may change as well. As this is a new process for yard waste removal on this scale the terms, services, and costs may be amended. No amendments may be made to this Agreement except in writing signed by both parties. It is understood by the Contractor that this agreement does not go into effect until other government agencies have been consulted and a signed /dated copy is returned by the the City to the Contractor.
