APPROVE A PROJECT BUDGET OF $250,000 TO CONVERT THE FORMER HEARTLAND TIRE PROPERTY FOR USE
AS AN EXPANSION TO LIQUOR STORE 3, AND AUTHORIZE STAFF TO SEEK BIDS FOR THE RELATED
ARCHITECTURAL SERVICES, WITH FUNDING FROM THE LIQUOR OPERATIONS FUND
WHEREAS, the City Council of the City of Columbia Heights adopted Resolution 2022-26 authorizing the
purchase of 5233 University Avenue NE, formerly known as Heartland Tire Company, for the express purpose
of redeveloping it as an expansion to the City's existing municipal liquor store on the adjacent parcel at 5229
University Avenue NE; and
WHEREAS, the City of Columbia Heights has received title to and taken possession of 5233 University Avenue
NE, effective June 9, 2022; and
WHEREAS, the City of Columbia Heights' Charter requires all expenditures to be budgeted; and
WHEREAS, architectural services and refrigeration design services are necessary to prepare a complete and
final budget for this redevelopment project, for subsequent approval by the City Council of the City of
Columbia Heights; and
WHEREAS, for efficient management of this project, city staff recommends the City Council of the City of
Columbia Heights appropriate an initial project budget of $250,000 to fund known costs of the project at the
best estimate currently available, until a final project budget is available from the architect; and
WHEREAS, the available fund balance in the municipal Liquor Operations Fund is sufficient to fund this initial
project budget, and any reasonable additional amount later determined necessary in the final project budget,
NOW, THEREFORE, BE IT RESOLVED that the City of Columbia Heights' budget is amended to approve a project
budget of $250,000 to convert the former Heartland Tire property for use as an expansion to liquor store 3,
and to authorize staff to seek bids for the related architectural services, with funding from the Liquor
Operations Fund.
