An informational meeting with property owners is scheduled for February 2, 2022. A letter about the City’s Street Rehabilitation Program was included with the informational meeting notice. The letter described the evaluation of pavement condition, types of construction, and proposed 2022 construction locations. ANALYSIS/CONCLUSIONS: Distributed at the December 13, 2021 regular City Council meeting was the Feasibility Report that details the scope of work and estimated costs for 2022 Street Rehabilitation on State Aid Streets. The report details the rehabilitation strategy for Full Reconstruction, Partial Reconstruction , and Mill and Overlay. The Feasibility Report and project map are posted on the City’s website: https://www.columbiaheightsmn.gov/departments/public_works/construction_projects.php The report recommendations for State Aid Streets are summarized below:  Rehabilitation Strategies: Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. The following is a listing of streets with the recommended treatment: STATE AID STREET MILL AND OVERLAY – P.I.R. 2022-SA-44-001 1. 47th Avenue NE, Central Avenue to Fillmore Street  Utilities Replacement: Utilities have been reviewed. Staff utilized structure inspections, in-line televising, history of water main breaks, age of water main and services, leakage testing (independent testing), and previous engineering reports in determining utility replacements. A summary of the staff recommended improvements follows:  Sanitary Sewer: The lines have all been cleaned and televised and the manholes have been inspected. Only minor manhole rehabilitation is recommended. Castings and rings are 2 Item 1. City of Columbia Heights - Council Letter Page 2 scheduled for replacement on some structures.  Storm Sewer: The lateral and trunk lines have all been cleaned and televised and the manholes/catch basins have been inspected. Only minor rehabilitation of manholes/catch basins is recommended. Castings and rings are scheduled for replacement on some structures.  Water Main: Inoperable or aged fire hydrants and gate valves will be replaced.  Utility Adjustments: Roadway construction will include minor modifications to existing water main, sanitary and storm sewer utility surface structures in order to meet proposed finish grades.  Financing: Street Rehabilitation The estimated project costs are as follows: 1. Mill and overlay construction $77,220. 2. Utilities $ * Project funding is proposed as follows: o Assessments $61,965. o MSAS Subsidy (15%) $10,935. o Infrastructure Fund (Construction) $ 3,885. o Infrastructure Fund (Engineering and Admin) $ 435. The estimated costs shown above are for a typical overlay on a residential street. The costs do not reflect the proposed mill and overlay costs on the wider state aid streets. The traffic volume on 47th Avenue between Central Avenue and Fillmore Street is 1,150 ADT. A 15% subsidy has been included with these assessment rates. Proposed utility funding is proposed as follows: o Sanitary Sewer Fund: $ * o Storm Sewer Fund $ * o Water Fund: $ * * Costs and associated funding for utility work will be determined during the final design.  Active Past Assessments: None Resident Comments: The informational meeting is scheduled for February 2, 2022. The meeting agenda, attendance list and comments from property owners concerning the proposed construction and assessments will be provided to the Mayor and City Council in a separate memo. RESOLUTION NO. 2022-15 A resolution of the City Council for the City of Columbia Heights, Minnesota, Whereas, Resolution 2021-101 of the Columbia Heights City Council adopted the 13th day of December, 2021 fixed a date for a Council hearing on the proposed improvement on 47h Avenue NE from Central Avenue to Fillmore Street, and Whereas, ten days’ mailed notice and two published notices of the hearing a week apart were given, and the hearing was held thereon the 7th day of February, 2022, at which time all persons desiring to be heard were given an opportunity to be heard thereon, and Whereas, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions, 2206 STATE AID STREET REHABILITATION 47th Avenue NE, Central Avenue to Fillmore Street Work includes required utility replacements/repairs, spot replacement of curb and gutter with required concrete or bituminous driveway and walk/step replacement, new pedestrian ramp construction adjacent to existing sidewalks, milling of existing street surface, new bituminous surfacing, turf restoration, miscellaneous construction items, and appurtenances. Now, therefore, in accordance with the foregoing, and all ordinances and regulations of the City of Columbia Heights, the City Council of the City of Columbia Heights makes the following: FINDINGS OF FACT 1. Such improvement is necessary, cost-effective and feasible as detailed in the Feasibility Report. 2. Such improvement is hereby ordered as proposed in the Council Resolution adopted the 13th day of December, 2021. 3. These improvements shall also be known as Project No. 2206, P.I.R. 2022-SA-44-001. 4. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. The improvements are to be specially assessed on an area, or frontage basis, or combination thereof against abutting and non-abutting properties and tributary to said improvements, or served by said improvements. The parcels and areas, as specially described herein, are subject to said special assessments unless otherwise noted. The parcel numbers represent the tax parcel identification numbers. To find your tax parcel number, check your real estate tax statement. The total estimated cost of the above listed improvements is $185,000. The meeting agenda is attached. Two property owners attended the meeting in person and 12 signed in via Zoom. Staff discussed the proposed construction work, the cost of the project, and assessment methodology. The following questions were addressed either before or at the meeting: 1. Are the estimates in line with what inflation costs have been the last 12 months? Staff bases construction estimates on anticipated construction costs, including inflation. 2. 47th Avenue was heavily impacted by the Dominium construction project - Why has this not been factored in? 47th Avenue had been scheduled for a mill and overlay earlier. The work was delayed until after the Dominium project was completed. 3. The Dominium tenants utilize 47th heavily for parking since they do not have enough parking. Should this not be factored in? 47th Avenue is a wide street - 49’ to 45’. The assessments are based on cost to do work on a typical residential street – 29’, so parking on the street is not factored in. 4. I was charged for a resurfacing project a few years ago (I live on 42nd Ave). What is the difference in that, and what is being done now? Most recent work done on 42nd Avenue was a seal coat and is a one year assessment. That is done by spreading asphalt emulsion and small cover rock. 11 Item 1. Informational meeting memo February 4, 2022 Page 2 5. For the 42nd Ave to 7th St: Does Prodeo have to contribute to this cost? Yes. Non-profits such as schools and churches pay an assessment. 6. Can a property be assessed for multiple avenues? A midblock property may be assessed for part of their property on two avenues, such as 42nd and 43rd Avenues. 7. How long will the block of 42nd Ave, between University Service Dr. and 4th St. be closed for "mill and overlay"? (I represent Prodeo Academy, and this particular block is pretty critical to our arrival and dismissal.) How might I go about formally requesting that this particular block be done between June 8 and August 29? The time frame can be written in the project specifications. 8. If sidewalk is repaired, is that an additional cost? Staff looks at the condition of the sidewalk. If it meets the hazardous criteria it is replaced as part of the project at no extra cost. No new sidewalk is being added. 9. Discount for low income/disabled? There is a 15% discount if income limits are met. Time to request a form is after Council awards project. 10. Alley is in worse shape than street. When will that be done? City Council is considering an alley reconstruction project in 2024. 12 Item 1.
