An informational meeting with property owners is scheduled for February 2, 2022. A letter about the City’s Street Rehabilitation Program was included with the informational meeting notice. The letter described the evaluation of pavement condition, types of construction, and proposed 2022 construction locations. ANALYSIS/CONCLUSIONS: Distributed at the December 13, 2021 regular City Council meeting was the Feasibility Report that details the scope of work and estimated costs for Zones 6 and 7 Street Rehabilitation. The report details the rehabilitation strategy for Full Reconstruction, Partial Reconstruction, and Mill and Overlay. The Feasibility Report and project map are posted on the City’s website: https://www.columbiaheightsmn.gov/departments/public_works/construction_projects.php The report recommendations for Street Rehabilitation Program are summarized below:  Rehabilitation Strategies: Staff utilizes three methods in evaluating the condition of the street and then determining the appropriate treatment. The following is a listing of streets with the recommended treatment: ZONE 6 PARTIAL RECONSTRUCTION – P.I.R. 2022-Z6-03-001 1. Jackson Street NE, 40th Avenue to 41st Avenue 2. 41st Avenue NE, Monroe Street to Central Avenue 3. 42nd Avenue NE, 7th Street to Quincy Street 4. 43rd Avenue NE, 4th Street to 6th Street 5. 43rd Avenue NE, 7th Street to Washington Street ZONE 6 MILL AND OVERLAY – P.I.R. 2022-Z6-44-001 1. 5th Street NE, 40th Avenue to 41st Avenue 2. 41st Avenue NE, 7th Street to Jefferson Street 3. 42nd Avenue NE, University Service Drive to 7th Street 2 Item 1. City of Columbia Heights - Council Letter Page 2 4. 43rd Avenue NE, 6th Street to 7th Street 5. 43rd Avenue NE, Washington Street to Quincy Street ZONE 7 MILL AND OVERLAY – P.I.R. 2022-Z7-44-001 1. 3rd Street NE, 44th Avenue to 45th Avenue  Utilities Replacement: Utilities have been reviewed. Staff utilized structure inspections, in-line televising, history of water main breaks, age of water main and services, leakage testing (independent testing), and previous engineering reports in determining utility replacements. A summary of the staff recommended improvements follows:  Sanitary Sewer: The lines have all been cleaned and televised and the manholes have been inspected. Only minor manhole rehabilitation is recommended. Castings and rings are scheduled for replacement on some structures.  Storm Sewer: The lateral and trunk lines have all been cleaned and televised and the manholes/catch basins have been inspected. Only minor rehabilitation of manholes/catch basins is recommended. Castings and rings are scheduled for replacement on some structures.  Water Main: Inoperable or aged fire hydrants and gate valves will be replaced.  Utility Adjustments: Roadway construction will include minor modifications to existing water main, sanitary and storm sewer utility surface structures in order to meet proposed finish grades.  Financing: Street Rehabilitation The estimated project costs are as follows: 1. Partial street reconstruction $890,430 2. Mill and overlay construction $488,960. 3. Utilities $ * Project funding is proposed as follows: o Assessments $1,132,810. o Infrastructure Fund (Construction) $ 221,920. o Infrastructure Fund (Engineering and Admin) $ 24,660. Proposed utility funding is proposed as follows: o Sanitary Sewer Fund: $ * o Storm Sewer Fund $ * o Water Fund: $ * * Costs and associated funding for utility work will be determined during the final design. 3 Item 1. These assessment areas are also shown on the attached map. 2020 Project on alley from Washington to Jefferson, 41st to 42nd: Reconstruction Assessment term: 10 years (2021-2030) Washington Street (east side) and Jefferson Street (west side): Owners had an alley assessment. 2020 Project on alley from Madison to Monroe, 42nd to 43rd: Reconstruction Assessment term: 10 years (2021-2030) Madison Street (east side) and Monroe Street (west side): Owners had an alley assessment. 2016 Project on 45th Avenue, Main St to 3rd St: Partial Reconstruction Assessment term: 10 years (2017-2026) 3rd Street: For one-half block south of 45th Avenue, owners had an avenue assessment. 2016 Project on Jefferson Street, 40th Ave to 44th Ave: Mill and Overlay Assessment term: 10 years (2017-2026) Jefferson Street (west side): For one-half block south of 41st Avenue to one-half block north of 43rd Avenue, owners had a street assessment. Jefferson Street (east side): For one-half block south of 42nd Avenue to one-half block north of 43rd Avenue, owners had a street assessment. 2015 Project on 4th Street, 40th Ave to 42nd Ave: Full Reconstruction Assessment term: 15 years (2016-2030) 4th Street: For one-half block south of 42nd Avenue, owners had a street assessment. 2015 Project on alley from Monroe to Quincy, 42nd to 43rd: Reconstruction Assessment term: 10 years (2016-2025) Monroe Street (east side) and Quincy Street (west side): Owners had an alley assessment. 2011 Project on 6th Street, 40th Ave to 44th Ave: Full Reconstruction Assessment term: 15 years (2012-2026) 6th Street: From one-half block south of 42nd Avenue to one-half block north of 43rd Avenue, owners had a street assessment. Resident Comments: The informational meeting is scheduled for February 2, 2022. Now, therefore, in accordance with the foregoing, and all ordinances and regulations of the City of Columbia Heights, the City Council of the City of Columbia Heights makes the following: 6 Item 1. 2 2 FINDINGS OF FACT 1. Such improvement is necessary, cost-effective and feasible as detailed in the Feasibility Report. 2. Such improvement is hereby ordered as proposed in the Council Resolution adopted the 13th day of December, 2021. 3. These improvements shall also be known as Project No. 2202, P.I.R. 2022-Z6-03-001, P.I.R. 2022-Z6-44- 001, and P.I.R. 2022-Z7-44-001. 4. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. MEMORANDUM TO: AMÁDA MÁRQUEZ SIMULA, MAYOR CITY COUNCIL MEMBERS KELLI BOURGEOIS, CITY MANAGER FROM: KEVIN HANSEN, PUBLIC WORKS DIRECTOR/CITY ENGINEER SUBJECT: INFORMATIONAL MEETING - PROPOSED 2022 STREET REHABILITION PROJECTS ZONES 6 AND 7, PROJECT 2202 STATE AID – 47TH AVE, PROJECT 2206 DATE: FEBRUARY 4, 2022 The informational meeting was held at 6:00 pm on Wednesday, February 2nd in the Council Chambers. The meeting agenda is attached. Two property owners attended the meeting in person and 12 signed in via Zoom. Staff discussed the proposed construction work, the cost of the project, and assessment methodology. The following questions were addressed either before or at the meeting: 1. Are the estimates in line with what inflation costs have been the last 12 months? Staff bases construction estimates on anticipated construction costs, including inflation. 2. 47th Avenue was heavily impacted by the Dominium construction project - Why has this not been factored in? 47th Avenue had been scheduled for a mill and overlay earlier. The work was delayed until after the Dominium project was completed. 3. The Dominium tenants utilize 47th heavily for parking since they do not have enough parking. Should this not be factored in? 47th Avenue is a wide street - 49’ to 45’. The assessments are based on cost to do work on a typical residential street – 29’, so parking on the street is not factored in. 4. I was charged for a resurfacing project a few years ago (I live on 42nd Ave). What is the difference in that, and what is being done now? Most recent work done on 42nd Avenue was a seal coat and is a one year assessment. That is done by spreading asphalt emulsion and small cover rock. 18 Item 1. Informational meeting memo February 4, 2022 Page 2 Page 2 5. For the 42nd Ave to 7th St: Does Prodeo have to contribute to this cost? Yes. Non-profits such as schools and churches pay an assessment. 6. Can a property be assessed for multiple avenues? A midblock property may be assessed for part of their property on two avenues, such as 42nd and 43rd Avenues. 7. How long will the block of 42nd Ave, between University Service Dr. and 4th St. be closed for "mill and overlay"? (I represent Prodeo Academy, and this particular block is pretty critical to our arrival and dismissal.) How might I go about formally requesting that this particular block be done between June 8 and August 29? The time frame can be written in the project specifications. 8. If sidewalk is repaired, is that an additional cost? Staff looks at the condition of the sidewalk. If it meets the hazardous criteria it is replaced as part of the project at no extra cost. No new sidewalk is being added. 9. Discount for low income/disabled? There is a 15% discount if income limits are met. Time to request a form is after Council awards project. 10. Alley is in worse shape than street. When will that be done? City Council is considering an alley reconstruction project in 2024. 19 Item 1.
