Due to the COVID-19 pandemic, this hybrid meeting was held both virtually and in -person. CALL TO ORDER/ROLL CALL Mayor Marquez Simula called the meeting to order at 6:15 pm. Present: Mayor Marquez Simula; Councilmember Buesgens; Councilmember Jacobs; Councilmember Murzyn, Jr.; Councilmember Novitsky. Also Present: Kelli Bourgeois, City Manager; Kevin Hanson, Public Works Director; Sara Ion, City Clerk/Council Secretary; Barb Thomas, Public Works: Kathy Young, Assistant Public Works Director. PUBLIC HEARINGS 1. Public Improvement Hearing: 2022 Street Rehabilitation Program — Zones 6 and 7. Director Hansen presented the information regarding Zones 6 and 7 including the description of the area and scope of the work. The recommendation based on analysis of these areas is for partial reconstruction, as well as mill and overlay. There will be some sections where the curb and gutter is salvageable and will not need to be replaced. Overall the process of mill and overlay is a preservation tactic for these streets. The mill and overlay project will impact residents only when the equipment is on the street. Partial reconstruction impacts the accessibility of the property on a larger scale and can make it so a resident is not able to access the driveway of their property while the reconstruction is occurring. The City does cost sharing; mill and overlay is fifteen percent and for partial reconstruction it is twenty five percent. The cost is currently an estimate and if the cost continues to be lower, the overall cost to residents will be lower. The cost will not be higher than the estimate, and all single family homes pay the same rate. Apartments and commercial properties pay higher rate. There was an informational hearing held on February 2ndto update resident impacted by this project. There will be additional meetings about this project regarding the schedule and to gather additional information if needed. Final assessment hearings related to this project will be held in the fall. As far as public improvements related to this project there is not any additional work. Councilmember Jacobs asked about the gap from Jackson to Monroe on the project map. Director Hansen Clarified that the strip on 415t / Madison is rated high and it will only be in need of a sealcoat at this time. Mayor Marquez Simula opened the public hearing. No one wished to speak. Motion by Councilmember Jacobs, seconded by Councilmember Murzyn, Jr., to close the public hearing. All Ayes, Motion Carried 5-0. Motion by Councilmember Buesgens, seconded by Councilmember Novitsky to waive the reading of Resolution 2022-14, there being ample copies available to the public. All Ayes, Motion Carried 5-0. Motion by Councilmember euesgens, seconded by Councilmember Novitsky, to adopt Resolution 2022-14, being a Resolution of the City Council of the City of Columbia Heights ordering improvements and preparation of plans for 2022 Street Rehabilitation, City Project 2202.
