HomeMy WebLinkAbout2022-014RESOLUTION NO. 2022-14 A resolution of the City Council for the City of Columbia Heights, Minnesota, Whereas, Resolution 2021-100 of the Columbia Heights City Council adopted the 13th day of December, 2021, fixed a date for a Council hearing on the proposed improvement on Zone 6 and Zone 7 local streets that have not been rehabilitated under the street program, and Whereas, ten days' mailed notice and two published notices of the hearing a week apart were given, and the hearing was held thereon the 7th day of February, 2022, at which time all persons desiring to be heard were given an opportunity to be heard thereon, and Whereas, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions, 2022 STREET REHABILITATION PROGRAM ZONE 6 PARTIAL RECONSTRUCTION — P.I.R. 2022-Z6-03-001 Jackson Street NE, 40th Avenue to 415t Avenue 415t Avenue NE, Monroe Street to Central Avenue 42"d Avenue NE, 7th Street to Quincy Street 43rd Avenue NE, 4th Street to 6th Street 43rd Avenue NE, 71h Street to Washington Street ZONE 6 MILL AND OVERLAY — P.I.R. 2022-Z6-44-001 5th Street NE, 40th Avenue to 41st Avenue 41st Avenue NE, 7th Street to Jefferson Street 42"d Avenue NE, University Service Drive to 7th Street 43rd Avenue NE, 6th Street to 7th Street 43`d Avenue NE, Washington Street to Quincy Street NE 7 MILL AND OVERLAY — P.I.R. 2022-Z7-44-001 3rd Street NE, 44th Avenue to 45th Avenue Partial reconstruction work includes required utility replacements/repairs, spot replacement of curb and gutter with required concrete or bituminous driveway and walk/step replacement, new pedestrian ramp construction adjacent to existing sidewalks, full depth reclamation of the existing street surface and underlying base, subgrade excavation as needed, placement of reclaimed base, new bituminous surfacing, turf restoration, miscellaneous construction items, and appurtenances. Mill and overlay work includes required utility replacements/repairs, spot replacement of curb and gutter with required concrete or bituminous driveway and walk/step replacement, new pedestrian ramp construction adjacent to existing sidewalks, milling of existing street surface, new bituminous surfacing, turf restoration, miscellaneous construction items, and appurtenances. Now, therefore, in accordance with the foregoing, and all ordinances and regulations of the City of Columbia Heights, the City Council of the City of Columbia Heights makes the following: FINDINGS OF FACT 1. Such improvement is necessary, cost-effective and feasible as detailed in the Feasibility Report. 2. Such improvement is hereby ordered as proposed in the Council Resolution adopted the 13th day of December, 2021. 3. These improvements shall also be known as Project No. 2202, P.I.R. 2022-Z6-03-001, P.I.R. 2022-Z6-44- 001, and P.I.R. 2022-Z7-44-001. 4. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.
