Introductior
Thank you for discussing the training objectives for the City of Columbia Heights' Police
Department. The following proposal outlines the scope of work proposed.
Executive Summary
Eckberg Lammers' focus has always been on partnering with our municipal clients and
providing unparalleled service, coupled with a focus on training, and education at all levels of
municipal government. As law and the public sentiment continue to evolve, providing
governmental agencies with the knowledge and skills to navigate their duties, all while providing
training that is informative, engaging, and focusing on partnerships with communities is more
important than ever before.
Each training session includes both practical and legal considerations. They are customized
based upon the individual needs of the municipality. Trainings are tailored to provide
participants with the appropriate tools for decision -making, performing their day to day duties,
team collaboration, healthier workplaces, and greater understanding of litigation processes.
Proposed Scope of Work
As discussed, the work involved in facilitating the training workshop for the City of Columbia
Heights law enforcement supervisors and officers includes:
First Training: Law Enforcement Supervisor Training, 3-hour training in Columbia
Heights' training facility, September 21, 2021.
Life of a Litigation Lawsuit — spend time with municipal and employment litigation
attorney Pam Whitmore to learn the life cycle of a civil litigation lawsuit from start
to finish. Pam will take participants through the steps of litigation by using a real
case. In addition to understanding the parts of the process, participants will also
take away practical insight into working with the attorneys defending you and the
city, tips for participating in the discovery phase, including depositions, deeper
understanding of reasons for when cases settle, and basic knowledge about
impact of insurance coverage.
After the overview of the litigation process, Imran Ali, Director of Law
Enforcement Training, will provide practical tips for supervisors to help their direct
reports prepare for, survive and, in some instances, avoid lawsuits. This will
include policy and procedure charter implementation.
Second Training:
This package is intended for members of law enforcement with 0-5 years of
experience. Understanding the criminal process from start to finish is essential to
grasp how the justice system operates. Whether you need help on writing the
perfect report or you need tips on testifying in court, this block of courses will
provide tools to assist as you navigate your career. In these changing times, it's
important that each officer understands these topics as a witness in the
underlying criminal matter or a party in a resulting civil action.

• Write the Perfect Report —Law Enforcement Report Writing Techniques

Although each instructor is a lawyer, both are serving in an education role for purposes of these
sessions, and not in a role as an attorney providing legal advice to you or the city.
Knowledge & Experience
Our training facilitators have over thirty years of combined legal experience working with
municipal government organizations.
Pamela Whitmore is a municipal and litigation attorney, as well as a Rule 114 Qualified
Neutral. Pam serves as the lead attorney and educator for our firms Conflict Management
Solutions Practice. She concentrates her practice on helping individuals and groups not only
resolve conflict, but also work more collaboratively together and improve communications. Pam
also serves as assistant city attorney for various cities in Minnesota and Western Wisconsin and
maintains an active litigation practice.
Imran All is an attorney and the Director of Law Enforcement Education and Training for the
firm. After serving over seventeen years as a felony -level prosecutor in the state of Minnesota,
his extensive experience is recognized both in the courtroom and community. Working with
victims of crime has provided Imran with the passion needed to succeed in the courtroom. He
has developed law enforcement training programs that employ participates in serving their
communities with honor and integrity while being equipped with the appropriate tools in
decision -making.

Agreement
Based on our prior experience with similar representations, as well as information you provided
about the training needs of your City, the fixed amount for the Law Enforcement Supervisor
Training listed herein is $3,500. This fixed price includes preparation of materials, and all
incidental expenses and travel time incurred by the facilitators in preparation for and
implementation of the sessions.
Additionally, based on our conversations, you indicated that you would be interested in two,
four-hour sessions, as well. These sessions would occur on two separate dates and times which
are to be determined. Since Columbia Heights would like to host both second sessions for their
department and other local departments that may be interested, the inclusive cost for both
trainings would be a flat fee of $7,000 or $3,500 per training. As with any trainings provided, the
speakers will agree to be available for questions following each session and any follow-up
questions that may arise on a later date.
I have read and fully understand the above AGREEMENT and acknowledge receipt of a copy
thereof.
