The Conditional Use Per- mit application is made by Manuel Jesus Romero Quizhpi, property owner. The applicant is proposing to construct a first story addition, second-story additional dwelling unit, and detached garage. Section 9.104 (H) of the Zoning Odinance rcquires that Planning Commission hold a public hearing on the com- pleted application for a Conditional Use Permit and submit its recom- mendation to the City Council.
