Communicating in a Critical Incident:
How to Manage the 21st Century Media onslaught during a Deadly Police Shooting
Officer-involved shootings quickly generate local - and sometimes national - headlines. They
also oftentimes draw vocal demonstrators and drive loud calls for government reform.
Depending on the circumstances surrounding these tragic incidents, deadly police shootings can
also have a long-term negative impact on the image of your police department and the
relationship your officers have with your citizens.
Your ability as city and county leaders to effectively anticipate the initial media response and
handle the multitude of internal and external communication challenges often determines
success or failure.
Communicating in a Critical Incident: How to manage the 21st Century Media onslaught
during a deadly police shooting will walk your entire leadership team through an officer
involved shooting investigation and test your internal communication controls with a custom -
designed table-top training exercise. The course is aimed at all city leaders, including law
enforcement, elected officials and department heads impacted by a high -profile public safety
event in your community.
In this course, participants will gain a greater understanding of:
The intricacies of an officer-involved shooting investigation from beginning to end,
including the challenges of multijurisdictional investigations
The importance of on-going, collaborative communication between law enforcement,
elected officials and city and county staff
The strength and effectiveness of their organization’s crisis communications plan
How to properly develop and deliver key messages on-camera that will shape the public
narrative and help manage the information flow
Why traditional crisis communication strategies must be updated to address 21st
Century information flow
Instructors
This course is led by Andy Skoogman, who has more than 20 years of experience in media and
law enforcement. He’s the former Executive Director of the Minnesota Chiefs of Police
Association, where he still works part-time as the Communications Directors. Andy also works
part-time as the Public Information Officer for the Hennepin County Sheriff’s Officer.
Additionally, he’s the former Public Information Officer for the St. Paul Police Department and

the Minnesota Department of Public Safety as well as a multiple Emmy Award winning
journalist. Andy spent the last 15 years as a media Subject Matter Expert for the Department of
Defense where he developed training scenarios and written storylines for tabletop exercises
during dozens of military and emergency management trainings.
The course also includes representatives from the Bureau of Criminal Apprehension (BCA) who
have investigated officer-involved shootings.
Previous clients include:
The city of Maple Grove, the city of St. Louis Park and the South Lake Minnetonka Police
Department. The training has typically been conducted later in the day and into the evening to
accommodate schedules of elected officials.
