BOARD OF APPEALS AND EQUILIZATION
MONDAY APRIL 24,2OL7
The following are the minutes for the Board of Appeals and Equalization Meeting for the City of
Columbia Heights City Council held at 6:00 PM on Monday April24,2OL7 in the City Council
Chambers, City Hall, and 590 40th Ave NE, Columbia Heights, MN.
1.. ROLL CALL
Present: Mayor Schmitt, Councilmembers Williams, Murzyn, Jr. Buesgens and Novitsky
2, STATEMENT OF PURPOSE OF THE BOARD OF REVIEW
Mayor Schmitt read the Official Notice of the Board of Review, indicating the purpose of the
meeting is to review property valuations as of January L, 2OL7 for taxes payable in 2018,
and to hear appeals from citizens who feel aggrieved or who have questions regarding
property valuations.
3. INTROD
Anoka County Appraisers Jim Hughes and Ben Hamill (Residential Appraisers) and
Molly Johnson (Commercial Appraiser) gave an overview of the 20L7 Assessors Report.
4, QUESTIONS AND ANSWERS REGARDING PROPERTY VALUES
Nick Kulpa-4547 Chatham Rd NE stated he has lived in his home since December 2013.
Kulpa reported an appraisal conducted in February,zOtT resulted in a valuation of
S123,000. Mr. Hughes indicated he has visited the property; property records were
accurate with the exception of two missing bathroom fixtures. Hughes shared some recent
home sales in the area near Mr. Kulpa. The average sales price was $L61,636. The County
has valued Mr. Kulpa's home at S162,51-7. Ms. Johnson indicated some fee appraisers will
take foreclosures into account. Ms. Johnson stated the County will continue to evaluate the
property and follow up with Mr. Kulpa.
Johnson reminded Mr. Kulpa, that he can come to the County Board of Appeals meeting on
June 12, 2017 if an agreement is not reached before then.
City Manager Walt Fehst indicated in the past the council would take advisement form the
County regarding valuations.
Mr. Kulpa indicated he has no problem waiting untilJune 12th forthe Countyto make a
decision.
Motion by Councilmember Buesgens, second by Councilmember Williams to move the cose
of the property locoted at 4547 Chothom Rd NE to the Anoka County Board of Appeals
Meeting scheduled for June L2, 20L7. All Ayes, Motion Corried.
Margaret Lambie-2123 Forest Dr NE questioned why the market value of her property
increased, she hasn't made any improvements. Lambie reported her property taxes have
decreased. Johnson clarified the decrease is because the taxes were based on the prior
years assessed value.
The assessors indicated that without accessing the house, values are determined based on
home sales in the surrounding area. Johnson stated she would like an opportunity to the
view the property.
Councilmember Buesgens asked Ms. Lambie if she would like to schedule a time for the
assessors to appraise her property. Ms. Lambie stated she would like to leave it as is for
now. Johnson suggested it would be beneficial for the County to appraise the property;
especially if Ms. Lambie is questioning the value.
Motion by Councilmember Buesgens, second by Councilmember Murzyn, Jr. to hove the
County review the property ot 21"23 Forest Dr. NE, and to consider ot the June 12, 2077
Anoka County Boord of Appeals meeting. AllAyes, Motion Corried.
Jim Hughes refereed to an appeal letter received from Asif Usman, the property owner at
999 41't Ave NE Unit 101. Hughes indicated the estimated market value is right where it
should be at S103,000.
Motion by Councilmember Murzyn, Jr., seconded by Councilmember Williams to occept the
Anoko County Property Evaluation as submitted for the property located at 999 41't Ave NE,
Unit 107. AllAyes, Motion Corried.
Motion by Councilmember Williams, second by Councilmember Buesgens to odopt the
2017 Assessment Rolls as presented; with the exception of the following two properties;
4547 Chotham Rd NE and 2723 Forest Dr NE. AllAyes, Motion Carried.
5. ADJOURN
Motion by Councilmember Murzyn,1r., seconded by Councilmember Buesgens to odjourn.
