The proposed development is located west of Central A venue, south of 42nd Avenue, and consists of approximately 66 residential units. A food shelf is also proposed, but the sanitary sewer flows are anticipated to be limited. Our scope and fees were prepared based on our understanding of the project and the information gathered at our March 9, 2021 meeting. We understand the City will forward additional information related to the site as it becomes available. PROJECT TEAM Our proposed team will consist of personnel familiar with sanitary sewer analyses and will be augmented with personnel familiar with the City of Columbia Heights. •Principal-In-Charge -Kevin Kielb, P.E. -Coordination •Project Manager -Tim Olson, P.E. -Project Analysis, Concepts and Memorandum •QA/QC-Todd Hubmer, P.E. -Group Discussions, Guidance and Reviews •Design Engineer -Dallas Jones, P.E. -Modelling and Detail Analysis SCOPE Our analysis will focus on an 8-inch sanitary sewer line located in Jackson Street. The sewer line flows north to 43rd A venue, where it connects to a 10-inch sanitary sewer main that flows to the west. Our analysis will include the following tasks. Install (2) flow meters. One in the 8-inch sanitary sewer line, just south of 43rd A venue and one in the 10- inch sanitary sewer main just west of Jackson Street. The flow meters will be left in-place and monitored to determine dry weather flow and wet weather flow. We anticipate up to 3 months of monitoring may be required. Receive record drawings for the sanitary sewer lines in the study area. Estimate sewer line capacities based on Manning's equation. Ballon & Menk is an equal opportunity employer. We will use peaking factors as the initial method of estimating wet weather flows. Based on conversations with the City, inflow is a concern within the City. We will use conservative peaking factors in the analysis, and augment with meter readings as they become available. Prepare a memorandum discussing our findings. SCHEDULE AND FEES We will begin the analysis immediately upon receiving the notice to proceed from the City. We anticipate 4 weeks to complete the analysis. The analysis will be updated with wet weather flows if rainfall events occur after the initial memorandum is prepared. Our proposed fees for the project are as follows: Personnel Project Manager Task Manager QA/QC Reviews Hours 2 16 4 Design Engineer 40 Total Flow Monitoring ($2,500.00/Location/3 Months) $ 390.00 $ 2,512.00 $ 960.00 $ 4,800.00 $ 5,000.00 Total Proposed Fees $13,662.00 Based on our understanding of anticipated efforts, our proposed Not-To-Exceed fees for the work are $14,662.00.
