HomeMy WebLinkAbout2020-109RESOTUTTON NO. 2020-109 A resolution of the City Council for the City of Columbia Heights, Minnesota, Whereas, Resolution 2O2O-93 of the Columbia Heights City Council adopted the 9th day of November, 2020, fixed a date for a Council hearing on the proposed improvement on Zone 48 and Zone 5 local streets that have not been rehabilitated under the street program, and Whereas, ten days' mailed notice and two published notices of the hearing a week apart were given, and the hearing was held thereon the 7th day of December, 2O20, atwhich time all persons desiring to be heard were given an opportunity to be heard thereon, and Whereas, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions, 2021 STREET REHABITITATION PROGRAM ZONE 48 PARTIAL RECONSTRUCTION _ P.I.R. 2O2L-74.O3-OOL 4th Street NE,48th Avenue to 53'd Avenue sth street NE, 48th Avenue to 49th Avenue and 51tt Avenue to 53'd Avenue 6th Street NE, 48th Avenue to 50th Avenue and 51't Avenue to 52nd Avenue ZONE 48 MILL AND OVE - P.t.R. 2021-74-M-OOL 7th street NE,48th Avenue to 52nd Avenue Washington Street NE, 48th Avenue to 51't Avenue Madison Street NE, 48th Avenue to 51tt Avenue ZONE 5 MILL AND OVERLAY _ P.I.R. 2021-25-44-001 6th Street NE, 47th Avenue to 48th Avenue Washington Street NE, 44th Avenue to 46th Avenue Partial reconstruction work includes required utility repairs, spot replacement of curb and gutter with required concrete or bituminous driveway and walk/step replacement, new pedestrian ramp construction adjacent to existing sidewalks, full depth reclamation of the existing street surface and underlying base, subgrade excavation as needed, placement of reclaimed base, new bituminous surfacing, turf restoration, miscellaneous construction items, and appurtenances. Mill and Overlay work includes required utility repairs, spot replacement of curb and gutter with required concrete or bituminous driveway and walk/step replacement, new pedestrian ramp construction adjacent to existing sidewalks, milling of existing street surface, new bituminous surfacing, turf restoration, miscellaneous construction items, and appurtenances. Now, therefore, in accordance with the foregoing, and all ordinances and regulations of the City of Columbia Heights, the City Council of the City of Columbia Heights makes the following: FINDINGS OF FACT Such improvement is necessary, cost-effective and feasible as detailed in the Feasibility Report. Such improvement is hereby ordered as proposed in the Council Resolution adopted the 7th day of November, 2020. City of Columbia Heights - Council Resolution 2020-109 Page 2 These improvements shall also be known as Project No. 2002, P.l.R. 2021-24-O3-OOL, P.l.R. 2021-24-44-OOL, a nd P. L R. 2O2L-75-44-OOL The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.
