Nawrocki, Clerkin, Ruettimann, Peterson, Murzyn -present PLEDGE OF ALLEGIANCE CONSENT AGENDA The following items were approved on the Consent Agenda: Approval of Minutes of Previous MeetingsThe Council approved the minutes of the Continued Board ofReview of April 19, 1993, the Public Improvement Hearing ofApril 19, 1993 and the Regular Council Meeting of May 10,1993, as presented and there were no corrections. License ApplicationsThe Council approved the license applications as listed uponreceipt of proper fees. Payment of BillsThe Council approved the payment of bills as listed out ofproper funds. 4.APPROVAL OF CONSENT AGENDA Motion by Nawrocki, second by Clerkin to approve the ConsentAgenda as presented. Roll call: All ayes 5.OPEN MIKE/PROCLAMATIONS/PRESENTATIONS Mayor Murzyn stated that the Beautification Committee held aPlanting Day on Saturday, May 22nd. Many plants and flowerswere planted in numerous locations within the City. He notedthat all of the work was done by volunteers. James Johnson, 4216 Seventh Street, declared his candidacy fora City Council seat. Barb Karol, 1400 46th Street, a twenty seven year resident ofColumbia Heights, stated her concerns regarding what has beenhappening in her neighborhood for the last several years. Ms.Karol feels this is a dangerous area in which to live and onelandlord in particular is responsible for most of the problemswhich are occurring. REGULAR COUNCIL MEETING MAY 24, 1993 PAGE 2 6. She has contacted the Attorney General's office regarding control over landlords and their rental policies. She was advised there are no state statutes governing these types of situations. Ms. Karol suggested that remedies should be considered by local elected officials. One recommendation she made was to require landlords to do criminal checks on potential tenants. Mayor Murzyn advised there are many activities taking place to improve the conditions in Ms. Karol's neighborhood. Among them are the enforcement of the Housing Maintenance Code, community policing combined with the traditional police patrol, passage of two ordinances which address loud noise and party complaints, installation of street 1 ighting, a neighborhood clean up, monthly landlord meetings, financial assistance for rehabilitation of substandard buildings and a plan for the Sheffield Neighborhood to enhance the area. Cliff Shedlov, 4630 Fillmore Street, suggested that two man squad cars may prove effective when patrolling his neighborhood. Police Chief Mawrhorter responded that this method has proven ineffective when used for patrolling as there are not many situations which develop which require two police officers. Back up squad cars are more cost effective. Bill Decoursey, 4648 Fillmore Street, is a thirty two year resident and a landlord. He voiced his appreciation for what has been done in his neighborhood and is of the opinion that it is, and will continue to be, effective. Mr. Decoursey advised his property had been vandalized last December and this was reported to the Police Department. He received no response to the complaint. Staff was requested to follow up on this matter and respond to Mr. Decoursey and the Council. PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS a.Second Reading of Ordinance No. 1261 Pertaining to FloodPlain Motion by Nawrocki, second by Peterson to waive the reading of the ordinance there being ample copies avai !able for the public. Roll call: All ayes ORDINANCE NO. 1261 BEING AN ORDINANCE AMENDING ORDINANCE NO. 853, CITY CODE OF 1977, AS AMENDED, PERTAINING TO FLOOD PLAIN REGULAR COUNCIL MEETING MAY 24, 1993 PAGE 3 b. Ordinance No. 1261 is available in its entirety for public review at the City Manager's office, Mayor's office, Library, Pol ice Department, Recreation Department, Housing and Redevelopment Authority, Public Works Department and the Assessing Department. Ordinance No. 1261 was offered for passage and final adoption by Councilmember Nawrocki and seconded by Councilmember Peterson. Roll call: All ayes Second Reading of Ordinance No. 1263 Pertaining to the Library Board Motion by Peterson, second by Ruettimann to waive the reading of the ordinance there being ample copies available for the public. Roll call: All ayes Counci !member Nawrocki had concern with a section in the ordinance which addressed policies of the Library and the authority of the Library Board. He questioned whether policies would be coming before the Council for its concurrence. The City Manager stated that this ordinance was drafted to be in conformance with other ordinances. All policies are to be subject to the Admininstrative Code which are voted on by the Council. Councilmernber Nawrocki inquired when members of the Council had last viewed the policies which govern the Library Board. Three members of the Council stated they had never viewed these policies. Councilmember Ruettimann asked the City Attorney to address the Library policies. The City Attorney responded that the present form of the policies coincides with other policies of the City. Motion by Nawrocki to amend the ordinance by striking the last sentence of Section 9, 3.309(2) and replacing with the fol lowing: Al 1 policies governing the operation of the Library Board shall be subject to approval of the City Council. ORDINANCE NO. 1263 BEING AN ORDINANCE AMENDING ORDINANCE NO. 853, CITY CODE OF 1977 AND PERTAINING TO THE LIBRARY BOARD The City of Columbia Heights does ordain: REGULAR COUNCIL MEETING MAY 24, 1993 PAGE 4 SECTION 1: Chapter 3, Article III, Section 9 of Ordinance 853, City Code of 1977, passed June 21, 1977, which currently reads as follows, to wit: Section 9 3.909(1) 3.309(2) 3.309(3) LIBRARY BOARD A Library·Board is hereby established which shall consist of five (5) members to be appointed by the Counci 1 for a term of three years each. Members shall be residents of the City, and include one member of the Council. Subject to the provisions of the Charter, the Library Board shall supervise and control the policy, program, use and physical plant of the City Library, including all lands and equipment associted therewith and the setting of levels of service and manpower. The Board sha 11 a 1 so recommend improvements for the Library as may be necessary and desirable and shall have the authority to make reasonable administrative rules and regulations governing public use of the Library and its facilities, but shall at all times be subject to the direction and authority of the Council. The Library Board shal 1 have the power to make expenditures from funds so authorized and budgeted by the Council and approved by the Manager; provided, however, that no single expenditure of an amount in excess of Five hundred dollars ($500.00) shall be made without the specific authorization of the Council, and expenditures of an amount in excess of One thousand dollars ($1,000.00) shall be made in the manner prescribed by the Charter. (a)All monies received or expended shall beaccounted for and audited in the General Fundas though the Library were a department underthe control of the City Manager or subsidiarymanager as delegated. (b)All claims and all bills incurred by the Boardshall be presented to the Council for paymentand paid in the samH manner as other claimsagainst the City are paid. The City Manager responded he will prepare the information requested for the next Council work session. e.City Job Availability Councilmember Nawrocki suggested that information regarding vacancies in City positions be ·made available in a specific manner for City residents. The Public Works Director advised that the study regarding traffic warrants has been submitted to the State. No response has been received at this time. He also noted that funding is being requested, not approval. g.Post Office Traffic A letter was received from the Postmaster advising that large trucks cannot and will not be turning into the Post Office property from 44th Avenue. Staff had been requested to pursue this issue after a resident had complained about large truck traffic on Tyler Place. Councilmember Nawrocki suggested that staff review the original permits granted to the Post Office for their building on 44th Avenue. He recalled that the permits stated that large trucks must enter the Post Office rear parking lot from 44th Avenue. h.Library Budget Councilmember Nawrocki referred to a letter he received regarding the Library's budget deliberations. He noted he had called the Library Board Chair to discuss the budget but she appeared to not be very knowledgeable on the budget. Mayor Murzyn stated the letter was written with the intent to avoid the circus which was experienced before. He noted that the Library Board was given direction to prepare a budget and to maintain the current level of service. Evelyn Nygaard presented the request of Barbara Schommer for permission to install a six (6) foot high special purpose grivacy fence in the south side yard and in the reslr yard of 4102 Quincy Street. The fence would begin just behind the front south corner of the house and extend to the south side property line, along and inside the south side property 'line and across the rear of the lot to the southeast corner of the detached garage; from the rear north corner of the house to the northeast corner of the detached garage. She indicated that the fence would be on the north side property line. She also stated that the fence would be angled at the south rear portion so as not to block sightlines. She informed the Commission that the required signature of consent was obtained by the affected property owner as well as an agreement to place the fence on the north side property line. Evelyn Nygaard presented the request of Mr. Jonak for an extension of the Site Plan Approval granted by the Planning and Zoning Commission on June I I u ) ) PLANNING AND ZONING COMMISSION REGULAR MEETING -MINUTES JUNE 1, 1993 PAGE 2 2, 1992 for the construction of a 6,900 square foot unheated warehouse for the storage of metal products and materials at 533 N.E. 37th Avenue. She informed the Commission that no changes have been made from what was originally proposed. Mr. Jonak had explained to Staff that there has been a delay in the preparation of the required construction drawings to submit for the building permit process. Mr. Jonak was not in attendance at the meeting. Keith Flermoen of the Fire Department was present to voice the Departments concern regarding a liquid oxygen tank that is currently located on the northeast corner of the present building. His concern was the type of construction proposed for the new building. He stated the Fire Code would require a setback in the range of one to fifty feet depending on the type of construction. Evelyn Nygaard asked if the tank could be enclosed. Flermoen responded that it could be enclosed with a two-hour rated wall around the oxygen tank. It was the concensus of the Commission that Mr. Jonak be informed of the Fire Code requirements when he is notified of the Commissions action so his plans can reflect the concerns of the Fire Department. Motion by Peterson, seconded by Hanson, to approve the thirty (30) day extension of the Site Plan Approval for 533 N.E. 37th Avenue provided Building and Fire Code requirements are met. Roll Call: All Ayes. C.Public HearingVarianceCase #9306-16 Home Carpet 3927 Central Avenue Columbia Heights, Mn. Evelyn Nygaard presented the request of Douglas Foss of Home Carpet, 3927 Central Avenue, for a variance to allow the existing pylon sign to remain as is relative to is size and location to Central Avenue. She indicated that very little information was provided by the applicant as far as dimensions of the sign or its distance to the property line. City records do not have any permit issued for the current signage. Nygaard informed the Commission that, from the information available to Staff, it would appear a minimum of four variances would be required: 1. A 45 s.f. variance on the size of the pylon sign, 2. A three foot front yard setback variance on the location of the pylon sign, 3. A variance of l'l" on the height of the pylon sign, 4. A variance on the number of pylon signs on the same parcel. She also stated that additional non-conforming signage exists on the Home Carpet building and a temporary lighted portable sign that is currently perched on the canopy of the building. After some discussion, it was agreed to table the request until further information is received. The Commission requested Casey to contact Ms. Schaub regarding the reason for holding meetings at Murzyn Hall rather than the High School. REQUEST HUSET #3/MCYO -MARK KENNEY Mark Kenney requested the use of Huset #3 on behalf of the Monsignor Coates Youth Organization for June 8 and June 10 from 5:00 -9:00 p.m. The league is holding its City and Twin City Championships and is in need of a field. She stated that the Columbia Heights Library has reserved her a room on Wednesdays, however, if it is not available she wanted a back up room. OLD BUSINESS Brad Harlan and Walt Doelz attended the meeting to express their concerns regarding the Circle Terrace Park adjacent to their homes. They stated that the noise from a basketball being dribbled late in the evening and children playing on their propeny and leaving bicycles in their driveways is getting to be a problem. Mr. Harlan and Mr. Doelz stated that the boys playing ba sketball were older and not from the Circle Terrace neighborhood. They also stated that if the light in the park was turned off it might deter the children from playing basketball after dark. Roll Call: All ayes. ill. OLD BUSINESS A.PARKING AT 401H AVE. AND lMILL ST. Charlie Kewatt, Fire Chief, was present to provide further information on bis request for a modification to the parking and bus stop at 40th Ave. and Mill St. He indicated that the problem is not so much the bus being stopped where it is, but eastbound traffic adjacent to the bus cannot be seen when the fire trucks are pulling out at that intersection. Staff recommended the no parking zone be extended 40' west. This would eliminate two parking spaces. There would be two 30-minute parking spaces and two parking anytime spaces. Extending the existing no parking zone would appear to be the best solution. The Police Department indicated they had no problems at this intersection. Commission members Carlson and Goodman did not see any benefit in extending the no parking zone. Their suggestion was to move the bus stop a half block further east. Staff recommended a ·demonstration be held so Commission members could get a first hand view of the situation. Arrangements will. be made to have the City bus parked on 40th and Commission Members will have the opportunity to approach the intersection in a Fire truck. • u ___.:. Staff indicated that Mill St. has been designated as a State Aid street and is going to be rebuilt next year. It was recommended that a crosswalk be incorporated at that time. Motion by Goodman, seconded by Clerkin, to include a crosswalk from the parking lot to Murzyn Hall when Mill St. is rebuilt. Roll Call: All ayes. V.NEW BUSINESS A.INTERSECTION AT CLEVELAND STREET AND 41ST AVENUE Mr. Carl Johnson of 1725 41st Ave. N.E. has requested that the Traffic Commission consider the installation of stop_ signs at the intersection of 41st Avenue and Cleveland Street Mr. Johnson was notified of tonight's meeting by mail. The intersection dL;;::i not appear to meet wammts for number of vehicles or excessive speed. Police Department records show there have been no accidents in the past three years. There are sight distance problems for traffic apporahcing from the north and east of this intersection. Motion by Carlson, seconded by Goodman, to deny the request for installation of stop signs at the intersection of 41st Avenue and Cleveland Street and that Mr. Johnson be sent a letter. The agreement calls for the City's Assistant Building Inspector to perform building inspection services and rehabilitation specification writing services for the Columbia Heights Housing and Redevelopment Authority. The City, for their services, will be reimbursed at least 40% of the Assistant Building Inspector's salary cost. The HRA, at their June 8, 1993, meeting, authorized the execution of the Joint Powers Agreement subject to the review of its final form and content. This service should, in essence, result in elimination of some duplicated activities of both the City and the HRA. For example, the City currently inspects on a regular basis 2,900 rental housing units. The HRA inspects approximately 200 rental housing units in the Section 8 program. The joint effort will result in one person performing the two different inspections at essentially the same time. Moreover, similar duplication exists in the rehabilitation program whereby the Building Inspector inspects improvements through the building permit process and the HRA staff inspects the same improvements as a result of the grant/deferred loan program. With this system, the two different inspections will be conducted essentially at the same time. Other added benefits include greater cooperation and coordination between rental housing maintenance enforcement efforts and the Section 8 monitoring process. RECOMMENDED MOTION: Move to authorize the Mayor and City Manager to enter into an agreement with Columbia Heights Housing and Redevelopment Authority for Building Inspection/Rehabilitation Specification Writing Services. COUNCIL ACTION: .-' AGREEMENT FOR BUILDING INSPECTION/REHABILITATIONSPECIFICATION WRITING SERVICE This agreement made this day of _,..--,.�--.-�' 1993, by and between the Housing and Redevelopment Authority of Columbia Heights, a body corporate and politic, organized and existing under and by the virtue of the laws of the State of Minnesota, hereinafter called the "BRA" and the City of Columbia Heights, hereinafter referred to as the "City". Whereas, the BRA desires to avail itself of certain building inspection and rehabilitation specification writing services; Now, therefore, the BRA and the City do mutually agree as follows: I. 1.RENTAL ASSISTANCE PROGRAM INSPECTIONS: A.Initial Lease-up Inspections: The initial lease-upinspections are to be completed within two (2) workingdays of the request placed by the BRA. These inspectionswill be coordinated by the Occupancy Specialist/HousingCoordinator, hereinafter referred to as the "BRA staffmember." If violations of the program Housing QualityStandards are found, the Assistant Building Inspector,hereinafter referred to as "City Inspector, 11 is toimmediately notify the owner of the property beinginspected via a copy of the inspection report and awritten indication as to what work must be performed onthe property in order to meet HQS requirements. Further, within twenty-four (24) hours after beingnotified by the owner that the required repairs have beencompleted, the City Inspector is to complete a follow-upinspection. JCf the work meets all specifications, afinal inspection report is to be furnished to the BRA.The City Inspector shall continue to inspect the propertyuntil such time as the property meets all BQSrequirements and a final inspection report has beenfurnished. B.Special/Interim Inspections: If a tenant of a unit beingassisted through the Rental Assistance Program requeststhat a special inspection be performed on the rentalunit, the city Inspector shall inspect said unit withintwo (2) working days after receipt of the request. Ifthe unit is in violation of BQS requirements the CityInspector shall notify the property manager/owner of theviolations and normally indicate that they have thirty(30)days in which to correct the violations and meet theBQS requirements. The unit is to be reinspected untilsuch time as the violations have been corrected and the c. D. unit meets all HQS requirements. A copy of the inspection report and all subsequent correspondence on the matter is to be provided to the HRA. Annual HOS Inspection: The City Inspector �hall perform an annual HQS inspection of each of the Rent Assisted Units. The HRA staff person will provide the city Inspector with a comprehensive list of the names, addresses, and phone numbers of the tenants and landlords who require an annual HQS inspection. The inspections are to be scheduled, by the City Inspector, with each tenant, and are to be completed within ten (10} working days of the date of the request from the HRA staff member. Property owners/ managers are to be notified immediately of any HQS violations and will normally be allowed thirty (30} days in which to correct any violations. The City Inspector shall reinspect the units as necessary and until such time as all violations are corrected. Damage Inspection: Upon request of an owner, and within twenty-four (24} hours of the owner's request during the first three working days of month, the City Inspector shall complete a damage i�spection of any vacated units where the owner anticipates that damages to the unit will exceed the damage deposit for the unit. The City Inspector will record the inspection report of the required Metro BRA Damage Inspection Form. The original of the completed inspection form is to be furnished to the HRA staff member within 24 hours of the completed inspection. 2.HOUSING REHABILITATION PROGRAM INSPECTIONS/WORK WRITE-UPS: The City Inspector, upon request of the HRA staff member and within three (3} working days of the request, shall complete an inspection of any and all houses and rental buildings/units being proposed for rehabilitation with funds provided by or through the HRA. Within three ( 3) working days of the completion of the inspection, the City Inspector shall provide a written specification of the work that must be completed. Additionally, the City Inspector will provide bid alternatives as necessary. The HRA staff member will coordinate the receipt of bids. The city Inspector will review and comment on the bids received, as necessary. As necessary durlng, and upon completion of the rehabilitation, the City Inspector will inspect the work. The City Inspector will sign the necessary Certificate of Completion when the work on the property is completed. 3.ADMINISTRATIVE MATTERS A. B. c. Forms: The City Inspector shall use all required Metro HRA forms and furnish copies of all completed forms and letters to the HRA staff person. Quality control: Metro HRA completes 5% Quality Control HQS inspections each year to insure that units are being properly inspected. Additionally, the HRA staff person will be allowed to accompany the City Inspector for the purpose of completing rent comparisons. I Train ing: The City Inspector shall attend any required Metro HRA HQS training/workshop. 4.REIMBURSEMENT BY HRA TO CITY OF COLUMBIA HEIGHTS In consideration for the above-listed services the HRA shallreimburse the City of Columbia Heights, on a monthly basis,forty percent of the salary and benefits of the cityInspector. Further, the City of Columbia Heights shall, asfar as possible between the date of this contract and December31, 1993, track the hours expended by the City Inspector onthe tasks outlined above. As of June7, 1993 $4,400.00 has been collected. Staff anticipates additional donations will stillarrive. Awardin.g o:f Fireworks Bid Bids were sent out to four fireworks companies, two were non-responsive, two-responded back. The bids were at a minimum of $5,000. (The cost of 1992's display). RECOMMENDED MOTION: Move to contract with Americana Fireworks Display Co. for the 4th ef July display at a cost of $5,000 based on quality and quantity and furthermore, toauthorize the Mayor and City Manager to execute a contract for same. Street Closing In order to provide a safety area for the 4th of July fireworks, staff is requesting that 39th Avenue.between Jefferson and Fifth Street and Mill Street between 40th Avenue andthe east driveway of the police parking lot be closed from 7:00 p.m. -11:00 p.m. andthat no parking be allowed on said streets from 5:00 p.m. -11:00 p.m. RECOMMENDED MOTION: Move to close 39th Avenue between Jefferson and 5th Streets and Mill Street between 40th Avenue and the east driveway of the police parking lot from 7: 00 p.m. to 11:00 p.m. and that no parking be allowed on said streets between 5:00 p.m. -11:00 p.m. Use of Hillcrest Property In order t0 pr0vide the ,proper safety distance, the Fireworks will be shot off from Hillcrest property located south of the railroad tracks and north of 39th Avenue N.E. I have received a few inquiries requesting removal of the sign. 10)TAX INCREMENT BOND REFUNDING ISSUE-- Councilmember Nawrocki inquired as to the public notification provision of the Charter that provides for an additional one week's published notice to be given of a meeting of the City Council to open and consider bids. This date is in addition to any advanced notification to the public of the City's intent to issue bonds. Stefanie Galey of Holmes & Graven indicates in her correspondence that the City can avail itself of the procedural provisions as outlined in the Minnesota Statutes that enable negotiated sales. Originally, we indicated that we were going to direct Holmes & Graven/Springsted to prepare a notice as to a specific meeting date. They have indicated this to be problematic because of the negotiated sale of the bids. We are looking at scheduling a special meeting to consider the final sale within the next few weeks. Please note that Ms. Galey has also suggested that the Charter Commission may want to review and fine tune some of the more restrictive language within the Charter as it relates to timing and the publication of on-sales. Copies ef the comprehensive annual financial report, compliance letter, and the auditors' management letter have been distributed to the City Council. The next step is to schedule a work session date for the auditors to meet with the City Council and review the audit report. 1994 BUDGET PROCESS The City Manager is.in the process of reviewing the 1994 budget requests. At this time, the budget preparation and review is on schedule. LIQUOR OPERATION The current level of sales for the new Top Yalu liquor store at 2241 37th Avenue are increasing slightly. At the current level, annual projected sales would be $1 million. The break even point for this store is $1.5 million in sales. It is anticipated that sales will increase and we will meet the break even goal by the end of the year. The goal of some people, to reduc� late evening traffic at the Top V alu store on 44th and Central appears to be working. During the first five months of 1993, there has been a significant decrease in business between the hours of 8 & 10 pm at Top Valu. From limited research and a preliminary evaluation, it appears that the MGM store in Hilltop limited research and a preliminary evaluation, it appears that the MGM store in Hilltop · has seen a significant increase in business bf the cliental that previausly shopped at Top Yalu. Staff will be doing more resear-ch and analysis on this. However, it appears that with the Community Service Officer monitoring Top Yalu at 44th & Central that a significant amount of business has moved from Top V alu to the MGM store in Hilltop. After funher research and analysis, results will be :rcponed to the Oty Council. ISSUE AND PROBLEMS: HR.A ACCOUNTING The Oty Finance Department staff is still putting in a significant amount of time to bring the HR.A records into compliance with generally accepted accounting principles. A major amount of time is being spent straightening out things that have been done incorrectly for years, in an attempt to recreate documentatian to support the acceunting :rccmds. This service is not a specific item in the contract between the City and the BRA, however, to comprise good auditable records it is essential that backup documentation be provided. Some general examples of the problems that exist with the records are as follows: --General ledger deposit account which accounts for deposits made by tenants at the highrise, is not supported by documentation that ties'. into the account balance indica,ting who has made the deposits. It is essential that the. total amount of deposits made by tenants is supported by detail records indicating who paid the deposit. --Amortization loan schedules for some of the mortgages that the HRA holds on various properties do not tie into the general ledger account balances. --Total balance for fixed assets owned by the HRA does not have a detailed schedule of information on the fixed assets. The ledger shows a total balance with minimal accountability and documentation of the assets that the HRA owns. These are a small example of the items which the Finance Staff is attempting to organize and properly document. It should be noted that the day-to-day accounting for the contract is 1mproving and things are close to a timely basis. It has recently been no,ted by one member of the HRA board that he is not pleased with the contract because the timelines-in the contract are different than those that were previously followed by the HRA. FQr example, prev.iously HRA prepared checks and had them available for signature at the HRA board meetings. The timelines that were specified in the contract do not provide for this type of schedule. Because of this and other related concerns, iJ may be necessary to modify the contract in the future. In the meantime, staff will continue to work with the HR.A staff to maintain a good working relationship. In summary, it should be neted that we are .getting much closet to having an acceptable set of accounting records for the HRA. It should be noted that this report is intended for informational purposes only. CITY TELEPHONE SYSTEM As has been previously reponed the voice mail system at City Hall has been inoperative for several months. The City has received a settle:ment from the insurance company and it is anticipated that the voice mail system will be operating in the next two weeks. Administtation 1.At the Chamber of Commerce meeting on May 26, 1993 I was elected to a three year term as a board member. 2.Recreation staff took one hundred sixty polaroid pictures (HiO) of children on equipment during the Public Works open house on May 19, 1993. 3.Up to this date, $4,025. dollars have been donated towards the 4th of July fireworks display. 4.The Recreation program brochure was distributed throughout the home rooms of the three elementary, middle and Immaculate Conception Schools. B.Recreation C. 1.A free Baseball Clinic was he.Ii:! on Samrday,.May 22, 1993 with. approximalely seventy-five (75) children in attendance. Members of the .Ree·reation staff and varsity baseball team conducted the clinic. This is the first time the free Clinic was offered in some time. 2.We experienced a huge increase in youth softball. In 1991 we had 60 players and in 1993 we have over150 players and still registering. 3.A new baseball program for 11 and 12 year olds started this spring. "Spring Training" and "Summer Cubs" will work as a "bridge" between our House and T.raveling Leagues. This will help the ttansition to.a much more competitive league. 4. An infonnational meeting was held for seniors on May 18 to discuss our August trip to Colorado. Twenty two seniors have already signed up. The Senior Center sponsored an Open House to celebrate "Older American's Month" on May 25. The Senior Coordinator and 6 seniors attended the May 10 City Council meeting to receive a proclamation for Older Americans Month. 25 seniors participated in a trip to a dairy farm and Arabian horse farm on May 27. I was assigned 40th Avenue and Jefferson Street along with a Champlin Reserve Officer. We had volunteers from Champlin, Anoka Sheriff's Office, Fridley, and Anoka police departments for this event. The parade went very well except for the rain toward the end of the parade. B.On May 12, Immaculate Conception School graduated about 70 D.A.R.E. children. I judged the essays for both classes prior to graduation. It was difficult to decide who did the best; they are all very bright children. D.A.R.E. continues to be a very positive and important program in our city. C.Our city auction was held on May 22, 1993. It went smoothly and the department brought in just under $2,300. II.Projects/Goals A Attached is the first quarter report for the department. ID. Issues/Problems A None. Part I and Pan II Crime FIRST QUARTER REPORT January 1, 1993 to March 31, 1993 Appendixes A and B show the first quarter activity reported to the Police Department for 1990 thrn,ugh 1993. There were 253 Part I crim'es reported in the first quarter of 1993. This represents a dr-op of 17 per cent over the 199:2 number 295 and a 9 per cent increase over the 1991 reported number of 231 Part I crimes. Reported_rqbberies were down from 8 in 1992 to 4 in 1993. The Department responded to 6 Part I assaults in 1993 compared to 15 for the same period in 1992. Burglaries were down from 55 in 1992 to 43 in 1993. Larceny was also down from a total of 193 in 1992 to a total of 178 in 1993. Total clearance rate for Part I crimes was 26 per cent compared to a 33 per cent clearance rate in 1992. The Depiµtment did clear a higher percentage of rapes and assaults in 1993. We cleared fewer larcenies and auto thefts in 1993, though. Part II crimes showed an increase of 13 per cent over 1992 totals and 8 per cent over 1991 totals. The areas of largest increase include assaults (49 in 1992 to 56 in 1993), narcotics (7 in 1992 to 25 in 1993), DUI (11 in 1992 to 23 in 1993), and disorderly conduct (37 in 1992 to 64 in 1993). The clearance rate for Part II crimes fell 2 per cent, from 56 per cent in 1992 to 54 per cent in 1993. Total Part I and Part Il cril!le clearance rate dropped 2 per cent from 46 per cent in 1992 to 44 per cent in 1993. Arrests In 1993, the Department made a total of 314 arrests, 67 were for Part I crimes and 247 were for Part II crimes. This number is down six from the 1992 total of 320 arrests. Of the 1993 total arrests made, 56 were made of persons under the age of 18. Noncriminal Calls for Service Noncriminal calls for service represent the majority of police activity in Columbia Heights. Since the first of the year, 81 per cent of the police activity has been noncriminal in nature. On January 1, 1993, the Department switched the way it rec0rds noncriminal calls. We did this lo obtain more accurate information and to ke�ep track of calls where two officters are needed. The down side of this change is that we cannot compare our noncriminal activity for previous years. Appendix B shows the noncriminal activity of the Department for the first three months of 1993. The report is broken down by area category to save space. A complete listing of all types of calls contained in any category can be obtained from the Chief or by looking at any previous monthly report. The report shows that as the warmer months approach, the calls for service are increasing. This is a natural seasonal trend and should continue through the summer months. The report is broken down by reporting area or II grid. 11 As can be seen, for the first three months of this year, grids 8, 19, and 20 accounted for 40 per cent of the total noncriminal calls for service. This accounting is kept by the number of reports handled, the number of assists rendered to other officers, break time, report writing time, administrative time, obligated patrol related time, traffic stops, and unobligated patrol time. Participation Rate Recycling Program Per Above Statistics 2)Compost Pilot 53.0% On April 13, 14, and 16th, 40 residents received their compost bins and instructions on how to compost in their backyards. They were also given copies of the Ordinance and informational brochures and handouts on the nature of compost and how it works. The first inspections of compost bins will take place in June. 3)Public Yorks Crew Meeting I addressed the Public Yorks Crew meeting on April 7th to reinforce the importance of documenting how much �hey use the recycling center, and to make sure the� are recycling on their own site. I generally touched base with them to see if they had any concerns about the recycling program in house. Page 2 4) 5) 6) 7) 8) Sheffield Neighborhood Clean Up On April 17th Sheffield Neighborhood 1st Annual Clean Up Event was held from 9:00 am until 1 pm. Ve collected 4.5 tons of miscellaneous debris taken to the Elk River RDF Plant, 70 tires, and 1 tractor tire taken to the Columbia Heights Recycling Center. Forty five tire rims were removed from tires and taken to the scrap metal collection at the recycling center. And 11 appliances were collected and taken to ARCA. Ve did not accept yard or tree waste, regular garbage, or recycling. Although Anoka County Community Action Program participated, we did not receive any reusable materials. This was a good test run for a city wide clean up day in 1994. Earth Day Fair I attended Earth Day Fair at Adams Elementary School in Coon Rapids on April 23rd and presented a display on composting showing students how compost is made, the bins we have selected for our composting pilot in the City of Columbia Heights, and generally promoting backyard composting. Polystyrene Collection On April 24th I took several pounds of polystyrene block and shape to a collection at Target. This collection was sponsored by the Retail Merchants Association to promote the recycling of block and shapes that are used to pack stereo and computers and so forth. Taped Session of the Recycling Association of Minnesota I taped the brown bag session of the Recycling Association of Minnesota on April 1st. The topic was "Handling Household Hazardous Waste that is Dumped on You•. It was a very interesting discussion of what to do if recycling centers such as ours receive unwanted household hazardous wastes. Among the things I learned were that there is the possibility of us getting assistance from the state in disposing of these things. Solid Vaste Advisory Finally, at the Solid Waste Advisory Task Force we decided to sample a household ECO Team Program by participating in it ourselves as Recycling Coordinators. This is a program that answers questions on how to restore the environment without being too overwhelmed. How do you get started? How do implement important actions? And, does what I do really make a difference? It's a five month program; with a team leader and workbook, it guides us through an assessment of the current status of our households in garbage, water efficiency, energy efficiency, transportation efficiency, consumerism, and community action. By participating in this program, we hope to determine whether this is something we would like to bring to each of our own communities. I respectfully · request authorization to sell novelties at theColumbia Heights Jamboree Parade and Fourth of July Celebration.For the Jamboree my intention is to sell toys and balloons alongthe parade route the evening of June 25, 1993. We usually use 2 or3 grocery carts for this purpose. We will only be selling 1 hourbefore the parade and until the parade is completed, a total of 2to 3 hours.
