Authorization to Enter Into Agreement for Use of St. Paul'sFire Training Facility
The Council ratified the action of the City Manager andauthorized the Mayor and City Manager to approve the Agreementbetween St. Paul Fire and the City of Columbia Heights for useof the St. Paul Fire Training Facility for the purpose offirefighter training and testing, to be effective November 2,1992 until cancellation.
Columbia Heights Snow Removal Plan Amendments
The Council adopted the Columbia Heights Master Plan for snowplowing, removal and ice control as submitted and approved theuse of the vacant lot in the northwest corner of 37th Avenueand Fifth Street as snow storage site.
License Applications
The Council approved the license applications as listed uponpayment of proper fees.

There was no one present for Open Mike and there were noproclamations or presentations.
6.PUBLIC HEARINGS/ORDINANCES/RESOLUTIONS
a.Energy Management Program
The City Manager reviewed the contract and 1 ease-purchase option agreement between the City and Honeywell. He also reviewed the potential savings in energy and staff time.
Councilmember Nawrocki stated he feels the costs of this program are not justified and noted his concerns regarding the potential savings. Councilmember Ruettimann felt the program would be beneficial for the City in that it looks at the future operation of the City and will realize savings in many areas. Councilmember Peterson was of the opinion that this is a win-win situation for the City. Councilmember Clerkin favors the program and observed that there wi 11 be no layoffs of personnel but rather relocation. Mayor Murzyn feels the program will be helpful to decrease the City's dependence on Local Government Aids in the future.
In 3. (a) the resolution was corrected to read "seven" rather than "ten."

RESOLUTION NO. 92-36
A RESOLUTION PROVIDING FOR THE EXECUTION AND DELIVERY OF A GUARANTEED ENERGY SAVINGS CONTRACT AND A LEASE-PURCHASE OPTION AGREEMENT WITH HONEYWELL, INC.

BE IT RESOLVED by the City Council of the City of Columbia Heights, Minnesota (the "City"), as follows:
1.Authority. The City is, by the Constitution and laws ofthe State of Minnesota, including Minnesota Statutes,Section 465. 71, as amended, authorized to enter intolease-purchase agreements to finance energy savingimprovements and equipment.
2.Documents Presente-d. Honeywell, Inc. (the "Provider"),has proposed to this Board that the City enter into aguaranteed energy savings con tract (the "ServiceAgreement") and a Lease-Purchase Option Agreement asdescribed below. Forms of the following documents (eachto be dated as of November 1, 1992 or such other date ordates as shall be mutually agreed upon) have beensubmitted to the City and are now on file:
(a)Service Agreement between the City and the Provider,whereby the Provider agrees to furnish certain energysaving improvements (the "Improvements") and guaranteesthat the energy or operati ng cost savings will meet orexceed the costs of the Improvements; and
(bl Lease-Purchase Option Agreement (the "Lease"), whereby the Provider, as lessor, agrees to lease the Improvements to the City, as lessee, and grants the City an option to purchase the Improvements as provided therein, and the City agrees to pay payment ("Rental Payments") including principal and interest components in monthly installments during the term of the Lease; and
( c)Escrow Agreement ( the "Escrow Agreement") among theProvider, the City and First Trust National Association,Saint Paul, Minnesota, as Escrow Agent, authorizing theexecution and de 1 i very by the Escrow Agent ofCertificates of Participation (the "Certificates"),evidencing proportional interests of the owners thereofin the Rental Payments to be made by the City under theLease.
3.Find i nqs. It is hereby found, determined and dee 1 a redthat:
(a)The amount to be saved in energy and operation costs overseven years from the date of installations is likely toexceed the amount the City would spend on the energyconservation measures to be undertaken pursuant to theService Agreement, and in the Service Agreement the

Provider provides a written guarantee that the energy or operating cost savings will meet or exceed the costs of the Improvements.
(b)There is no litigation pending or, to the best of itsknowledge, threatened against the City relating to theImprovements, the Lease or the Certificates, orquestioning the organization, powers or authority of theCity.
(c)The execution, delivery and performance of the City'sobligations under the Service Agreement, the Lease andthe Escrow Agreement do not and wi 11 not violate anyorder of any court or other agency of government of whichthe City is aware or in which the City is a party, or anyindenture, agreement or other instrument to which theCity is a party or by which it or any of its property isbound, or be in conflict with, result in a breach of, orconstitute (with due notice or lapse of time or both) adefault under any such indenture, agreement or otherinstrument.
4.Approval, Execution and Delivery of Service Agreement,Lease and Escrow Agreement. The City shall proceedforthwith to enter into the Service Agreement, the Leaseand the Escrow Agreement, and the City hereby approves apurchase order (the "Purchase Order") between Honeywell,Inc. and Miller & Schroeder Financial, Inc. (the "Underwriter") providing for a purchase of al 1 Certificates by the Underwriter which produces net proceeds (after payment of costs of issuance as provided in the Escrow Agreement) in an aggregate amount sufficient to provide not more than $639,823 of Improvements and not more than six months' capitalized interest at an effective cost to the City not to exceed 6.80% per annum. The Certificates shall mature and be subject to redemption at the times and in the amounts, bear interest at the rates, and contain such other terms, as set forth in the Escrow Agreement, which terms are for this purpose incorporated in this resolution and made a part hereof.
5.Approval and Execution of Documents. The forms of ServiceAgreement, Lease and Escrow Agreement referred to inparagraph 2 are approved. The Assignment of Provider toEscrow Agent of all Provider's right, title and interestin and to the Lease and Rental Payments, for the benefitof owner of Certificates is also hereby approved. TheService Agreement, the Lease and the Escrow Agreement

shall be executed in the name and on behalf of the City by the Mayor and City Manager, or other officers of the City, in substantially the form on file, but with all such completions and changes therein, not inconsistent with Minnesota Statutes, Section 465.71 or other law, as may be approved by the officers executing the same, which approval shall be conclusively evidenced by the execution thereof. Copies of all documents shall be delivered and filed as provided therein.
Offering Memorandum. In connection with the offer and sale of Certificates by the Undewriter, the City hereby approves the circulation by the Underwriter of an Offering Memorandum describing the certificates and related matters, provided the Offering Memorandum (including any preliminary Offering Memorandum) shall be in such form as the Mayor or City Manager, with the advice of legal counsel to the City, shall approve. The City shall cause to be provided to the Underwriter, no later than seven days after approval of the final Offering Memorandum, but in any event in sufficient time to accompany any confirmation sent by the Underwriter to any purchaser of the Certificates, sufficient copies of the Offering Memorandum to satisfy the Underwriter's obligations under Rule 15c2-12 of the Securities Exchange Act of 1934 with respect to the distribution of the Offering Memorandum.
Designation Under Internal Revenue Code Section 265(b). The City hereby designates the Lease as "qualified taxexempt obligation" for purposes of Section 265(b) of the Internal Revenue Code of 1986, as amended (the "Code"). The reasonably anticipated amount of tax-exempt obligations which will be issued by the City in the current calendar year does not exceed $10,000,000.
Tax Matters. The City expects that the Lease will be exempt from the arbitrage rebate requirements of Section 148(f) of the Code, by reason of the exception provided in Section 148(f) (4) (Bl (relating to obligations the gross proceeds of which are expended no later than six months after this date of issue) or (if applicable) the exception provided in Section 148(f)(4)(D) (relating to obligations issued during the calendar year in which the issuer does not reasonably expect to issue more than $5 million of tax-exempt obligations}. The City agrees, however, that it will comply with the requirements of Section 148(f) of the Code to the extent applicable, and it will not cause the proceeds of sale of the

Certificates to be invested or used in such a manner as to cause the Lease to be deemed an "arbitrage bond" under Section 148 of the Code, a "private activity bond" under Section 141 of the Code, or an "advance refunding bond" under Section 149(d) of the Code.

Second Reading of Ordinance No. 1236, Being an Ordinance Amending Ordinance No. 853, City Code of 1977, Pertaining to the Regulation of Skateboards, Rollerskis, Rollerskates and Rollerblades on Public and Private Grounds
The City Manager advised this ordinance was reviewed because of some citizen concerns regarding prohibitions in certain areas. It was suggested that the limitations on certain areas in the City be removed and that the allowable areas for these types of equipment be parallel to that for the use of bicycles. Bicycle use is prohibited in business districts and on sidewalks.
Two citizens noted they regularly use rollerblades and felt this ordinance would limit their personal use. They suggested that the ordinance only address the use of skateboards.
Councilmember Nawrocki was of the opinion that the use of rollerskis remain in the ordinance. He also felt the geographic area mentioned in section (a) should stay in the ordinance relative to skateboards and rollerskis.

Metro Exteriors has offered to purchase four parcels of Cityowned land. They are 572 and 578 39th Avenue (Lots 9 and 10) and 568 and 570 38th Avenue (Lots 11 and 1�).
Staff is recommending rejection of the bid for Lots 9 and 10 because the Council had decided previously to hold these two lots for construction of a double bungalow. These combined lots are serviced by two water lines and two sewer lines. Also, the City does not presently hold an abstract for Lot 9. The City Manager advised it takes some time to obtain this abstract and it is costly.

A representative of Metro Exteriors stated he could clear up the title issue in from seven to ten days.
The City has a Certificate of Title for Lots 11 and 12 which have one water and sewer service. In 1991, the Council decided to combine these lots for a single family home.
The purchaser advised that he has a buyer for a home to be built on one of these parcels and would like to start construction soon. The buyer wishes to move in by February, 1993.
Metro Exteriors offered to pay $17,000 for Lots 9 and 10 and $16,000 for Lots 11 and 12. An ordinance is required for the sale of City-owned property.
Motion by Nawrocki, second by Peterson that staff be directed to prepare an ordinance for consideration later on in this meeting that would authorize the sale of Lots 9 and 10 as being discussed for the amount of $17,000 or if the title is deemed not to be able to be passed within two weeks, that alternatively the sale of Lots 11 and 12 in the amount of $16,000 would be authorized. i.Bus Shelters in the City
Counci !member Nawrocki inquired when the pad wi 11 be installed for the bus shelter on 40th and University Avenues. The Public Works Director responded that the contractor will begin the work when the permits are obtained.
The City Manager advised that the bus shelter to be located on 44th and Central Avenues has been delayed because of concerns expressed by Super America/Ashland Oil Corporation. They claim that a portion of this shelter would be on their property. Staff is working on the matter.
j.Approval of Board of Trustees Meeting Minutes
Councilmember Nawrocki had requested the minutes of the October 26, 1992 Board of Trustees be removed from the consent agenda and approval be withheld until there was another Board of Trustees Meeting. He felt this was the appropriate forum in which to approve these minutes rather than at a Regular Council Meeting.
k.Metropolitan Council Meeting
Counci !member Nawrocki at tended a Metropolitan Counci 1 Meeting where Section 8 Housing was discussed. He noted that the residency requirements for recipients of Section 8 housing vouchers allowed people from Minneapolis to use their vouchers in communities other than Minneapolis. Columbia Heights' Housing Program is administered through the Metropolitan Council. Recipients in Columbia Heights who receive these vouchers are not allowed to move into Minneapolis. Minneapolis administers its own Section 8 Housing Program.
Councilmember Nawrocki felt the City should be moving forward to undertake the administration of its own Section 8 Housing Program. He is of the opinion that the City has more than its share of Section 8 Housing.

1 . Management of Parkview Villa
At the November 10th HRA Meeting the management of Parkview Villa will be discussed. Councilmember Nawrocki advised that the staff position is that one individual with a degree and no specific experience in housing management should be hired. The other option was to hire a management firm. Councilmember Nawrocki noted a management firm would be more expensive but would supply more back up.
Mayor Murzyn inquired if any Councilmembers had opinions on this matter. None were expressed.
m.Council Work Sessions
Monday, November 16th at 8:00 p.m was selected as the date and time for a Council work session. At that meeting other work sessions dates will be established.
The City Manager advised that issues for consideration at the work session will include the budget, the HRA and miscellaneous items.

The City Manager's report was submitted in written formand the following item was discussed:
Condemnation Proceedings at 4207 Central Avenue: The CityManager advised that the owner was given forty five daysto demolish the house but no demolition permit has beenissued. It is presently unoccupied but it still has waterservice. The City Manager will keep the Council updated.

The purpose of the special meeting was to consider roofingrepairs at John P. Murzyn Hall.
The City Manager explained that when Murzyn Hal 1 was lastroofed, the lower part of the back side of the roof wascovered with a rolled mater i a 1 rather than sh i ng 1 es. Therolled area is now deteriorating and water has rotted some ofthe wood roof sheeting. Staff is recommending this problem becorrected soon to avoid additional damage to the interior ofthe building.
There was discussion regarding the advisability of usingrolled material on this area of the roof rather than shingles.Councilmember Peterson advised that when the pitch of the roofis low, it is better to use the rolled material.
The bid specifications, prepared by the Building Inspector,were sent to several potential bidders and contained twooptions. There were three bids received.
Motion by Clerkin, second by Peterson to accept the bid fromMi 1 ton Johnson Company to reroof the entire back side ofMurzyn Hall (option 2) according to the specifications andwritten bid for $9,200 which includes all materials, labor andthe removal of waste; and furthermore, that the Mayor and CityManager be authorized to enter into a contract for same. At the Council meeting of November 9, 1992, the Council considered the offer by Metro Exteriors to purchase land from the City on 38th Avenue NE. The first reading of Ordinance No. 1258 was held accepting Metro's offer to pay $16,000 for Lots 11 & 12 (570 & 568 38th Avenue NE) to build one single-family home on the combined lot.
On Friday, November 13th, while searching for information, we found that when the City sold five feet of Lot 12 (accounting for its 30' width while the other lots are 35'), we also granted an ingress and egress easement to the property owner to the west at 564 38th A venue NE. See the survey map with the easement marked on it which is attached to this letter. The potential buyer of the home Metro Exteriors was intending to build for are now concerned about this easement. Mr. Durwood Sagvold of Metro Exteriors will be attending the Council meeting. Unless Metro Exteriors withdraws its offer, this will be the second reading of the ordinance to complete the sale.

The first reading of Ordinance No. 1236 was held September 28, 1992. Its adoption, scheduled for October 12, 1992, was tabled for further discussion. At the regular meeting of November 9, 1992, the matter was again considered. With input from citizens attending the meeting, the ordinance was changed to the point where I believe it constituted a new first reading. The attorney has placed the changes into final format.

The City of Columbia Heights does ordain:
SECTION 1: Chapter 10, Article II, Section 7, of Ordinance No. 853, city Code of 1977, which is currently reserved, shall be amended to hereafter read as follows, to-wit:
10.207(1) Intent and Purpose. It is the intent and purpose of this ordinance to protect the public health and safety by the regulation of the use of skateboards, rollerskis, rollerskates and rollerblades within the City and to prohibit use of the same within designated areas and to provide penalties for violations.
10.207(2) Definitions. The following definitions shall apply in the interpretation and application of this section, and the following words and terms, wherever they occur in this section, are defined as follows:
(a)Skateboard. A non-motorized platformmounted on wheels.
(b)Rollerski. A non-motorized ski-likedevise mounted on wheels.
(c)Rollerskate/Rollerblade. A nonmotorized device with wheels which isattached to a shoe or designed to beattached to a shoe.
10.207(3) Prohibited Conduct. No person shall ride or propel oneself upon skateboards within any of the following areas:
(a)That area within the following: East ofthe East curb line of Van Buren StreetN.E. and North of the North curb line of39th Avenue N.E. and South of the Southcurb line of 41st Avenue N.E. and Westof a line 300 feet East of the East curbline of Central Avenue.
(b)On or about any public tennis courtswithin the city limits of ColumbiaHeights.
(c)On or about any public or privateparking lot, ramp, area or facilitywithout the express written permissionof the owner thereof.
(d )In any area within the city limits ofColumbia Heights while being pushed,pulled, or in any way propelled by anymotorized vehicle or by a person on abicycle.
(e)In any area or in any manner which iscontrary to the statutory provisionsapplicable to the operation of bicycles.
10.207(4) Prohibited Conduct. No person shall ride or propel oneself upon rollerskis, rollerskates or rollerblades within any of the following areas:
(a)On or about any public tennis courtswithin the city limits of ColumbiaHeights.
(b)On or about any public or privateparking lot, ramp, area or facilitywithout the express written permissionof the owner thereof.
(c)In any area within the city limits ofColumbia Heights while being pushed,pulled, or in any way propelled by anymotorized vehicle or by a person on abicycle.
10.207(5) Exceptions. Notwithstanding anything herein to the contrary, the provisions of this Chapter shall not apply to the following:
(a)The owner of any property using suchpremises for skateboards, rollerskis,rollerskates or rollerblades for theowner's own use or for an organizedevent conducted with the owner'spermission.

(b)Nothing in this Chapter shall beconstrued to prohibit the use of awheelchair or any other wheeled devicedesigned to assist a disabled person onany of the places mentioned herein.
10.207(6) Penalties. Any violation of this Chapter is a petty misdemeanor and is subject to all penalties provided for such violation under Minnesota Statutes.
10.207(7) Impoundment. The Columbia Heights Police Department may impound any skateboard, rollerskis, rollerskates or rollerblades used, ridden, operated, owned or possessed or otherwise existing upon any public or private property within the City of Columbia Heights in violation of this Section. Any skateboard, rollerskis, rollerskates and/or rollerblades impounded by the city and which remains unclaimed by the owner for a period of 60 days may be sold at public sale or auction following published notice.
SECTION 2: This ordinance shall be in full force and effect from and after thirty (30) days after its passage.

Attached are three resolutions directing the City Engineer to proceed with the submittal of variance requests to the Commissioner of Transportation to overlay 39th Ave.N.E., from 5th St. to T.H. 65; 51st Ave. N.E. from Washington St. to T.H. 65; and Jefferson St. N.E., from 40th Ave. to 51st Ave.
The variances are required because some of the vertical curves do not meet current State Aid Standards. The locations where the curve lengths are less than the minimum required are two vertical curves on 39th Ave. between Van Buren and T.H. 65, two vertical curves on Jefferson St. in the northbound lane of the Jefferson divide and one vertical curve on 51st Ave.

The current labor agreement between the City and the American Federation of State, County and
Municipal Employees, representing clerical and technical employees, terminates on December 31,
1992. Negotiations between the City negotiating team and AFSCME have resulted in a mutually
acceptable labor agreement for calendar years 1993 and 1994. The proposed changes are as
follows:
Wages: 1993 2.3% adjustment over 1992 wages
1994 2.3% adjustment over 1993 wages
Insurance: 1993 $260 per month (1992 == $250 per month)
1994 $270 per month
Overtime: Change in overtime provision to include paid time off due to sick leave, vacation leave
and other paid leaves as "time worked" in computing forty hours.
Seniority: Language clarifying how lay-offs would occur and how employees may exercise their
seniority rights under a lay-off.
Deferred Compensatfon: Employer shall pay on a dollar-for-dollar matching basis; $300 per
employee for 1993; $300 per employee for 1994

Probationary Period: All newly hired, rehired, or promoted employees will serve a one-year

Proposal to American Federation of State,
County and Municipal Employees
Date: October 22, 1992
Employees shall be compensated at the rate of one and one-half (1 1/2) times the employee's
normal rate of pay for all authorized hours worked in excess of forty (40) hours in a work
week. Paid time off due to sick leave, vacation leave, holidays, or other paid leaves are to be
included as «time worked" in computing the forty ( 40) houis per week requirements.
Compensation shall be in the form of monetary payment unless compensatory time in lieu of
monetary payment is mutually agreed upon by the EMPLOYER and the employee.
XV .. SENJQRITY
In the event of a lay-off, employees may exercise their seniority rights to a job classification
of the same or lower pay within the bargaining unit for which they meet the minimum
qualifications as adjudged by the EMPLOYER. To exercise such right, the employee must
submit a written request to the City Manager within five (5) calendar days of receipt of
notification that his/her position will be subject to a lay-off. Employees exercising their
seniority rights under this provision must serve a probationary period as outlined in Article
XVI.

probationary full-time) employee for calendar year 1994, for employee life insurance and
group health insurance (including dependent coverage). No retroactive insurance benefit
payments will be made to any employee terminating employment during calendar year 1993
prior to Council ratification of a 1993 employer contribution rate for insurance.
Employees not choosing dependent coverage cannot be covered at EMPLOYER expense for
any additional insurance than the individual group health, group life, and group dental
msurance.
Additional life insurance can be purchased by the employee at the employee's expense to the
extent allowed under the EMPLOYER'S group policy.
By mutual agreement, employees may use up to the amount of the premium for individual
dental insurance coverage of the per month per employee health and life insurance dollars in
Article 17.1 for dental insurance for all unit employees.

Attached is a statement from the League of Minnesota Cities seeking payment
of the City's 1992-1993 membership dues. You will note that the amount
billed is $8,670. This figure is calculated on the basis of the City's 1992
census population of 18,861. As in the past, memberships in organizations
such as the League of Cities have been acted upon by the City Council.
Adequate funding has been included in the 1992 budget to cover the cost of
our continued membership dues. As a point of reference, the dues for the
past two years were as follows: 1990-1991: $9,123; 1991-1992: $8,690.
RECOMMENDED MOTION: Move to approve the continued membership with the League
of Minnesota Cities and authorize the annual payment of $8,670.

At the Oty Council meeting of October 26, 1992, the Oty Council authorized the Mayor and City Manager
to enter into an agreement with Deloitte & Tonche to perform audits for the years 1992 through 1994. In the
evaluating the audit proposals, staff had expressed their concern that Deloitte & Tonche had not reviewed the
City's records and accounting procedures prior to submitting the proposal, and the number of hours indicated
in their proposal for the Oty audit were very low in comparison to the current auditing firm and the other
proposals received.
On November 13th, June Johnston and William Elrite met with Oiff Hoffman and Barbara Diekmann from
Deloitte & Tonche to review the City's accounting records and procedures, and to establish an audit schedule.
During this review, the Finance Director expressed his concern regarding the number of hours in the Deloitte
& Tonche proposal versus the number of hours proposed by the Oty's prior auditing firm and the other
proposers for the audit. After analyzing all of this information, Oiff Hoffman from Deloitte & Tonche feels
that their firm will need approximately 90 additional hours to complete the audit. This will increase their
proposed cost by $3,600. Attached is a revised cost summary sheet reflecting these changes. As you will note
on this cost summary, Deloitte & Touche's proposal for the Gty audit is slightly lower than the proposal of
Tautges, Redpath & Co. However, Deloitte & Touche's fees for the Fire Relief Associations and HRA are
higher. The total first year cost for Tautges, Redpath & Co. is $27,765. Deloitte & Tonche is $30,100, or $2,335
higher than Tautges, Redpath & Co.
With the increased auditing hours, staff feels assured that Deloitte & Tonche will be able to complete a quality
audit within the scope of their revised proposal. It should also be notaj. that they have experience in
converting independent HRA's to a city EDA. This experience and background could be helpful if the City
decides to convert the current HRA to an EDA, as a department of the City.
Based on the above information, it is staff's recommendation to enter into an agreement with Deloitte &
Touche to perform the Gty audits for the years 1992 through 1994.
RECOMMENDED MOTION: Move to reconsider the selection of an auditor for 1992-1994.
RECOMMENDED MOTION: Move to authorize the Mayor and City Manager to enter into a modified
agreement with Deloitte & Touche to perform the City and Fire Relief Associations audits for the years 1992
through 1994, based on their proposal of September. 14, 1992, with a cost increase of $3,600.
ALTERNATIVE RECOMMENDED MOTION: Move to authorize the Mayor and City Manager to enter into
an agreement with Tautges, Redpath & Co. to perform the Gty and Fire Relief Associations audits for the

Hourly rates vary with the level of accountants assigned. The
average hourly rate for our services in 1992 is estimated at
$40 per hour. Our rates range from $200 per hour for
partners to $35 for staff.
Our overall fee estimate is based upon a total of 435
professional hours for 1992 which takes into consideration
additional hours for start up in the first year.
In addition, we estimate fees for the audits of the two fire
relief associations to be a total of $5,000.
These overall fee estimates assume the absence of major
changes in the financial operations of the entities, reporting
requirements, new accounting pronouncements, or the
discovery of any fraud or illegal act which would require
extending our testing.
We arc proposing � advance of completion of our usual new
client review procedures. Accordingly, our acceptance is
subject to satisfactory resolution of this matter.

For several years the Building Inspection Department has been looking for a software program for
building permits and licensing. In March of 1990, the City Council approved entering into an
agreement with System Designers at a cost of $3,995 to purchase a building permits and licensing
program; however, this company went bankrupt before they delivered the program to the City or
received any payment. Since that time, several other programs and concepts have been reviewed.
Prices on these programs vary greatly. Most programs that offer the services the City needs are in
the $6,000 or higher price range.
The best alternative at this time is to contract with Banyon Data Systems to write a building permits
and licensing program. Banyon Data Systems is the company that wrote the program for special
assessment billing and tracking of special assessments. This program is working very well. The
proposal from Banyon Data Systems is to develop a licensing and permits issuance program with
an inspection tracking system. The program would interface and utilize the same data base that is
used in the special assessments billing program. As part of their proposal, they would also make
modifications to the special assessments software to make it network-compatible and provide
password protection. At this time, special assessments software operates on a single user computer.
By making it network-compatible, several people could access the special assessment information
at the same time, as would be the case with the new licensing/building permits software. The total
cost for this software is $5,795, plus $500 for training, and $595 for annual software maintenance and
support, for a total $6,890.00. Based on the past experience with Banyon Data Systems, it is staffs
recommendation to enter into an agreement with them for these programming services.
RECOMMENDED MOTION: Move to authorize the Mayor and City Manager to enter into an
agreement with Banyon Data Systems to develop a building permits and licensing software program
and to modify the current special assessments program to make it network-compatible.

Prior questions have been asked about the status of work to be done at this address. The lean-to which
housed an A TV has been removed. The retaining wall has been constructed. The yard down to the alley
has been shaped, but no sod will be laid until Spring. We are attempting to get a mesh laid over the dirt to
contain it until sodding.
3)ANOKA COUNTY GOVERNMENT CENTER--
Attached is a copy of a postcard advising us of the address and telephone number of the new government
center. When courtrooms get remodeled at Anoka, the Columbia Heights' branch is scheduled to be phased
out. The last estimate of timing that I have heard is January, 1994.
4)4207 CENTRAL A VENUE NE--
The water has been turned off to this property for non-payment. No action to remove the house is taking
place that we are aware of. The deadline for the owner to act is November 27, 1992. After that date, we
can start the process allowing us to take the buildings down.
5)ALLEY LIGHT HEARING--
Originally, the City Council scheduled November 23, 1992, as the date of the public hearing on alley lights
in the 4600 block between Pierce and Fillmore. Because we needed two publication dates of the hearing,
the hearing is rescheduled for December 14, 1992.
6)HONEYWELL--
On Tuesday, November 24, five representatives of Honeywell will be meeting with City staff to review the
time table for equipment upgrades and to clarify the preventive maintenance procedure and schedule.

Chan from the Columbia Heights Fire Department effective October 21, 1992, and furthermore, to schedule pension payment through the Volunteer Division Relief Association beginning one month from October 21, 1992.
