Present: Mayor Peterson, Councilmembers Williams, Nawrocki, Ericson, Kelzenberg
Mayor Peterson called the meeting to order at 7:13 p.m.
1.Water quality complaint areas
Kevin Hansen, PW Director, indicated that at the alley Polk and Tyler at 39th and Jefferson from 49to
51 st -problems in these areas -not good news. He referred to C factors in pipe which range from 85 to
140-140 being new. In these areas we have sever buildup and loss of flow. He referred to tuberculation
or iron buildup in the pipe. This happens in unlined pipe that was installed prior to 1962. The C factor is
52.this is figured by flow quantity. The C factor on Jefferson is 44. they also looked further down on
Jefferson where they all measured 45-50. He had a pipe to show for an example. The alternatives are:
1.to do nothing
2.as a pilot is on site filtration, we chose Culligan. They designed cloth filters in 8 homes in Polk to
Tyler homes -which did reduce the iron, but did not eliminate it. A resident showed the cloth filter.
The install is about $250 -and the filter cost is $18-20 each and need replacement every three
months. Resident stated they got a buyout price, which they chose to do. She stated they did pull the
filter for a week, you did not see residue but it still discolored the filters.
3.Air scouring-similar to pigging-a process to inject forced air to clean out minor tuberculation.
The closest place was Pennsylvania and they would not do it because of the extreme extent. We do
not recommend this.
4.mechanical cleaning and lining -the street has to be opened every 400 -600 feet and they send a pig
-or mechanical cleaning device. The Innsbruck area was done in 1996. You do need to clean and
line the pipes. You can line with epoxy or cement lining. Mpls city does cement lining. All new
piping is cement lined (since 1962). Mpls has an active program of 10,000 feet a year. Ifwe want to
get on to their program they would allow it and therefore would be more cost effective by
contracting it out with them. The pipes are six inch. Fehst asked if you can clean well enough to
apply concrete and what is the guarantee. Hansen did not know the details. Nawrocki asked how
thick is the lining. Hansen stated it is about 118th of an inch. Hansen stated that bonding is better if
the pipe is left slightly rough. Lauren McClanahan stated that pipe that has been treated like this
does not have reoccurring tuberculation. Hansen stated that with this there is street restoration costs.
5.Interconnection with the City of Hilltop. All points along 49th and along Jefferson are essentially
dead ends. Their report supports the same thing, but they are talking about drilling their own well.
We have pipes to their boundary, just waiting for interconnection. Hansen stated that 48th avenue was
worse, Monroe street C factor was in the low 40's. Hansen stated it is not uncommon, and is due to
the age of the pipes in the ground. Residential areas with low demand would lend to this problem.
Hansen our recommendation is to consider mechanical cleaning and restoration of the pipe. We
considered such improvements for the next two years of $300,000. We could also delay the 7B work
until another yea and don't delay the water tower rehab. We plan to do the Huset Park water plan. The
cost from Mpls to do 25,000 feet would be $125,000 and two of those would be our CIP budget. The
problem goes further than this. Williams stated this may have to be done throughout the whole city.
These pipes were put in during 1958 or 59.
Hansen stated if Council is interested in cleaning and lining we would need to let Mpls know by the end
of January. Fehst stated that some lines do not need to be rushed. There may be ways to borrow
internally or look at it yearly. Fehst our intention after 7B was done to forgo any road work for a year.
