Roll Ca11 - All A~es. IThe only bid received on Legal publications for 1958 was from the Columbia Heights Record, at the rates as established by the Minnesota State Legislature and defined in Mason's Minnesota Statutes 331.08,rev.l~57. Motion by King seconded by Chies, that the bid of the Columbia Heights Record be accepted under the terms as outlined by the Editor and Publisher. Roll Call - ~i~g%.Jul.kowski, Chies - yes. Stopka abstained from voting. The only bid received for Dog Catcher was from Albert Paulson, at a cost to the City of $650.00 annually for regular and periodic patrols and complaints. The City to pay $1.00 per day not exceeding 3 days for dogs boarded, also $1.00 per da~ not exceeding 14 days for stray dogs on bite cases where owner cannot be found, and $2.50 for each dog destroyed. Motion by Julkowski seconded by King, authorizing the City Manager to enter into a contract with Albert Paulson, 932 Mississippi St.N.E. to serve as dog catcher for 1958. Roll Call - All A~es. Resolut, ion offered by King seconded by Julkowski~ ~E IT HEREBY RESOLVED by the City Council of the City of C61umbia Heights~ that an impounding fee of $5.00 be established as the charge for claiming any dog or dog-type animal impoUnded by the.city dog catcher~ said fez to be collected by the'do~ catcher and turned in to the City Treasurer %rlthin.thirty (30) days of the day of collection. SLEEPING R00~: Rooms within a structure not having private bath and/or housekeeping fa~ilities~ however~ where bath facilities are provided for a number of sleeping rooms this facility shall constitute($~esidence or dwelling area. COI~ERCIAL ESTABLISHMENT': That part of a building structure utilized in conjunction with a business enterprise and does not include living quarters as defined her~in under "residence." Resolution offered b.y King seconded by Julkowski~ ~E IT ~REBY~ RESOLVED by the City Council of the .City of Columbia Heights~ that the fee for garbage and rubbish pickup service to residences in the City,,~of Columbia Heights~' be Eighty (80) cents per mont~ per legal container.. The Planning & Zoning Commission has recommended the acceptance of the Hartz Plat (Lincoln Street north of 37th Ave.). , Morion by Julkowski seconded by 'Chies~ accepting the prel!~!naryplat of Hartz Addition~ .subject to the submission of a record plat for final approval by the City Council. Roll Call - All Ayes. Motion by King seconded by Jud~kowski~ that the City Manager be authorized to ~egotiate for the necessary easements for the Lincoln Street right-of-way. Roll Call - All Ayes. A joint meeting of the City Council and the Planning & Zoning Commission will be set uD at the next regular'Council Meeting~ regarding zoning and planning~ after we have received more detailed information. A notice was received from the Minneapolis Gas Company regarding increased rates. ~otion by King seconded by Julkowski, that the City Manager be authorized to negotiate~with .the S~burban · ' Gas users Association. Roll Call - All Ayes for memoersnip ' Mr. Bob Johnson's report on the audit was read. Motion by Chies seconded by Julkowski, that a special meeting be set for Saturday mt 2 P.M. Secretary to City Council OFFICIAL PROCEEDINGS Special Meeting January 18, 1958 Meeting called to order at 2:10 P.M. All members present. The purpose of the meeting this afternoon is to discuss the report on the Audit received from Bob Johnson, County Attorney. This report was read by the City Manager. The City Manager stated: It is and must of necessity be, the policy of the City Administration, that when an employee by his actions is openly partisan in political factions~ that employee is no longer serving the best interests of the community. I, therefore wish to inform you that in the light of recent well publicized events~ I find it necessary to terminate the services of our liquor store manager, Mr. Erling Drangeid. Several interested parties were present and stated they thought Mr. Drangeid was well qualified for the position of Liquor Store Manager. Motion by Julkowski seconded by King, that the report on the audit received from Robert Johnson, County Attorney, be placed on file. Roll Call - All A~es.
