Project Name: City of Columbia Heights City Hall Interior Design Services

Date of the "Original Agreement" acceptance: November 4, 2019
This contract modification ("Contract Modification") is made by and between LEO A DALY Company
("Architect") and The City of Columbia Heights {"Client") (together the "Parties"). The purpose of this
Contract Modification is to alter the scope or fee as provided herein. Capitalized terms not otherwise
defined herein shall have the meanings contained in the Original Agreement.
1. SCOPE OF SERVICES
The Architect shall perform the following additional services or scope of work:
•Architect to provide Design, Construction Document and Construction Administration
Services for the following systems in conjunction with sub-Consultant, FinePoint Technology,
LLC {FinePoint):
1)Audio Visual Systems
a)Design Audio Visual Systems including council chambers broadcast systems as part of
the project.
b)Provide conduit distribution requirements for each of the technical systems for which we
have been given responsibility.
c)Provide functional one-line drawings for the technical systems showing interconnection
of equipment.
d)Provide control panel layouts and DSP layouts as needed for systems.
e)Coordinate locations of controls for the systems with the Owner and appropriate
members of the design team, depending on available space and user requirements
f)Provide infrastructure, power, HVAC, and backing/structural requirements for each of
the systems listed in this section.
g)Work with the Owner and Architect for the integration of the required system components
into the architectural design and coordinate them with the interior design.
h)Prepare construction documents defining the equipment and installation techniques to
be employed in the installation of the audio visual systems, which will be integrated into
the general construction bid package.
2)Structured Cabling System
a)Design a structured cabling plant that will serve the entire facility.
b)Confirm the quantity, type, and location of drops throughout the facility.
c)Locate and identify wireless access point locations throughout the facility to meet the
required density ratio for all private and public spaces.
d)Prepare construction documents defining the equipment and installation techniques to
be employed in the installation of the structured cabling system, which will be integrated
into the general construction bid package.
3)Digital Signage
a)Design a digital signage system.
b)Provide conduit distribution reciuirements.

c)Provide functional one-line drawings for the technical systems showing interconnection
of equipment.
d)Coordinate locations of signage displays the with the Owner and appropriate members
of the design team.
e)Provide infrastructure, power, HVAC requirements, and backing/structural support for
each of the systems listed in this section.
f)Work with the Owner and Architect for the integration of the required system components
into the architectural design and coordinate them with the interior design.
g)Prepare construction documents defining the equipment and installation techniques to
be employed in the installation of the digital signage system, which will be integrated
into the general construction bid package.
4)Video Surveillance / Security Systems
a)Meet with all appropriate parties to review the video surveillance requirements of the
project.
b)Utilize this program to develop the system designs to meet the goals and requirements
of the program.
c)Includes design of motion detectors, beam detection, exterior camera surveillance and
interior camera surveillance (at designated sensitive points).
d)Identification, location, and interconnection of cameras throughout the facility.
e)Design a complete system that will allow for monitoring of the cameras and recording of
the images.
f)Prepare construction documents defining the equipment and installation techniques to
be employed in the installation of the video surveillance / security systems, which will be
integrated into the general construction bid package.
5)Access Control Systems
a)Meet with the Owner's staff or the development team's representatives to determine
their security goals and assess their security program.
b)Develop an access control system based on the outcome of the Owner's goals and
approved program.
c)Develop systems to monitor and control the facility, coordinated with the architectural
design elements.
d)Prepare construction documents defining the equipment and installation techniques to
be employed in the installation of the access control systems, which will be integrated
into the general construction bid package.
6)Speech Privacy Systems (Sound Masking)
a)Design an electronic speech privacy (sound masking) system.
b)Provide conduit distribution requirements.
c)Provide functional one-line drawings for the technical systems showing interconnection
of equipment.
d)Provide infrastructure, power, HVAC requirements, and backing/structural support for
each of the systems listed in this section.
e)Work with the Owner and Architect for the integration of the required system components
into the architectural design and coordinate them with the interior design.
f)Prepare construction documents defining the equipment and installation techniques to
be employed in the installation of the speech privacy system (sound masking), which
will be integrated into the general construction bid package.
7)Contractor Consultation
a)Attend an onsite or virtual pre-bid conference to inform all bidders of the general intent
of the plans and specifications and to answer any project questions.
b)Issue addenda for clarification of the documents, as necessary.
c)Evaluate substitution requests and notify bidders if they are acceptable.
d)Review bid responses and provide recommendation for contract award.

8)Construction Administration
a)When the project is authorized for construction, FinePoint will perform the following
activities:
b)Attend an onsite or virtual pre-construction conference to provide technical assistance.
c)Review submittals and shop drawings.
d)Verify contractor payment requests.
e)Provide four (4) inspections with reports documenting project progress.
f)Conduct the substantial completion, final inspections, and create punch lists.
g)Obtain signed and dated warranties from the Contractor(s).
h)Upon completion, provide electronic copies of all project documents on a USB drive for
future reference.
9)EXCLUSIONS:
a)Design and specification of networking electronics, i.e. ,switches, routers, wireless
access points, etc. or for telephone or computer hardware.
10)ADDITIONAL SERVICES beyond the scope of this agreement including but not limited to:
a.Any design/redesign of systems that may become necessary to accommodate changes
in the approved program after the release of CD's.
b.Attendance at regularly scheduled, i.e., weekly design or construction meetings.
2.COMPENSATION
For services performed under this Contract Modification, the Architect's compensation will be:

In addition, reimbursable expenses will be paid per ter ms of the Original Agreement.
Architect shall be paid consistent with the terms and conditions of the Original Agreement.
3. CONTRACT MODIFICATION TERMS & CONDITIONS
A.This Contract Modification shall become effective on the date of the last undersigned party.
B.All other terms under the Original Agreement not modified or contradicted herein shall
remain in full force and effect.
C.The Parties represent and warrant that the undersigned individuals have the authority to
execute this Contract Modification.
D.The execution, delivery and effectiveness of this Contract Modification shall not, except as
expressly provided herein, operate as a waiver of any provision of the Original Agreement.

This contract modification ("Contract Modification") is made by and between LEO A DALY Company
("Architect") and The City of Columbia Heights ("Client") (together the "Parties"). The purpose of this
Contract Modification is to alter the scope or fee as provided herein. Capitalized terms not otherwise
defined herein shall have the meanings contained in the Original Agreement.
Architect to provide standard and customary cost estimating services utilizing sub-consultant,
Gardener Builders. Estimates will be prepared using a combination of detailed take-offs, unit pricing
and competitive budget pricing from the trade partner community to capture market conditions.
The Following Estimates will be provided:
•Schematic Design: Previously completed and submitted
•Construction Document Estimate #1: Completed at approximately 50% completion of the
Construction Document Phase
•Construction Document Estimate #2: Completed at approximately 95% completion of the
Construction Document Phase
1.COMPENSATION
For services performed under this Contract Modification, the Architect's compensation will be:
