HomeMy WebLinkAboutJanuary 12, 1987 (2)6FFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL PUBLIC HEARING JANUARY 12, 1987 The Hearing was called to order by Mayor Nawrocki at 6:30 p.m. 1. Roll Call Paulson, Petkoff, Carlson, Peterson, Nawrocki - present 2. Purpose of the Hearing The City of Columbia Heights is expecting to receive $140,165 in 1987 as its portion of Community Development Block Grant funds received through Anoka County. Fifteen percent of the 1987 C.D.B.G. funds is available for various public service organizations. The remainder of the funds can be applied to several activities which have been recommended by the Housing and Redevelop- ment Authority. This hearing was called to seek input from residents regarding activities which would qualify for funding under this program and to review the recommendations of the HRA. Approximately $20,000 will be available for use in public service projects. Todd Stutz, the HRA's Director of Community Development, reviewed the recom- mendations of the HRA. They are as follows: Industrial Revitalization Plan Economic Development Promotion Acquisition of Deteriorated Structures, and Anoka County Business Assistance Network (ACBAN) Stutz also reviewed the projects as recommended by the Human Services Commission. They are as follows: The Bridge for Runaway Youth, Inc, Anoka County Community Action Program - Senior Outreach Program Alexandra House, Inc. Working Opportunities for Women Friends of the Library Central Center for Family Resources Association for Retarded Citizens, and Crestview Lutheran Home - Senior Physical Fitness Trail Representatives of some of these organizations/projects addressed the Council regarding their various projects. Stephen Klein, Director of Planning and Community Programming for the Anoka County Community Action Program, Inc., advised the Council that the recommended funding for the Senior Outreach Program would not be sufficient to continue the program in the City of Columbia Heights. The recommendation was based on the understanding that the funding allocated for 1986 had not been completely used. Klein advised the Council that the funds had been exhausted for 1986 but that the program's bookwork was tardy in acknowledging this fact. He noted that the funding being requested is used specifically to fund the senior outreach position in the City. Mayor Nawrocki expressed concern with the amount of the funding being requested by the Anoka County Business Assistance Network (ACBAN). He requested Todd Stutz to relay the feelings of the Council that the City of Columbia Heights does not really receive SlO,OO0 worth of assistance from this organization. He acknow- ledged that the City may receive some benefit from other cities expanding their development but felt that the direct benefit received for the City of Columbia Heights did not total $10,O00. He noted that this C.D.B.G. program was a federal program and not a county program. A verbal request for funding was made by Karen Moeller, Coordinator of the Senior Center located in John P. Murzyn Hall. She requested $3,O00 for the Senior Center for a piano. public Hearing January 12, 1987 page 2 3. Selection of Activities to be Funded It was the consensus of the Council that the selection of activities to be funded be considered at a later date. 4.
