PUBLIC INFORMATION HEARING
APRIL'27, 1987
The Hearing was called to order at 6:50 by Mayor Nawrocki.
1. Roll Call
Paulson, Petkoff, Carlson, Peterson, Nawrocki - present
2. Purpose of the Hearing
To discuss public improvements, particularly the no parking considerations on
the planned improvement project on 37th Avenue between Central Avenue and Stinson
Boulevard.
3. Presentation of Information by Staff
The City Manager advised that letters have been sent notifying affected property
owners of this hearing. This project will not be an assessable project but will
be paid out of state funds. To receive the funding some requirements for width
must be met. These requirements will eliminate parking on the street. The staff
had been requested by Mayor Nawrocki to explore alternatives for parking.
Staff has recommended parking such as the parking spaces put in for the down-
town redevelopment area on Central Avenue. It was noted that perhaps eight to
ten feet of green area on front lawns will be needed if this option is chosen.
Also, the City Manager observed that some utilities under this area may have to
be relocated and the City will bear the cost of this work. The Public Works
Director said that presently there is relatively l:mited parking on 37th Avenue
as there is so much traffic. The three property owners in attendance expressed
their opposition to allowing parking on 37th Avenue. The Public Works Director
noted he had received two calls in opposition to the parking.
The Mayor said it appears there is no interest in parking so that this alternative
should not be incorporated into the project and the affected property owners should
be advised of this by letter.
4. Action of the City Council
Motion by Petkoff, second by Paulson that the City Manager be directed to send
a letter to property owners on 37th Avenue between Central Avenue and Stinson
Boulevard indicating that based on the results of the hearing that unless
individual property owners contact the Council within ten days, no parking will
be provided for in the 37th Avenue construction project. Roll call: Ali ayes
