HomeMy WebLinkAboutMay 11, 1987 (2)OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS CITY COUNCIL PUBLIC IMPROVEMENT HEARING MAY 11, 1987 The Public Improvement Hearing was called to order by Mayor Nawrocki at 7:05 p.m.. 1. Roll Call Paulson, Petkoff, Carlson, Peterson, Nawrocki:- present 2. Purpose of the Hearin9 To consider improvements to concrete alleys, including routing of all cracks, cleaning of joints, and sandblasting and sealing of joints and cracks in al- leyways. 3. Presentation by Staff The City Manager reviewed the project and its estimated costs. He noted that the information being presented is basically the same information presented at the March 16th Public Improvement Hearing and the costs being presented are identical to those presented at the previous hearing. The resident at 3717 Van Buren inquired what criteria is used for determining which alleys are included in this project. The Public Works Director advised that each alley was individually inspected and the decision was made on that viewing. He noted that previously these alleys had been included in a project with alleys which needed major repair but they were removed from this original proposal. The condition of the alley was discussed with the residents especially with regard to refuse and dirt. They were advised by the Mayor that the City has recently punchased a small sweeper which is geared for smaller areas such as alleys. This machine will be used to sweep the alley and should be very effective. The resident at 3717 Van Buren expressed the area residents' concern with excessive speed and traffic in the alley. This traffic appears to come from vehicle drivers wishing to avoid waiting for the stop sign on 37th and Central Avenues. Mayor Nawrocki stated that the Police Department will watch the alley for this type of activity. 4. Consideration of Resolution Authorizing Project Resolution No. 87-36; Being a resolution ordering improvements for PIR #824 - Project 8708 Motion by Petkoff, second by Paulson to waive the reading of the resolution there being ample copies available to the public. Roll call: All ayes RESOLUTION NO. 87-36 BEING A RESOLUTION ORDERING IMPROVEMENTS BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, WHEREAS, The City Council of the City of Columbia Heights by motion on the 13th day of April, 1987, ordered notice of a hearing to be given to property owners, and WHEREAS, Pursuant to a notice of hearing certain residents appeared at a Council Meeting on the llth day of May, 1987, and WHEREAS, The Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions. Work includes routing of all cracks, cleaning of all joints, and sandblasting and sealing of all joints and cracks in the concrete alleys. 2. That the materials to be used are as follows: Bituminous crack and joint sealant. 3. That a careful estimate of the cost of the improvements has been made by the City Manager and the several lots and parcels of land fronting upon and ad- jacent to such proposed improvements, which be deemed benefitted thereby, were properly notified of said hearings. 4. That the City Manager shall also list the names and owners of the several parcels so improved as nearly as can be ascertained. 5. That the City Manager shall proceed with taking of bids for the improvements, or port!ons of the improvements, as stated herein. 6. These improvements shall also be known as P.I.R. #824 - Project #8708. Passed this llth day of May, 1987.
