Iu' ( ,} n I The meeting was called to order by President Hanson at 7:10 PM. The meeting was held in the City Council Chambers at City Hall. Those members present were Stuart Anderson, Pam Hanson, Ken Kronsted, Steve Mihalchick, and John Yencho. Others present were City Manager, Robert Bocwinski, and City Attorney, Ronald Kalina. I.Motion made, seconded, and passed to approve the minutes of the January19, 1989 meeting. II.Old Business: A.The secretary reported that he had sent a letter to Ken Hentges onJanuary 30, 1989, about his failure to attend meetings and askedabout Mr. Hentges' intention to remain a member. No response wasreceived. Discussion followed on procedure to drop a member. TheCity Attorney advised of language in the statute. Motion by Yencho,second by Kronsted to direct the secretary to request the appropriateorder from the District Court to drop Ken Hentges from membership.Motion passed unanimously. III.New Business: A.The president reported having received a letter from Helen Ashford onApril 19, 1989, resigning from the Commission. Motion by Mihalchick,second by Kronsted to accept the resignation with regret from HelenAshford. Motion passed unanimously. B.Discussion on new members--Mr. Bocwinski suggested that there werepeople who had applied for other commissions who did not receiveappointments that may be interested. The secretary was instructed tofind out from the City Council Secretary who these persons are andsend them a letter advising them of our commission duties and seekingapplications for the Charter Commission. C.The City Attorney reviewed Section 36 of the City Charter.After discussion, it was decided to take no action at this time. D.Secretary AJl.derson reported to the commission that after inquiry atthe City Council Office, he learned that there is no book containingpast minutes of the Charter Commission. Suggestions were made tocheck with the City Clerk and Mel Aanerud, the former chairman. Thesecretary will report back to the commission. E.City Manager Bocwinski requested that the commission review Sections56 & 57 of the City Charter. Mr. Bocwinski feels the presentlanguage on purchasing is too restrictive and is substantially morerestrictive than the State Statute. City Attorney Kalina stated thatin his opinion, State Law supersedes the Charter on this issue. Mr.Bocwinski will forward a written request to the commission. Noaction at this time.
