HomeMy WebLinkAboutFebruary 4, 2019 Minutes OFFICIAL PROCEEDINGS COLUMBIA HEIGHTS TRAFFIC COMMISSION MONDAY, FEBRUARY 4, 2019 CALL TO ORDER The meeting was called to order by Commissioner Olson at 5:30 p.m. ROLL CALL Members present: Commissioners Clerkin, Doty, Olson, and Schluender Staff present: Kathy Young, Assistant City Engineer Erik Johnston, Police Captain Sue Schmidtbauer, Administrative Assistant Council Liaison: Robert Williams APPOINTMENT OF NEW CHAIRPERSON Ed Carlson has resigned from the Traffic Commission as of January 7, 2019. The Traffic Commission will need to appoint a new chairperson. Motion by Doty, seconded by Schluender, to appoint Leonard Olson as the new chairperson of the Traffic Commission. APPROVAL OF MINUTES Motion by Doty, seconded by Schluender, to approve the minutes of November 5, 2018 as presented. Motion passed unanimously. OLD BUSINESS None OTHER OLD BUSINESS None NEW BUSINESS RESIDENTS PRESENT: Dwaine Anderson, 1314 45-1/2 Avenue TH A.REQUEST FOR “NO PARKING” ON THE NORTH SIDE OF 45 AVENUE FROM TAYLOR STREET TO 240’ EAST OF FILLMORE STREET th Mr. Dwaine Anderson has requested “No Parking” be designated on the north side of 45 Avenue from Taylor Street to 240’ east of Fillmore Street. The concern is the limited visibility and travel width when th vehicles are parked on both sides of 45 Avenue. The street is 37’ wide both west and east of the block between Taylor and Fillmore Streets. The south side th of 45 Avenue narrows to 31’ from Taylor Street to Fillmore Street, the curb juts in and then juts back out. There’s also a steep hill. Traffic Commission Minutes – February 4, 2019 Page 2 th City staff monitored the parking and typically found 1 or 2 vehicles parked on one or both sides of 45 Avenue during the day. The Public Works Street Superintendent stated that it is difficult to plow this th section of 45 Avenue when vehicles are parked on both sides. Police have tagged vehicles for overnight parking during the winter ban, which may have reduced the amount of on-street parking. Mr. Anderson stated this morning was a good example due to the icy conditions. When they drove down thth 45 Avenue their car slid and there were parked cars on the north side of 45 Avenue that they narrowly missed. Young advised that the traffic accident information shows there have been quite a few accidents over the last five years. Olson commented that the accidents are steady. Captain Johnston stated there’s not one major problem, intoxicated drivers have added to the accidents but the narrow roadway is a contributing factor. Schluender stated Public Works also has problems plowing due to the narrow roadway. Olson stated he has driven that street and it is bad, visibility is poor. th Motion by Clerkin to call a Public Hearing to designate “No Parking” on the north side of 45 Avenue from Taylor Street to 240’ east of Fillmore Street. Seconded by Doty. Motion passed unanimously. Olson advised Mr. Anderson that he has the support of the Traffic Commission and the Public Hearing will th take place on March 4 and to bring some of his neighbors.
