Chhhhhhhhhhhh BACKGROUND: On May 28, 2019 the City Council authorized staff to seek bids for the Sanitary Sewer Lining program. This is an annual program to rehabilitate sections of sanitary sewer pipe that have been televised and found to be deteriorating, have cracked or broken joints or sections, contain root intrusion or have infiltration present. The 2019 budget included $170,000 for this work and $165,000 was established from the 2018 budget, combining both program years. This project consists of lining the following segments: 1.8” VCP on East Side of Reservoir Blvd, 39th to 40th 1,419 L.F. 2.8” VCP on 40th Avenue, 375' West of Circle Terr to Circle Terr375 L.F. 3.8” VCP on Circle Terrace, 40th to 750’ North of 40th 750 L.F. 4.8” VCP/CIP on 39 1/2 Avenue, 342' West of McKinley to McKinley 342 L.F. 5.8” VCP on Hayes Street, 40th to 324' North of 40th 324 L.F. 6.8” VCP on Tyler Street, 258' to 383' North of 43rd 125 L.F. 7.8” VCP on Benjamin Street, 565’ to 180’ South of 45th 385 L.F. 8.8” VCP on McLeod Street, 366' South of 44th to 44th 366 L.F. 9.8” VCP on Taylor Street, 290’ South of 46th to 46th 290 L.F. 10.8” VCP/CIP on Lincoln Terrace, Tyler to 220' East of Tyler220 L.F. 11.8” VCP on Lincoln Terrace, 570' to 860' East of Tyler 290 L.F. 12.8” VCP/CIP on 50th Avenue, Central to 166' East of Central 166 L.F. 13.9” VCP on Tyler Street, 290' to 932' North of 37th 639 L.F. 14.10” VCP on 39th Avenue, Tyler to Reservoir 475 L.F. 15.10” VCP on 41st Avenue, 331' East of Hayes to Polk 411 L.F. 16.10” VCP on Polk Street, 41st to Arthur 1,396 L.F. 17.12” VCP on Polk Street, 140' to 390' North of 37th 250 L.F. An alternate bid for installation of main to service lateral connection liners at select locations was also included in the bid. STAFF RECOMMENDATION: Plans and specifications were advertised for bids in the Sun Focus newspaper on June 14, 2019. Seven contractors received copies of the bidding documents. Bids were received and publicly read aloud at the July 8, 2019 bid opening. 7C City of Columbia Heights - Council Letter Page 2 Staff recommends award to Hydro-Klean based upon their low, qualified, responsible bid. RECOMMENDED MOTION(S): Move to waive the reading of Resolution 2019-53, there being ample copies available to the public. Move to adopt Resolution 2019-53, being a resolution accepting bids and awarding the contract for 2019 Sanitary Sewer Lining, City Project No. 1904, including Alternate 1 for installation of main to service lateral connection liners to Hydro-Klean of Des Moine, Iowa based upon their low, qualified, responsible base bid for lining in the amount of $202,024.20 and $ 34,100.00 for Alternate 1 with funds to be appropriated from Fund 652-51904-5185; and, furthermore, to authorize the Mayor and City Manager to enter into a contract for the same. ATTACHMENT(S): Resolution 2019-53 Bid Opening Minutes RESOLUTION NO. 2019-53 A resolution of the City Council for the City of Columbia Heights, Minnesota, Whereas, pursuant to an advertisement for bids for City Project No. 1904, Sanitary Sewer Lining bids were received, opened and tabulated according to law. Now, therefore, in accordance with the foregoing, and all ordinances and regulations of the City of Columbia Heights, the City Council of the City of Columbia Heights makes the following: FINDINGS OF FACT The following bids were received complying with the advertisement: Bidder Base Bid Alternate 1 Base Bid with Alternate 1 Hydro-Klean $202,024.20 $ 34,100.00 $236,124.20 Visu-Sewer, Inc. $217,077.00 $ 35,000.00 $252,077.00 Insituform Technologies USA, LLC 223,881.50 $ 32,114.00 $255,995,50 Michels Corporation $243,078.00 $31,000.00 $274,078.00 Granite Inliner $249,492.20 $ 25,000.00 $274,492.00 It appears that Hydro-Klean of Des Moines, Iowa is the lowest responsible bidder. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF COLUMBIA HEIGHTS, MINNESOTA: The Mayor and City Manager are hereby authorized and directed to enter into a contract with Hydro-Klean in the name of the City of Columbia Heights, for the 2019 Sanitary Sewer Lining, City Project No. 1904, according to plans and specifications therefore approved by the Council. The City Engineer is hereby authorized and directed to return, forthwith, to all bidders, the deposits made with their bids except the deposit of the successful bidder and the next lowest bidder shall be retained until the contract has been signed. Attending the meeting was: Todd Stelmacher, Visu-Sewer, Inc.
