CALL TO ORDEIR/RCILL CALL Mayor Schmitt called the meeting to order at 7:00 pm Present: Mayor Schmitt, Councilmember Buesgens, Councilmember Murzyni, Jr., Councilmember Novitsky Absent: Councilmember Williams Also Present: Kelh Bourgeois, City Manager; Aaron Chirpich, Community Development Director; Kevin Hansen, Public Works Director; Jim Hoeft, City Attorney; KT Jacobs, 2020 Census Complete Count Committee Chair; Shelley Johnson, 2020 Census Complete Count Committee member; Joseph Kloiber, Finance Director; Stephanie Small, 20,20 Census Complete Count Committee member; Patricia Sowada, Library Board Chair; Kallen Truckenbroad; Catherine Veslley, Library Board member; and four University of Minnesota civil engineering students 2. INVOCATION Invocation provided by Bob Lyndes, Crest View Senior Communities 3. PLEDGE OF ALLEGIANCE 4. MISSION STATEMENT, Read by Mayor Schmitt Our mission is to provide the highest quafity public services. Services wild be provided in a fair, respectful and professional manner that effectively address changing citizen and community needs in a fiscally- responsible manner. S. APPROVAL OF AGENDA Mayor Schmitt announced the addition of Introduction of new Community Development Director Aaron Ch,irpich, as item 6C. Motion by Councilmember Buesgens, seconded by Councilmember Novitsky to approve the amended agenda. All Ayes, Motion Carried. 6. PROCLAMATIONS, PRESENTATIONS, RECOGNITION, ANNOUNCEMENTS, GUESTS A. Arbor Day Proclamation Mayor Schmitt read the proclamation and presented it to Kevin Hansen, Public Works Director. Director Hansen invited the City Council to attend a tree planting of blue spruce at 1 p.m. on April 26 at Circle Terrace Park, recognizing Columbia Heights in fits 27th year in a row as a "Tree City USA." 8. National Library Week Proclamation Mayor Schmitt read the proclamation. Library board member Catherine Vesley gratefully accepted the proclamation. Catherine Vesley acknowledged long-serving Library Board chair Pat Sowa,da, and both thanked the City Council for its support. City Councill Minutes April[ 8, 2019 Paige 2 C. Introduction, of New Community Development Director, Aaron Chirpichi Kelli Bourgeois, City Manager, introduced Aaron Chirpich, new Community Development Director, who thanked the City Council for the opportunity to serve. 7. CONSENT AGENDA, (These items are considered to be routine by the City Council and will be enacted as part of the Consent Agenda by one motion. Items removed from consent agenda approval ) will be taken up as the next order of business.) A. Approve Minutes of the City Council MOTION: Move to approve the minutes of the City Council meeting of March 25, 2019 B. Accept Board and Commission Meeting Minutes MOTION: Move to accept the minutes from the EDA meeting of March 4, 2019 MOTION: Move to accept the minutes from the Library Board meeting of March 6, 2019 C. Authorization to seek bids for 2019 Sanitary Sewer Replacement, Project 1909 MOTION: Move to authorize staff to seek bids for the 2019 Sanitary Sewer Replacement, Project 1909 D. Resolution 2019-37 Declaring the intent to bond for concrete alley construction, Project 1906 MOTION: Move to waive the reading of Resolution 2019-37, there being ample copies available to the public. MOTION: Move to adopt Resolution 2019-37, being a resolution approving the declaration for the official intent of the City of Columbia Heights to bond for the 2019 Concrete Alley Construction, Project 1906. E. Resolution, 2019-38 Declaring the intent to bond for 37'11 Avenue State Aid Street Rehabilitation, Project 1907 MOTION: Move to waive the reading of Resolution 2019-38, there being ample copies available to the pulblic. MOTION: Move to adopt Resolution 2019-38, being a resolution, approving the declaration for the official intent of the City of Columbia Heights to bond for the 37th Avenue State Aid Street Rehabilitation, 5, th Street to Central Avenue, Project 1907. F. Resolution 2019-39 Declaring the intent to bond for Walter Main Construction, Project 1903, and for Sanitary Sewer Construction, Project 1909 MOTION: Move, to waive the reading of Resolution 2019-39, there being ample copies available to the public. MOTION: Move to adopt Resolution 2019-39, being a resolution approving the declaration for the official' intent of the City of Columbia Heights to bond for the 2019 Water Main Construction, Project 1903, and for the 2019 Sanitary Sewer Construction, Project 1909. G. Capital Equipment Replacement of Unit #4,0: Brush Bandit Chipper MOTION: Move to authorize the replacement of 'Unit #40 and purchase of one (1) new 2019 Vermeer BC1500 brush chipper from RDO Equipment Co. in the amount of $49,987.00 which includes freight, dealer prep and trade-in allowance off the Source,well Purchasing Contract, City Council Minutes April 8, 2019 Page 3 H. Second' reading of Ordinance 1655, an Ordinance relating to Small Cell Facilities MOTION: Move to waive the reading of Ordinance 1655, there being ample, copies available to the public. MOTION: Move to adopt Ordinance 1655, being an Ordinance relating to small cell facilities within the City of Columbia Heights, and direct staff to send a summary of the ordinance for the publication in the legal newspaper. I. Consideration of appointments to Advisory Commissions MOTION: Move to appoint volunteers to serve on various commissions as recommended. J. Annual declaration that the City of Columbia Heights does NOT waive the monetary limits on the Municipal Tort Liability under Minnesota Statutes, Section 466.04 MOTION: Move to declare that the City of Columbia Heights, does, NOT waive the monetary limits on municipal tort liability under Minnesota Statutes, section 466,.04. K. Resolution 2019-36 — Amending the 2019 Budget for Fund 262 Twenty-First Century Arts MOTION: Move to waive the reading of Resolution 2019-36, there being ample copies available to the public. MOTION: Move to adopt City of Columbia Heights, Minnesota, Resolution 2019-36, being a, resolution, amending the 2019 Budget for Fund 2.62, Twenty-First Century Arts. L. Approve Business License Application MOTION: Move to approve the items as listed on the business license agenda for April 8, 2019. M. Review of Bills MOTION: Move that in accordance with Minnesota Statute 412.271, subd. 8, the City Council has reviewed the enclosed list of paid claims in the amount of $558,185.51. Motion by Councilmerriber Murzyn, Jr., seconded by Councilmember Buesgen,s to approve the Consent Agenda, All Ayes, Motion Carried. 8. PUBLIC HEARINGS 91. ITEMS FOR CONSIDERATION A. CITY COUNCIL AND ADMINISTRATIVE REPORTS Councillmember Buesge,ns attended City Clerk Katie Bruno's goodbye party, the swearing in of new police officer Avery Harris, and the Public Library's class on bird scaping. She also attended the meeting of the Library Board, which will begin strategic planning this summer, and the Community Groundls Tea Party, which was hosting a fundraiser for the Columbia Heights theater department. She thanked residents who cleaned nearby storm drains and reminded people that stretchy plastic and Styrofoam can now be recycled at the recycling center on Saturdays. City Council Minutes April 8, 2019 Page 4 Counic�il'member Murzyn, Jr., attended Katie Bruno's goodbye party and the swearing in of 1police officer Avery Harris. Couincilmember Novitsky thanked the Public Library for its children's Northern, Clay Project class, which he attended. He encouraged participation in Columbia Heights' Clean-Up Day on April 20. Mayor Schmitt attended a Public Library event entitled "Memories, with Rita Norberg," which received a great turnout. She also attended the Community Grounds Tea Party fundraiser. City Manager Kelli Bourgeois reported that youth and adult Outstanding Citizen nominations are due May 1, forms being available on the website or at City Hall. The Police Citizens Academy had' their first meeting, which continues every Thursday through, April, and a few vacancies remain. Public Works Director Kevin Hansen reported that winter parking rules will apply with the forecasted snowstorm. Public Works weighed a garbage leaf bag of plastic to recycle, which totaled approximately ten, pounds; and if the City accumulates 500 pounds of recycled plastic within six months, Trex Products will give the City a free bench. He then introduced four Civil Engineering students from the University of Minnesota, who attended the evening's City Council meeting and were interested in city government and how public improvement projects work, 11. COMMUNITY FORUM KT Jacobs, Complete Count Committee Chair, stated that four members of the committee attended a meeting at the State Capitol last week, and a training session will be held 8 am to noon, at the Columbia Heights Public Library's Community Room on April, 13. Events are being planned around Jamboree, and the committee will have a table at the community picnic. Catherine Vesley, Library Board' Chair, encouraged people to submit any ideas for future Library programs. 12. ADJOURNMENT Motion by Councilmember Novitsky, seconded by Councilmember Buesgens to adjourn. All Ayes, Motion Carried.
