HomeMy WebLinkAbout02-04-2019 Public Hearing Concrete Alley Construction ProgramOFFICIAL PROCEEDINGS CITY OF COLUMBIA HEIGHTS SPECIAL CITY COUNCIL MEETING - PUBLIC IMPROVEMENT HEARING FEBRUARY 4, 2019 The following are the minutes for the Public Improvement Hearing meeting of the City Council held at 6 pm on Monday February 4, 2019 in the City Council Chambers, City Hall, 590 40th Avenue N.E., Columbia Heights, Minnesota 1. CALL TO ORDER Mayor Schmitt called the meeting to order at 6:02 pm 2. ROLL CALL Present: Mayor Schmitt, Councilmembers Williams, Murzyn, Jr., Buesgens and Novitsky Also Present: Kevin Hansen; City Engineer, Kathy Young; Assistant City Engineer, Barb Thomas; Assessing Clerk, and Katie Bruno; City Clerk /Council Secretary 3. PLEDGE OF ALLEGIANCE 4. PUBLIC IMPROVEMENT HEARING: 2019 CONCRETE ALLEY CONSTRUCTION PROGRAM A. Alley Construction Project Kevin Hansen, Public Works Director gave an overview of the project. Hansen explained that the city pays 55% of the cost of alley reconstruction, and the other 45% will be assessed. The following three alleys are proposed to be reconstructed: Washington Street to Jefferson Street, 41st Avenue to 42nd Avenue Madison Street to Monroe Street, 40th Avenue to 41st Avenue Madison Street to Monroe Street, 42nd Avenue to 43rd Avenue Twelve residents attended the informational meeting. Questions included why concrete was chosen over bituminous, and concerns over the proposed cost of project. Hansen explained that concrete is a more durable material, it is also more expensive. Lisa Tenhoff- 4039 Madison St NE had questions about when the project will begin, and if residents will be notified in advance. Hansen indicated that a pre- construction meeting will take place in May, 2019, and construction will start shortly after. The city will notify residents once the schedule is made available. Motion by Councilmember Murzyn, Jr., seconded by Councilmember Novitsky to close the Public Hearing of the 2019 Concrete Alley Construction, Project 1906, and waive the reading of Resolution 2019 -16, there being ample copies available for the public. All Ayes, Motion Carried Motion by Councilmember Buesgens, seconded by Councilmember Williams to adopt Resolution 2019 -16 being a resolution ordering improvements and preparation of plans for 2019 Concrete Alley Construction, City Project 1906. All Ayes, Motion Carried S. ADJOURNMENT Motion by Councilmember Williams, seconded by Councilmember Novitsky to adjourn. All Ayes, Motion Carried. Meeting adjourned at 6:19 pm _� 0'a &ww Respectively Submitted, Katie Bruno, Council Secretary /City Clerk RESOLUTION NO. 2019-16 A resolution of the City Council for the City of Columbia Heights, Minnesota, Whereas, Resolution 2018 -90 of the Columbia Heights City Council adopted the 26th day of November, 2018, fixed a date for a Council hearing on the proposed improvement of the alleys located from Washington Street to Jefferson Street between 41st Avenue and 42nd Avenue, Madison Street to Monroe Street between 40th Avenue and 41st Avenue, and Madison Street to Monroe Street between 42nd Avenue and 43rd Avenue, and Whereas, ten days' mailed notice and two published notices of the hearing a week apart were given, and the hearing was held thereon the 4th day of February, 2019, at which time all persons desiring to be heard were given an opportunity to be heard thereon, and Whereas, the Council determines to proceed with this local improvement, a portion of the cost being defrayed by special assessments under Charter provisions, 1906 CONCRETE ALLEY CONSTRUCTION Washington Street to Jefferson Street, 41st Avenue to 42nd Avenue, Madison Street to Monroe Street, 40th Avenue to 41st Avenue, and Madison Street to Monroe Street, 42nd Avenue to 43rd Avenue The proposed width remains approximately the same. Work includes removal of existing materials as needed, storm sewer extension (if feasible) and new granular subbase if needed, 6" of new aggregate base, 8" of new concrete surfacing, and restoration of adjacent concrete, bituminous and turf surfaces. Now, therefore, in accordance with the foregoing, and all ordinances and regulations of the City of Columbia Heights, the City Council of the City of Columbia Heights makes the following: FINDINGS OF FACT Such improvement is necessary, cost - effective and feasible as detailed in the Feasibility Report. Such improvement is hereby ordered as proposed in the Council Resolution adopted the 26th day of November, 2019. These improvements shall also be known as Project No. 1906, PIR: 2019 -AL -06 -001 and 2019 -AL -06 -002. The City Engineer, Kevin Hansen, is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement.
