Fehst CITY COUNCIL LETTER Meeting of: February 2, 2015 AGENDA SECTION: NO: Council Workshop ORIGINATING DEPT.: Community Development CITY MANAGER APPROVAL ITEM: Proposed Amendments to Article V Liquor and Beer BY: Loren Wickham DATE: January 29, 2015 BY: Background: Staff is in the process of preparing code amendments to Article V Liquor and Beer of the city code and would like feedback from the City Council before proceeding. Currently the City issues the following licenses: • 3.2% malt liquors (beer), • On-sale club liquor, • Intoxicating liquor, • On-Sale wine, • limited intoxicating liquor and • On-sale temporary. In 2011 the legislature approved the “Surly Bill” that permitted cities to license brewer/taprooms and subsequent amendments allowed cities with municipal liquor operations to license them. They have become very popular in NE Minneapolis and we would like to attract some of that momentum to Columbia Heights. See attached map for the brewery/taprooms and brewpubs in the surrounding area. I’ve also included examples of some of the brewery/taprooms and brewpubs. From an Economic and Redevelopment perspective these are local manufacturing businesses that reuse existing buildings, add jobs and are a destination that attract people to the city. Staff is proposing to add the following licenses: • On-Sale brewer/taproom,(nothing in this provision would preclude them from operating a restaurant commonly referred to as a Brewpub) • Off-sale brewer/taproom, (allows brewers to sell their beer off-sale to the public in growlers) • Catering • Liquor license for theaters. Some of the items we would like feedback on are: • What type of licenses should we add • Fees for each of the new licenses • Are Sunday sales ok?
