2016 ANNUAL REPORT
MEMBERSHIP:
The following members served in 2016:

Tim Utz Frost Simula
Susan Wiseman
During 2016, Commissioners Susan Wiseman and Frost Simula were appointed. Commissioners Roger Johnson and Mike
Patiuk were reappointed. Membership is at fifteen members.
Councilmember Bruce Nawrocki served as the Council Liaison for 2016.

The following members served as officers for the Charter Commission in 2016: (This was unchanged from 2015)
President: Steve Smith
Vice President: Tim Utz
Secretary: Matt Abel
MEETINGS:
The Charter Commission held four scheduled regular meetings in 2016; January 21, April 21, July 21 and October 20.
ISSUES DISCUSSED:
The Commission discussed the following issues in 2016:
Chapter 10, Sections 93-101; Franchises. The City Council adopted Ordinance No. 1629 on July 11, 2016. City Attorney
Hoeft reviewed sections 93-101, and suggested various changes in order keep the Charter current.
Chapter 4, Section 28a, filing fees. The City Council adopted Ordinance No. 1630 on July 11, 2016. Candidate filing fees
will increase to fifteen dollars.
Chapter 3, sections 19 procedures on ordinances. The City Council adopted Ordinance No 1633 on September 12, 2016.
The following change in language was made to Section 19:
“The enacting clause of all ordinances by the council shall be in the words, “The City of Columbia Heights does ordain,”
Every ordinance shall be presented in writing. Every ordinance, other emergency ordinances and interim ordinances,
shall have two public readings in full.
The Charter was updated in October 2016 to reflect the changes.
