A resolution of the City Council for the City of Columbia Heights, Minnesota, approving a collective
bargaining agreement between the City of Columbia Heights and the Public Managers Association —
Division Heads
Whereas, negotiations have proceeded between the Public Managers Association, representing division head
staff, and members of the City's negotiation team; and
Whereas, said negotiations have resulted in a mutually acceptable collective bargaining agreement for
calendar years 2019 through 2021; and
Whereas, changes to the current agreement are hereby attached as Exhibit A, and a copy of said collective
bargaining agreement is available for inspection at the Office of the City Manager and is made a part hereof by
reference.
Now therefore, be it resolved that the collective bargaining agreement as negotiated, be and is hereby
established as the salary and fringe benefit program for calendar years 2019 through 2021 for Public
Managers Association (PMA), bargaining unit employees of the City; and
Be it further resolved that the Mayor and City Manager are hereby authorized to execute this collective
bargaining agreement.

EXHIBIT A
1. Cost of Living Wage Adjustment
The following cost of living adjustment has been tentatively agreed to:
2019: 3%
2020: 3%
2021: 3%
2. Sick Leave Conversion
Change the annual conversion of excess sick time hours so that one half of all sick time hours in
excess of 960 hours, would be paid into individual employees' Retirement Health Savings Plan,
rather than being converted to vacation hours. The remaining half of the sick time hours in excess
of 960 hours would be forfeited as is done currently.
3. Insurance
The following insurance language has been tentatively agreed to:
The EMPLOYER will contribute up to a maximum of eight hundred ninety -five dollars ($895) per
month per (permanent and probationary full -time) employee for group health, and group dental,
including dependent coverage, life and long term disability insurance for calendar year 2019.
Should the overall cost of such benefits be less than $895 per month, the difference may be used
toward any other City - provided insurance benefit and /or City- sponsored deferred compensation
plan. The EMPLOYER will contribute an additional $200 per month towards health insurance
premiums, for a total EMPLOYER contribution of $1095 for employees taking family health
insurance. No retroactive insurance benefits payments will be made to any employee terminating
employment during calendar year 2019 prior to Council ratification of 2019 employer contribution
rates for insurance.
The EMPLOYER will contribute up to a maximum of nine hundred twenty -five dollars ($925) per
month per (permanent and probationary full -time) employee for group health, and group dental,
including dependent coverage, life and long term disability insurance for calendar year 2020.
Should the overall cost of such benefits be less than $925 per month, the difference may be used
toward any other City - provided insurance benefit and /or City- sponsored deferred compensation
plan. The EMPLOYER will contribute an additional $250 per month towards health insurance
premiums, for a total EMPLOYER contribution of $1175 for employees taking family health
insurance.
The EMPLOYER will contribute up to a maximum of nine hundred fifty -five dollars ($955) per
month per (permanent and probationary full -time) employee for group health, and group dental,
including dependent coverage, life and long term disability insurance for calendar year 2021.
Should the overall cost of such benefits be less than $955 per month, the difference may be used
toward any other City - provided insurance benefit and /or City- sponsored deferred compensation

For 2019 through 2021 the EMPLOYER will contribute sixty dollars ($60) per month per
(permanent and probationary) full -time employee into a city designated health savings account
for all employees enrolled in an IRS qualified high deductible health plan.
The City reserves the right to add to, modify, delete, and /or change any portion of this proposal at any time during the negotiation process.
