HomeMy WebLinkAbout2019-06RESOLUTION NO. 2019 -06 A resolution of the City Council for the City of Columbia Heights, Minnesota, approving a collective bargaining agreement between the City of Columbia Heights and American Federation of State, County and Municipal Employees Council No. 5 (AFSCME) — Clerical and Technical Workers Whereas, negotiations have proceeded between American Federation of State, County and Municipal Employees Council No. 5 (AFSCME), representing clerical and technical employees of the City, and members of the City's negotiation team; and Whereas, said negotiations have resulted in a mutually acceptable collective bargaining agreement for calendar years 2019 through 2021; and Whereas, changes to the current agreement are hereby attached as Exhibit A, and a copy of said collective bargaining agreement is available for inspection at the Office of the City Manager and is made a part hereof by reference. Now therefore, be it resolved that the collective bargaining agreement as negotiated, be and is hereby established as the salary and fringe benefit program for calendar years 2019 through 2021 for American Federation of State, County and Municipal Employees Council No. 5 (AFSCME), bargaining unit employees of the City; and Be it further resolved that the Mayor and City Manager are hereby authorized to execute this collective bargaining agreement. Passed this 14th day of January, 2019 Donna Schmitt, Mayor Katie Bruno, City Clerk /Council Secretary RESOLUTION 2019 -06 AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES COUNCIL NO.5 / CITY OF COLUMBIA HEIGHTS 2019 -2021 CBA EXHIBIT A Duration: This is a three year agreement. Wages: Cost of Living Adjustments: 1/1/19: 2.5% Increase 7/1/19: 0.5% Increase 1/1/20: 3% Increase 1/1/21: 3% Increase Increase employer matching contribution to deferred compensation from $425 per year to $450 per year effective 1/1/19. Holidays: Allow Employees to select Good Friday or EID AI -Adha for one of their holidays. This selection must be made by the first of each year. Insurance: 2019: Increase Employer contribution to insurance from $865 to $895. No additional increase to family contributions. 2020: Increase Employer contribution to insurance from $895 to $925. Additional $50 contribution to those taking family health insurance. 2021: Increase employer contribution to insurance from $925 to $955. Additional $50 contribution to those taking family health insurance. 2019 -2021: Increase employer contribution to HSA from $30 to $60 for employees taking a qualifying HDHP. 2019 -2021: Increase amount employer pays into deferred compensation for employees waiving health insurance from $200 to $250. The City reserves the right to add to, modify, delete, and /or change any portion of this proposal at any time during the negotiation process. Move the Accounting Clerk II — Utilities up two pay grids. Move the Budget Coordinator up one pay grid. Change the title of Accounting Clerk Assessing to Assessing Clerk. Change the title Secretary to Administrative Assistant. The City reserves the right to add to, modify, delete, and /or change any portion of this proposal at any time during the negotiation process.
