CHARTER COMMISSION
July 21, 2016
7:00 P.M.

Call to Order
President Steve Smith called the meeting to order at 7:00 p.m.
Roll Call /Status of Membership
Members present: Ramona Anderson, Roger Johnson, Greg Sloat, Steve Smith, Tim Utz, Matt
Abel, Lee Bak, Mike Patiuk, Jeff Diehm, Frost Simula and Susan Wiseman
Members absent (excused): Rob Fiorendino, James Guy
Members absent (unexcused): Carolyn Laine, Eric Penniston
Also in attendance: Council Liaison Bruce Nawrocki, City Attorney Jim Hoeft, City
Clerk /Recording Secretary Katie Bruno
Approval of Agenda
Motion by Commissioner Simula, seconded by Commissioner Bak to approve the agenda.
Motion passed unanimously.
Approval of Minutes
Motion by Commissioner Johnson, seconded by Commissioner Wiseman to approve the
minutes from the April 21, 2016 meeting. Motion passed unanimously.
Correspondence
Recording Secretary Bruno indicated she received messages from both Commissioner
Fiorendino and Guy regarding attendance for this evenings meeting.
Secretary Bruno also reported The Honorable Douglas Meslow has been assigned as our Chief
Judge effective July 1, 2016.
Old Business
6. Old Business
A. Update regarding Council Action on Chapter 10, sections 93 -101; Franchises
Secretary Bruno reported the council has adopted the ordinance effective July 25, 2016, and
the appropriate changes will be made to the City Charter.
B. Update regarding Council Action on Chapter 4, section 28a; Filing Fees
Secretary Bruno reported the council has adopted the ordinance effective July 25, 2016, and
the appropriate changes will be made to the City Charter.
C. Discussion regarding clarification of language Chapter 3, sections 19 -20; Procedure on
Ordinances.
Motion by Commissioner Bak, seconded by Simula to approve the second reading, approving
changes to Chapter 3, Sections 19 -20 as follows.
Section 19. PROCEDURE ON ORDINANCES. "The enacting clause of all ordinances by the
council shall be in the words, "The City of Columbia Heights does ordain," Every ordinance
shall be presented in writing. Every ordinance, other emergency ordinances and interim
ordinances, shall have two public readings in full. (Underline indicates new language.)
Ayes: Anderson, Johnson, Smith, Abel, Bak, Patiuk, Diehm, Simula, Wiseman, Nays: Utz,
Sloat. Motion Carried

A. Next Meeting Date: October 20, 2016 at 7:00 P.M., City Hall Conference Room 1
8. Adjournment
Motion by Abel, seconded by Anderson to adjourn. All Ayes, Motion carried.
