Date: 4/6/20119:46 AM Subject: City Ordinance 9.104 Ammendment Hi Jeff. At the meeting help last night, you invited anybody with new ideas to email them to you. Lot size and crowding was repeatedly brought up, so I wont go into that but I will build on it. The existing trash receptacle enclosure ordinance is good as it is. New development can design their lot accordingly. The existing tiny lots on the other hand were not designed to the afore mentioned. Regardless the unsightly dumpsters in the street still need to be addressed. Access with these large trucks have forced some of these dumpsters off the lots. Maybe when the City's contract with Veolia expires they can contract with company with smaller trucks ? ? ?? I think for some of the larger apartment complexes screen walls might help with visibility from the street, but with the tight lots, this might hamper access, forcing more receptacles out to the street. I agree with the city council member that said it will create more problems and I think a bunch of unsightly little enclosures will only make our city look more cluttered and crowded. More green space would be nicer than less. If property owners must permanently have their trash receptacles in front of their buildings then enclosures may not be a bad idea. If trash is behind the front of the building, or moved out on trash day, enclosures should not be necessary. Using the front of the building as a rule that if the garbage receptacles are kept behind the front line of the building is key. Even though the garbage contract with the city has created some of this, because of the large size of Veolia's trucks. Garbage receptacle should never be permanently stored in front yards and if they are, they should be enclosed. Overflowing trash was also brought up even though it was not suppose to be part of the discussion. I myself have had issue with this, as the city's contract with Veolia, gave us two cans to replace our suppose to be equal capacity to our dumpster. Two round cans do not fit as many bags as our dumpster did. So I had to pay for another can. A lot of landlords are too cheap, and as long as their garbage is being picked up they don't care. If there is not some sort of health ordinance in place we can use to fine these landlords, can we simply ticket them as littering and fine them that way to kind of force them into purchasing an additional can? Can we create a new ordinance for garbage receptacles that must be in front of the property, not just visible from the street. A smaller scale ordinance (instead of a blanket ordinance) that would fit with our small already crowded lots, not create more problems and unsightly little buildings all over the place, we have enough of those in Columbia Heights?
