Always eager to continue supporting the City of Columbia Heights, ISIS is excited by the
opportunity to assist in your efforts to initiate Phase 2 of the Circle Terrace improvement project.
We understand that providing durable, cost - effective, and cohesive designs for the proposed new ,;:,r "r
park restroom, community room, and open air space is a top priority for the City and will work
closely with your team to provide results that exceed expectations in both function and form.
In the proposal to follow, ISIS has outlined our understanding of project expectations, details, and
progress based on our existing investment in the project. In addition, we have provided a detailed
work plan describing the services we will provide, schedule, and proposed rates of compensation. +) I
PROJECT UNDERSTANDING
CREATIVE
The project site, located at 1271 Circle Terrace, Columbia Heights, MN, is comprised of three,
City - owned, residential home -sized parcels totaling approximately 0.6 acres. The park was recently
enlarged by the purchase and removal of two homes. All foundation and utility removals, site
grading, and temporary seeding has been completed where these homes were previously located,
In the summer of 2016, the City renovated a portion of the site and installed a new play container,
play equipment, sports court, overlook seating area, and general landscaping and grading INGENIOUS
improvements based on construction drawings prepared by ISIS.
The second phase of improvement is the construction of a 1,500- square foot building including an
accessible unisex restroom, indoor community room, and an open -air picnic space. The allocated
budget, is $240,000, including design and construction observation fees. An additional $30,000 to
$40,000 may be available from the police department should supplemental funding be necessary for
the desired design. To keep project costs within budget, design options for the building may include is
specifying a pre - fabricated structure and adding permanent walls and amenities in lieu of a custom EAGER
designed structure.
ISIS is cognizant of the vandalism crime rates the Circle Terrace neighborhood experiences.
Therefore, ISG understands overall security and safety of users, along with durability of the
proposed materials and amenities, is a top priority. 10

ARCHITECTURE + ENGINEERING ENVAONMENTAL - PLANNING
ISG will prepare construction documents for the building improvements approved by the City. These documents will
include drawings as well as specifications in sufficient detail for the City to pursue competitive bids for the construction
of the improvements. The construction documents will comply with appropriate Federal, State, and local guidelines
and laws for the design of public facilities. ISG will provide the City an estimate of probable cost based on the bid
documents, which will consider the available construction budget for implementation
Design review meetings include:
• 50% construction documentation review meeting
• 90% construction documentation review meeting
Based on our understanding of the City's preferred project timeline, ISG proposes to provide the services listed in
this proposal in accordance with the following schedule:

Design
ISG proposes to provide the scope of design services described within this proposal for compensation of $22,000.
Construction Observation
ISG proposes that construction administration for all work will be billed on an hourly basis at $1 10 /hour, allowing the
City to utilize ISG as needed for site visits and other various observation tasks. Projects similar in scope and size
typically require a two -month construction period, and it is anticipated a total of eight (8) site visits and construction
related meetings will be required.
Based on these assumptions, the total cost for ISG construction observation services is estimated at $3,500.

Mileage will be billed at current maximum IRS reimbursement rate. Other direct expenses will be billed at cost plus
10 %. Direct expenses include, but are not limited to, permitting fees, printing and plan reproduction, electronic media,
and postage /courier charges.
