MEETING DATE MAY 2, 2016 CITY OF COLUMBIA HEIGHTS - COUNCIL LETTER ITEM: ACCEPT CHANGE ORDER PACKAGE #2 FOR LIBRARY PACKAGE CP-2, CITY PROJECT NO. 1410 DEPARTMENT: Public Works CITY MANAGER’S APPROVAL: BY/Date: Kevin Hansen / April 28, 2016 BY/Date: Background: Awarded contracts for the new City Library include CP-1 and CP-2, and site utilities. Work is 95% complete on CP-1, and the building is progressing with a completion date of June 2nd. During the course of product submittal review and during construction the following items have changed, added or modified requiring a change order to the respective contracts. For CP-2, the following contracts are represented for the building construction: 1. General Contractor: Ebert Construction 2. Fire Protection: Breth-Zensen 3. Mechanical Cool Air Mechanical, Inc. 4. Electrical: Peoples Electric Co. Analysis/Conclusions: The change orders are for the following additions or deletions to the contract modifying the respective contracts: Change Order #4 Ebert Construction Provide additional exterior limestone; increase in quantity of drainage rock for stormwater treatment, and revise entry doors from storefront to curtainwall frames. Change Order #5 Ebert Construction Change fireplace from 32” residential to 72” commercial grade; Install MP-1 vapor barrier at parapet; Caulking changes at all exterior windows; Change vapor barrier for entire roof; Concrete pile cap change for piles 46 & 76. Change Order #6 Ebert Construction Addition of exterior venting system for wood soffits; added metal panels on west side of building; Change book drop walls to fire rated; Changed interior door hardware and added door closures; Added door key consistent with existing master system. Change Order #3 Cool Air Mechanical, Inc. Addition of VAV unit 1-12; Changed plumbing to have no exposure (view) at history room; added fire damper and transfer grill at book drop room; added exhaust fans 1 & 2 in main public restrooms. Change Order #3 Peoples Electric Co. Electrical additions: light fixtures in teen area, additional light circuits and additional data port locations; Changed monument sign location on Central Avenue; Added irrigation system; and provide power for AMH unit in book drop room. RECOMMENDED MOTION(S): Move to approve contract Change Order Nos. 4, 5 & 6 for Library Bid Package CP-2, Project 1410, to Ebert Construction in the amount of $94,207.05 for a new contract amount of $5,205,049.34. Move to approve contract Change Order Nos. 3 for Library Bid Package CP-2, Project 1410, to Cool Air Mechanical totaling $10,659 for a new contract amount of $958,515. (For thermal break and water intrusion to add to life of windows). 4) Replace self adhered roof vapor barrier with 2-ply hot applied vapor barrier. (Due to seasonal exterior temperature and constructability). 5) Additional work at grade beam due to two bad piles. Ebert had to pour addition extension of pile cap. 6) Add an exterior venting system for the exterior wood soffit. (To make system breathe and prevent buckling and warping. (ex: Forest Lake City Hall) problem manifests in spring) 7) Add fifth color for metal panels on the Central Avenue side of the building. (The original design development documents included six colors, the bidding documents only provided for four colors). 8) Change interior walls in book drop room to fire rated walls. 9) Change(s) in shop drawing review for door hardware, change of pulls various locations and additional door closures. 10) Add keying to stay consistent with the City’s Medeco master door key codes. Cool Air: $10,659 1) Added a VAV #1-12. (Additional unit to provide adequate air flow). 2) Provided alternate route for plumbing to have no exposure to view at history room. 3) Book drop room changes – added fire damper and transfer grill to meet fire code. 4) Added exhaust fan 1 and 2 for the two public bathrooms. Peoples: $26,253 1) Changed light fixtures at teen area to blade shape fixtures, additional circuiting to allow more lighting control and data locations from the furniture plans. 2) Added U/G electrical for LED monument sign on Central Avenue and added irrigation system. 3) Additional wiring to power Automated Material Handling Unit for exterior book drop. MEETING DATE MAY 2, 2016 CITY OF COLUMBIA HEIGHTS - COUNCIL LETTER ITEM: WATER TOWER REHABILITATION: COLOR SELECTION DEPARTMENT: Public Works CITY MANAGER’S APPROVAL: BY/Date: Kevin Hansen / April 28, 2016 BY/Date: Background: Major rehabilitation on the City’s water tower will involve structural and corrosion repairs to the tower, removing the interior and exterior paints and applying new coating systems to both the interior and exterior metal. During removal and painting, the water tower will be ‘draped’ to contain any waste products or overspray during the work. The contract calls for work to be completed in 10 weeks, but to obtain the best bids possible we allowed flexibility during the season for when the work may begin. The contractor’s schedule has work beginning the fourth week of May with completion in 10 weeks. A critical component of painting the exterior of the water tower is a new city logo, with or without the city name, being applied to the tank. Another decision is what color to paint the exterior of the tank. The current color is a light blue. Staff will have renderings at the work session for the Council to review with both city logos, and paint color of the tank. Most tanks in the metro area are either along the light blue line or an off-white color.
