RESOLUTION OF THE PLANNI)!G AND ZONING COMMISSION OF THE CITY OF COLUMBIA
HEI5HT~, ~INNESDTA REGARDING A PROPOSED MODIFICATION OF THE DONNTO~N AND
UNIVERSITY AVENUE AND REDEVELOPMENT DISTRICTS AND THE DOWNTOWN TAX INCREHENT
FINANCING DISTRICT
~HEREAS, the City of Columbia Heights, pursuant to the Netropolitan
Land Planning Act of 1976 has prepared and adopted a Comprehensive Plan,
and;
WHEREAS, the C~ty of Columbia Heights Planning and Zoning Commission
recommended to the City Counci1 by Resolution R1-5, Adoption of the Com~
prehenslve Plan at a public hearing held June 2, 19R1, and;
WHEREAS, the Planning and Zoning Commission by a Resolu'tion dated June
2R, 1977 approved the adoption of a plan for redevelopment of the City's
Commerclal Business District entitled"Downtown CBD Revitalization Plan"
dated March 1977, such plan resultlng in the creation of tax Increment
District A-3, and;
WHEREAS, the Planning and Zoning Commission, by Resolution R3-1,
found the University Avenue Housing Project to be consistent with the
City's Comprehensive Plan, such project being incorporated into a Tax
Incremen.t District, and;
WHEREAS, the City of Columbia Heights is presently considering the
combination of the two tax increment districts into one redevelopment
project area and the expansion of the DowntownTIF District A-3, and;
WHEREAS, a Redevelopment Plan and Tax Increment Financing P)an is
being established by the Housing and Redevelopment Authority to outline
the changes to the boundaries of the Redevelopment and Downtown Tax
Increment Financing District, and;
WHEREAS, the Planning and Zoning .Commission is asked to examine any
modification of a district as to its conformance with the City's Comprehensive
Pi an.
NOW, THEREFORE BE IT RESOLVED that the Planning and Zoning Commi~%ion of
Columbia Heights, Minnesota .finds the proposed modification of the districts
as amended and the developments proposed ~herein to be consistent with the
City's Comprehensive Plan.
