As a strong advocate for the community minded park system in the City of Columbia Heights that focuses on sustainability, positive
environmental impact, and effective design, ISG is pleased to submit our proposal to the City for Master Planning + Design Services
for Keyes Park. As a firm that is focused on integrating active and healthy lifestyle designs into each project, ISG is eager to meet the
community's needs through custom services that focus on maximum functionality coupled with unique design components and solid
stormwater management. With a keen understanding of the community engagement process and direct project support, ISG will
work collaboratively with the City to effectively balance the needs and wants of the community while staying on schedule, and within
budget.
ISG's multi - disciplinary team with six (6) licensed Architects, includes Senior Landscape Architect, Amanda Prosser, offering the
City a unique and broad perspective to the project. With ISG's rich history, that extends over 40 years, coupled with extensive
stormwater management and architectural expertise, makes us certain that our firm can provide a superior solution for the needs of
the Keyes Park.
By working closely with the City, and delivering the five (5) phases outlined in this proposal, ISG also intends to provide the
following:
• Efficient communication with one point of contact at ISG for all of project needs.
• One design firm to handle the project from start to finish ensuring time lines and expectations are met with highest
priority given to the noted project.
• Ability to incorporate information from the public engagement process while respecting budget constraints.
• A unique, professional, fun and structurally sound design that positively contributes to the active, healthy lifestyles of the
community and its residents while pro - actively addressing stormwater management needs.

Project Understanding + Approach
As a flexible and responsive team, ISG is prepared to provide the following approach to the Keyes Park master planning project. If
selected, ISG understands the project approach, scope, and deliverables may need to be refined based on additional conversations
with City staff. As a firm focused on relationships and custom project solutions, we understand the importance of maintaining
flexibility while providing superior design and master planning services that meet multiple stakeholder needs.
ISG's Three Key Themes For Project Success
Keyes Park has been a neighborhood destination for years. ISG understands the intense need to include the wants and
needs of the people that will be directly impacted by the project upgrades, ensuring a positive reception and optimal use.
After all, it isn't the consultant who will be living with the results of the plan but the community in which the Park serves.
ISG's planning process will give residents and City staff an opportunity to guide what improvements are included while
taking into account past surveys and general feedback.
Today's active lifestyles require safe, healthy and enjoyable environments that help accommodate the recreational needs of
its users while having an environmentally sustainable design. ISG's multi - disciplinary team has a vast wealth of knowledge in
the parks and recreation market, utilizing both traditional and customized / themed design backed by superior stormwater

ISG's approach to engaging the community will adhere to the "consult" level of engagement, which is the highest level feasible. We
describe this approach as developing reasonable alternative concepts in conjunction with the stakeholders and then utilizing effective
graphics and analysis tools to aid in engaging the community and Parks Commission in the review and feedback process. Refinement
and selection of the preferred concepts will incorporate the feedback from all involved.
Through a multitude of tools, ISG staff will present the impacts of each concept, provide both algebraic and relative values for each
concept and criteria to facilitate decision - making, and provide renderings and layout graphics that effectively communicate the
concepts to a non - technical audience.

Master Plan Development
Following the community engagement
meeting and collection of feedback,
a preferred master plan will be
finalized based upon the preference
for alternative concepts, or the
combination of portions of each
concept. The master plan will
represent the design solution that best
responds to the needs and desires
of the City and stakeholders while
remaining within the ability to fund
improvements. Overall plan estimates
will be prepared for development
costs in addition to a set of action
steps for implementing the plan. Plan

Project Fees
The following compensation proposal is based on our current understanding of the City's expectations and approach to the project
as defined in the proposal as well as qualifications and limitations. ISG offers the following compensation proposal for professional
services, inclusive of all members of the project team.
Given ISG's multi - disciplinary expertise that includes over 200+ professionals in seven states, we are fully capable of providing
additional architectural, engineering, environmental and /or planning services that the City may request. If such services are
requested, and are deemed to be outside of the agreed upon scope, authorization would be provided in writing by the Owner. ISG
will provide an outline of additional services that may be required via an hourly rate or within a separate supplemental proposal.

design or planning outcome. As a strong leader, Amanda enjoys working with, and responding
to, various stakeholders' requests, ensuring that the end product will meet the needs and

Project Experience
CITY OF MANKATO
Mankato, MN
On the banks of the Minnesota River, this exciting and unique space is the result of
a cooperative planning process with the community and the City of Mankato. This
former industrial site was converted into a much - needed gathering space for cultural
and recreational activities.
The park is helping to rejuvenate the Old Town District and showcases the city's
commitment to sound urban planning. The park provides an outstanding venue for
festivals and concerts, improves access to the popular Sakatah Bike Trail, preserves
open space and allows visitors to reconnect to the Minnesota River with access for
kayaking and fishing.
Sibley Park
CITY OF MANKATO
Mankato, MN
Located at the convergence of the Blue Earth and Minnesota Rivers, the City of
Mankato's 120 -year old Sibley Park once was the home to a well -known zoo. Due to
flooding, it was scaled back to a small petting zoo in the 1970's. The city never lost
sigh of a re- imagined zoo that would focus on the region's rich agrarian history.
ISG assisted the city in master planning the renovated zoo area and adjacent
playground. New structures were planned to house horses, Iambs, goats and alpacas.
During the renovation of the City's adjacent water treatment plant, a steel bridge
was salvaged and re- purposed as a bridge that spans a koi pond and waterfall.
Walking trails were designed to lead visitors through the zoo and interconnect
with trails that lead to other portions of the park. Next to the zoo area, there is a
playground with equipment that compliments the agricultural theme of the zoo.

CITY OF REDWOOD FALLS
Redwood Falls, MN
Upon being awarded the Regional Park designation by the State of Minnesota, the
City of Redwood Falls retained ISG to prepare a comprehensive master plan for
Alexander Ramsey Park. The goals of the plan included creating an outline for future
activities and improvements, identifying partnerships and implementing agencies,
outlining short, mid and long -term priorities, and then determining timelines for
implementation.
The master plan identifies a process to foster community input and engagement
through the ongoing master planning process to ensure future plans for Alexander
Ramsey Park will reflect the shared values of the community. This master plan now
serves as a supporting document for grant applications including the Minnesota Park
& Trail Legacy program and other similar funding sources.

CITY OF NORTH MANKATO
North Mankato, MN
The City retained ISG to undertake a comprehensive review of the athletic complex
and facility needs of the region and prepare a plan that best utilizes this city -owned
park property. The purpose of the master plan is to accommodate identified needs
in an efficient and sustainable manner within the constraints of the site selected for
development.
The benefits of the final plan include meeting regional recreation needs and providing
a year -round facility; continued and expanded partnerships; an updated and inspired
wayfinding system and a framework to identify spaces; improved pedestrian safety,
comfort and accessibility; new and improved public gathering spaces; enhanced
bicycle accommodations; consolidation of parking a park access points; and the
incorporation of green infrastructure and strategies.
Johnson /Mueller Regional Athletic Complex
CITY OF NEW ULM
New Ulm, MN
ISG developed a master plan for the City of New Ulm's historic and renowned
regional athletic facility, located in the heart of downtown and has served as the host
site for many state baseball tournaments. ISG developed two preliminary concept
plans and facilitated three public meetings to gain feedback. Plan improvements
included enhancing the main entrance and spectator experience at all fields, including
the introduction of consistent materials and amenities such as pavement type, plant
materials, banners, and signage.
Upgrading the Johnson Park / Field Grandstand included a consolidated location for
lockers, restrooms, concessions, and storage, as well as accessible (ADA) walkways
to the fields. A synthetic turf baseball field was added, an existing football field was
upgraded with synthetic turf so multiple sports can utilize the field. Amenities that
celebrate the history of baseball and athletics in New Ulm such as a Hall of Fame
Museum and Commemorative Wall were also part of the plan.

LE SUEUR COUNTY PARKS DEPARTMENT
Kasota, MN
ISG assisted the County in developing the park as part of a Phase I Plan. Camping,
hiking, lake access, a playground, picnic shelter, shower facilities and other amenities
are offered. The development included access roads, campsites with electric
hookups, a dump station, and stormwater management, including a rain garden and
two storm water ponds surrounded by native plants.
ISG was asked to assist the County in developing a Park Master Plan for Phase II and
other future plans, which helped achieve designation as a Regionally Significant Park
by the Greater Minnesota Parks and Trails Commission. This next phase includes
additional camping, hiking and outdoor recreation opportunities including improved
lake access.
