(WSB) to the City of Columbia Heights (City) to complete professional design services for the Huset Park Splash Pad Master Plan. It the understanding of WSB that this splash pad project is to be located within Huset Park, with the actual location identified on the previous overall site master plan to be reviewed and adjusted as needed to fit with the existing site conditions. The splash pad master plan design is to provide the City with a more defined location within the park and shall provide general recommendations for the type of equipment, theming, and water system that will be appropriate to fit within the desired construction budget of $300,000. SCOPE OF SERVICES A. Splash Pad Master Plan Update Design Services 1. Focus Meeting / Project Start Up: WSB shall attend a Focus Meeting with the City. The general purpose of the focus meeting is to: a. Allow WSB the opportunity to develop a very clear understanding of the scope of the project, intended outcome, and City's expectations of the consultant's services; b. Review the previous master plan of the site and splash pad; c. Confirm key individuals who will be involved in the project or have information that will affect the project; d. General review and discussion about the ideas, issues and concerns related to this project; e. Develop an overall project schedule. Site Review: Through field research and review of site information and mapping, WSB will work (in concert with staff, as appropriate) to identify the areas physical characteristics and determine its developmental opportunities and constraints. This will allow both the CITY and WSB to develop a clear understanding of the site's unique characteristics and land use limitations imposed on the project to determine the most appropriate location for the splash pad. 3. Program Development: WSB shall work with the CITY to develop a complete and comprehensive assessment of needs, demands and priorities for the splash pad master plan. WSB will attend one programming meeting with the City and Parks Commission for discussion on splash pad master plan. The agenda during the program development meeting will include: a. Identity the project schedule and intended outcome; b. Identify and discuss opportunities, concerns and issues; c. Establish a list of potential program elements and theming ideas that are appropriate for this park to carry forward into design; 4. Schematic Concept Plans: Building upon the previous tasks, the CONSULTANT will prepare two alternative schematic concepts for the splash pad. Specific criteria affecting the concepts include: theming ideas that would be appropriate; examples of potential the ideal physical relationships between the facilities proposed for the site; taking advantage of site opportunities; appropriate design themes. Meetings during the schematic design phase shall include: a. Teleconference meeting with the City to review and comment on the two alternate schematic design concept plans. WSB will make any necessary refinements to the plans prior to the public meeting based on City comments. b. One public meeting with the Parks Commission to review and comment on the schematic concept plans. 5. Master Plan Update: Based on feedback from the public meeting, WSB will prepare a preferred master plan update for the splash pad using the adopted concept plan, or combination of plans, that represents the design solution that best responds to the needs and desires of the City. A preliminary estimate of probable cost for construction shall be prepared for the master plan. B. Additional Services Miscellaneous Additional Services: Services other than those listed in the Scope of Services above and requested and authorized in writing by the City. These services shall be billed on an hourly basis according to the 2014 Rate Schedule. Base map information suitable for use with AutoCAD will be provided by the City, including locations of existing storm, sanitary and electrical utilities. 2. Coordination of all meetings and public involvement in the project, including associated notices /mailing shall be provided by the City. 3. Geotechnical soil testing services to identify existing soil conditions that may affect the final design are not included. 4. Preparation of Construction Documents is not included in this proposal. FEES FOR PROFESSIONAL SERVICES It is proposed that this project for Tasks A, as outlined above, be billed for a total fee of $4,800.
