HomeMy WebLinkAbout2015-03RESOLUTION 2015- 03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLUMBIA HEIGHTS, MINNESOTA AUTHORIZING APPLICATION FOR 2015 ANOKA COUNTY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDING FOR THE PURPOSE OF PROVIDING CLEAN -UP OF CONTAMINATED SITES /BROWNFIELDS IN THE AMOUNT OF $300,000; AND FURTHERMORE, TO SUBMIT SAID APPLICATION TO ANOKA COUNTY WHEREAS, the next step in the redevelopment of these sites is environmental remediation and soils corrections with estimated cost as detailed in the grant submission, and WHERAS, the City has identified goals and objectives through the EDA to continue efforts to improve the Central Avenue and other business corridors, and WHEREAS, the City, is seeking Community Development Block Grant (CDBG) funds in an amount up to $300,000 for Clean -up of Contaminated Sites;Brownfields at 3927 & 3939 Central Avenue, and WHEREAS, the Clean -up of Contaminated Sites /Brownfields is listed as a high priority in the County's five year plan, and WHEREAS, the use of CDBG grants are consistent with the program's national objective of slum/blight removal, and NOW, THEREFORE BE IT RESOLVED that the City of Columbia Heights acts as the legal sponsor for the 2015 Community Development Block Grant Program to be submitted by January 16, 2015; and BE IT FURTHER RESOLVED that the City of Columbia Heights has the legal authority to apply for financial assistance, and the institutional, managerial, and financial capability to ensure adequate project administration; and BE IT FURTHER RESOLVED that the City of Columbia Heights has not violated any federal, state, or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or unlawful or corrupt practice; and BE IT FURTHER RESOLVED that the City Manager or as required, and the Mayor, is hereby authorized to execute such agreements as are necessary to implement the project(s) on behalf of the applicant; and NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Columbia Heights, Minnesota has authorized staff to submit an application for $300,000 for Clean -up of Contaminated Sites /Brownfields at 3927 & 3939 Central Avenue I certify that the above resolution was adopted by the City Council.
