These items listed are considered to be routine by the Park & Recreation Commission and will be enacted as part of the
consent agenda by one motion.
A. Approval of June 25, 2014 minutes
B. Approval Payment of Bills
3. LETTERS AND REQUESTS
A. Request for a reduced rental fee of Murzyn Hall with the CH Lions Club for a boxing fundraiser event on
Sunday, November 2, 2014.
Lion’s Club member Brian Clerkin will discuss the request.
B. Letter of request for a reduced rental fee of Murzyn Hall with the CH Lions Club for a wrestling fundraiser
event.
A letter of request is attached for the event on Saturday, November 22, 2014.
C. Letter of request for a reduced rental fee of Murzyn Hall ty the Polish American Cultural Institute of
Minnesota for a Polish Soup Fest.
A letter of request is attached for the event to be held on a Sunday in November.
D. Letter of request for an open bar using staff recommended bartenders for a wedding reception on
August 20, 2014.
A letter of request is attached.
E. Letter of request for an open bar serving beer and wine only, using staff recommended bartenders for a
wedding reception on September 13, 2014.

4. OLD BUSINESS
A. Huset Park: Update of Master Plan
Attached are two concepts that would modify the 2004 Master Plan for Huset Park, by moving the splash pad
from the east side of the park in the original to the west side. The locations shown are based on the site visit
conducted with the Commission at their June 2014 regular meeting. In each, a
3,000 square foot pad area is provided. Each concept modifies the trails based on the layout, and modifies the
lower JPM parking. Another difference between the two concepts is that Concept 1 removes the senior activity
Bocce Ball/Horseshoes while concept 2 leaves it in. Representatives from the City’s park planner, WSB
(formerly Brauer and Associates) will be present to present and discuss each concept.
B. Labelle Park Final Plan review
Attached are 95% complete plans for the Labelle Park project. The work consists of two primary components:
1. Water quality ponds (2), and 2. Boardwalk removal and slope restoration. The water quality ponds are
stnd
located near each parking lot serving the park at both 41 and 42 Avenues. The design is that of an
infiltration basin, similar to the ponds recently installed at Ramsdell Park with plantings. The boardwalk and
boardwalk area will be removed and the slope restored with either retaining wall stone, or 3:1 slopes and
plantings to naturalize the slope. New trail connections are also included. An add-alternate is also included that
removes the basketball court and placed a shelter and scenic overlook in that area, consistent with the Master
Plan. Staff will review the plans and seek input from the Commission for final plans.
5. NEW BUSINESS
A. Program update from Recreation Senior Citizen Coordinator
Delynn Mulligan will discuss current and upcoming programs offered through the Recreation Department.
