Fehst Title City Manager Date Proposal for City of Columbia Heights Emerald Ash Borer Treatment 3 Prepared by Davey Resource Group II. General Specifications 1. Experience Davey has the experience and resources necessary to perform this work within the specifications outlined by the City of Columbia Heights. Davey's local residential office, S &S Tree and Horticultural Specialists, is located in St. Paul, Minnesota. S &S Tree and Horticultural Specialists was established in 1976 by Steve Sylvester as a general landscaping business. Over the next 30 years, S &S expanded their service lines to add plant health care, turf care, forestry consulting, premium quality mulch, and property maintenance. In 2013 S &S was purchased by The Davey Tree Expert Company expanding their resources and enabling the company to provide a wider range of services to communities in Minnesota. The local S &S office includes more than 75 employees, of which 17 are ISA Certified Arborists. Davey will mobilize to begin performing applications under the timing delineated in the City's RFP and will continue until the work is completed, adjusting staffing levels as necessary to account for fluctuations in productivity rates and weather days. Treatment will occur as directed by the City of Columbia Heights on the identified city street trees. 2. Quality Assurance Davey is committed to assisting our clients reach their goals, whether that is eradication or efficient management of the invasive species. Accordingly, all personnel will approach every contract with the highest standards of quality and attention to detail. In this way, we positively contribute to the cooperative efforts of government, community and private industry. Davey's Quality Control program will recognize and reinforce the highest quality of work. The QC program will implement procedures that will foremost prevent defective services and also identify and ensure non - recurrence of any deficient work. The goal of the program is that all host trees are properly and safely treated, and accurately recorded. The Quality Control Program will be implemented by the Project Manager. The QC program will identify, document and report deficiencies and also initiate corrective actions to ensure that the performance objective of treating one hundred percent (100%) of the identified host trees in the designated areas is met. Davey Applicators will keep accurate pesticide application records in accordance with the requirements by the State of Minnesota. The Project Manager will ensure all necessary signage is posted during treatment. Upon successful completion of pesticide injection, the applicator will affix a numbered aluminum tag. Consequences of Poor Quality Safety and quality are priorities on all projects. If an Applicator is not achieving the quality as defined in this quality control plan, Davey managers will determine a corrective action for this Applicator. This corrective action will be communicated directly to the Applicator and will include the steps needed to remedy the quality issue. If an Applicator is determined to have regular quality problems or if the Applicator fails to implement the required corrective Proposal for City of Columbia Heights Emerald Ash Borer Treatment 4 Prepared by Davey Resource Group action, Davey managers will treat this problem in accordance with Davey disciplinary procedures. The procedures are as follows: First Offense — A verbal warning. Second Offense — A written warning and/or time off without pay. Third Offense — Removal from the EAB project. Contractor Liability The Davey Quality Control Program will also provide documentation and resolution of any damages, losses, or injuries to people, property, or animals which occur directly or indirectly from work performed by the Davey and/or our subcontractors under this contract. It will be the responsibility of the Project Manager to verify that all required follow -ups and claims have been completed. 3. Personnel 1. Key Personnel Davey Tree is well experienced in the treatment of invasive species, including Emerald Ash Borer. They have numerous experienced applicators ready to begin treatment work immediately. All Davey applicators selected to work on this contract are fully licensed and will have either a State of Minnesota Commercial Pesticide license or one from a state with a reciprocal agreement with Minnesota. The Minnesota Department of Agriculture has a reciprocal agreement with both Ohio and Indiana that acknowledges the equivalent applicator certification. The personnel identified in Attachment F are fully licensed applicators. Davey's Project Manager will ensure the efficient management of the project whilst upholding the highest quality, professionalism and positive community relations. He will also be responsible for the administration of Davey's Quality Assurance Program. a. Key Personnel Resumes: i. Project Manager Ben Brusie will serve as both the Project Arborist and the Project Manager. Ben is an ISA certified arborist and holds an Ohio (4A, 6A) Commercial Pesticide Applicator's License (see Attachment E for resume). Minnesota recognizes Ohio licenses under their reciprocity agreement. ii. Applicators All Applicators will be fully licensed according to the MDA regulations. Copies of all pesticide applicator licenses, including Davey's Business Applicator License for the state of Minnesota, can be found in Attachments A, B, and F. iii. Davey's Safe Pesticide Use Policy Safe Pesticide Use Release Response Procedures First Aid for Pesticide Accidents 1. Instruct the person exposed to a pesticide to remain calm. 2. Get the person away from the treated or contaminated area. 3. Remove contaminated and restrictive clothing and have the person wash thoroughly with soap and lukewarm water. Do not use hot water because it opens pores in skin. 4. Call a medical doctor and/or Poison Control Center at once for advice and instructions (Poison Control Center numbers must be written on the inside cover of this booklet, in your wallet, and posted near all Facility telephones). Be prepared to give the active ingredient name (common generic name) of the pesticide to the doctor and/or Poison Control Center. 5. Take the exposed person to the medical doctor and/or a Poison Control Center as quickly as possible. Take The pesticide label and material safety data sheet with you. Major Releases (Level 3 or `Life Threatening' Emergency) A Level 3 or major incident clean up is usually beyond the resources of a single facility or where there are additional problems to complicate the situation such as fire, explosion, or toxic compounds having a threat to life, property or the environment. Assistance will be needed from local, regional, and/or federal organizations such as emergency response teams or Coast Guard personnel. Level 3 incidents may occur if there is a traffic accident involving another vehicle or if the accident occurs on highly traveled motor routes or police or fire department to 150 ft. radius calls for evacuation. Intermediate Releases (Level 2 or `Non - health Threatening' Releases) 1. Level 2 releases require response by on -site employees or off -site trained staff but pose no danger to the public or environment. An accident involving a spray truck may result in a pesticide spill where the applicator is considered the "first responder" and responsible person during the clean -up of that spill until a higher authority (District Manager or local Emergency Response Team) comes on site. The first responder must be trained to handle spills as found in the Hazard Communication Standard and DOT HazMat Training. This means you are the person to start mitigating the spill as soon as possible: 1. Keep people and animals away. 2. Give first aid. 3. Confine the spill. 2. Quickly assess the situation, and then call an ambulance, police, and fire department -- whatever is needed as indicated by the severity of the accident. Stop the leak — shut off the source of the spilled material. Do whatever is possible to keep the spill from spreading. 3. Wear proper personal protective equipment during spill cleanup. Contain the spill to keep the accident from getting worse. Keep the spilled material away from public water supplies, streams, water sources, and sewer systems. Use the truck shovel to collect soil to contain the spill. Do not wash down the spill unless advised to do so by a person who understands the properties of the chemical. Most often, the problem is just made worse - a much larger area must be decontaminated. 4. IMMEDIATELY contact your district manager — report Level 3 and Level 2 releases by telephone to your state pesticide regulatory agency. You may also need to notify other agencies (below). You should have the telephone numbers for your state's pesticide regulatory agency, highway patrol, sheriff or police, and other regulatory agencies near facility telephones, in your wallet and on the inside cover of this booklet before an accident occurs. Level 2 and Level 3 spills must be documented with a written spill report. 8. Insurance claims are handled by the corporate Safety Department. Minor Releases (Level 1 or `Incidental' Releases) Level 1 releases are classified as minor or incidental spills requiring an on -site employee to respond and take necessary collective actions to clean-up the spill. Level 1 releases are not considered an "emergency." Clean up should take less than 1 hour. 1. Keep people and animals away from spilled chemicals. 2. Confine the spill with absorbent pillows, sand, cat litter, or soil. Decontaminate the affected area as best as can be done without spreading the spill. 3. If concentrated pesticide is spilled on someone, have him or her remove contaminated clothing and wash immediately. Each staff member should have a complete change of clothing available at the office. 4. Shovel contaminated absorbent into a heavy -duty plastic (leaf or garbage) bag. Label the bag as to its contents (ex: "approximately one pint Trimec 992 in cat litter "). Dry, dispersible granular, granular, or wettable powder product spill: IMMEDIATELY sweep the material up and put it in the waste container provided. If the material has not been contaminated, it is still usable. 5. Minor releases should be documented with a written spill report. Fire in a Pesticide Storage Area 1. Notify your fire department. The fire department's telephone number must be written on the inside cover of this booklet, in your wallet, and posted on or near facility telephones. 2. Evacuate the building if there is danger of exposure to smoke, fumes, or flames. Know your evacuation routes and where you can assemble outside the building. Keep a safe distance away from a burning building. Routes of evacuation b for your facility should be posted. 3. All persons should avoid breathing in or otherwise contacting smoke or fumes. 4. Notify the Davey Institute in Kent at 1- 800 -447 -1667. If after hours, contact the district and operations managers, and notify Zahirsky or Tommasi at numbers previously given in the 'Major or Intermediate Release' section. 5. Annually, your fire department should be provided with a map giving the location(s) of the pesticide storage area(s) at your facility. Likewise, each year labels and material safety data sheets for all chemicals stored should be given to the fire department. This currently is the law in some states. Proposal for City of Columbia Heights Emerald Ash Borer Treatment 28 Prepared by Davey Resource Group Davey Pesticide Policies Ask your district/account manager for a current copy of Davey's risk reduction policies. Strict adherence to using clean and maintained PPE, purchasing and using lower risk pesticide products and using Davey Engineering Controls at each facility is required. 1. Pesticides used by Davey personnel must be approved for use under Plant Health Care (PHC) guidelines developed by the Davey Institute. All PHC materials are ordered only on basis of actual need. Appropriate Davey guidelines must be met in the selection of materials. 2. A non -PHC pesticide may be purchased, in limited quantities, for specific job situations. However, authorization must be obtained from your operations manager and assigned technical advisor. Local purchases of approved pesticide formulations are authorized by contacting the Purchasing Department. 3. All pesticides and fertilizers must be stored according to label recommendations and material safety data sheets (See "Pesticide Storage and Disposal" section). 4. The contents of opened containers must be completely used before others of the same material are opened. 5. All pesticide containers are to be kept properly labeled with legible labels, including hand sprayers, backpack tanks, etc. 6. Unusable pesticides must be disposed of through an EPA or state licensed disposal facility. Violation of federal and state pesticide disposal laws are enforceable by fines and jail sentences. Contact the Davey Institute for assistance whenever you have a question about the use or disposal of pesticides. 7. Pesticides must always be transported in an appropriate manner. Never transport pesticide materials within a service vehicle cab. 8. Liquid or granular pesticides must be secured or contained with sideboards. It is not permitted to secure granular bags with loose `bungee' -type cords. 9. Side boxes or deck boxes used to hold containers are to be locked. Tank lids must be locked at all times except during fill -up. Basic Pesticide Safety Proper storage, handling, mixing, measuring, and transporting of materials can save needless waste and accidents. Always be alert and precise when dealing with concentrated materials. Many pesticide concentrates are considered hazardous materials. The purpose of safe pesticide handling is to reduce the risk of exposure to our employees, our clients, and our environment. You should be fully aware of the concentrate label information prior to handling. Material Safety Data Sheets (MSDS) provide additional precautions. 1. Always read the label with care. Before opening the container, pay strict attention to label warnings and cautions. Follow label directions for mixing and application. 2. Keep children, animals, and unauthorized people away from granulars, concentrated pesticides, and tank mixes. Store pesticides under lock and key (See "Pesticide Storage and Disposal" section). All storage boxes and tank hatches must be lockable on vehicles. 3. Store only in the original container and keep tightly closed. 4. There are three ways that toxic materials can enter your body: 1) Through your skin (dermal poisoning); 2) By swallowing (oral poisoning); 3) By breathing (poisoning by inhalation). NEVER smoke, eat, or drink while mixing or applying pesticides. Even when using personal protective equipment, wash hands thoroughly before smoking, eating, or drinking. 5. Avoid inhalation or direct contact. Always use clean personal protective equipment (PPE) prescribed whenever you handle the concentrated materials in the warehouse area. Always use Davey Engineering Controls to reduce inhalation exposure. This clothing and equipment is necessary to protect the most sensitive areas of your body from contamination. Use Davey- issued chemical- resistant (impervious) gloves, impervious apron, impervious boots, and goggles. Change gloves on a weekly basis or prior to glove impairment or unfitness. Safety equipment must be available and worn along with protective clothing (long sleeves, trousers, head covering) to reduce exposure to chemicals during mixing and loading. Appropriate Engineering Controls must also be used throughout the mixing and loading operation. 6. After each workday, bathe and change to clean clothing. Wash clothing (separate from other clothing) after each day's use, using hot water and a strong detergent. An applicator must have extra clothing available (primarily in the service vehicle and/or secondarily at the facility) for emergency purposes. 7. Avoid spills. If spills occur, take immediate action to remove contaminated clothing and wash thoroughly. Follow Davey release response procedures and state recommendations. 8. Avoid applications under windy conditions that could create drift to nontarget areas (chemical trespass). Follow state recommendations. Environmental Concerns Awareness of your surroundings, proper application techniques, and correctly calibrated equipment are major concerns in the reduction of environmental trespass or contamination. Responsible applicators attempt to make applications in a manner that best avoids exposure to non - target species or surface and groundwaters. Always follow and understand label directions, especially as they pertain to wetlands, domestic animals, and wildlife. Timing of applications, limiting the area treated, drift control measures, rates, and formulation are important factors limiting unintended effects. Conservation of our environment is Davey's chief goal. Call the Davey Institute if you have any major environmental concerns. 1. Pesticide applicators make responsible applications of pesticides that protect human and environmental health. Chemical trespass, off -site drift of pesticides, or inappropriate disposal of materials is prohibited and can be punishable under state law. 2. Do not apply pesticides to landscapes, lawns, trees, or shrubs when conditions may cause chemical trespass. Special attention should be given to wildlife habitats; fish, bird nesting and foraging areas, surface waters, and vulnerable groundwater recharge areas. Granules left over from applications that fall on hardscapes such as sidewalks and driveways must be swept up or blown back into the lawn. 3. For Lawn Care applications leave a five -foot (5 ft.) untreated buffer zone between a ground - treated area and wetlands, lakes, ponds, sewer retention basins, swimming pools, or fishponds. Review your state regulations; some states (or contracts) may require 25 ft or more untreated buffer zone. Use a clean tarp to cover client water resources such as fish ponds and water gardens prior to application. A clean tarp should be part of your service vehicle equipment if water resources are part of your route. Let tarp dry before removal; then clean before the next use. 4. Leave a three -foot (3 ft.) untreated buffer zone between a ground - treated area and wellheads and well casings to avoid the risk of contaminating drinking water sources. 5. For Tree Care applications avoid contamination of fishponds and water supplies from drift or dripping over - spray. Consider leaving the maximum height (or more) of treated trees as the buffer zone between lakes, ponds, and fishponds when making foliage applications. Avoid foliar applications to canopies directly over large fishponds. Follow tarping instructions in #3 above. 6. Cover feed and water containers when treating around livestock or pet areas. Remove bird feeders liable to drift/drip contamination; cover birdseed spillover below feeders; cover or overturn birdbaths. 7. Avoid contamination of herb or vegetable gardens, grapes, and berry bushes, agricultural crops from drift or dripping over - spray. Many PHC pesticides are not labeled for food consumption. In alleged drift cases, the `burden of proof' is on the claimant. However, if questions arise as to the consumption of alleged "chemically trespassed" food use plants, a 3- to 4 -week delayed harvest interval must be imposed OR contaminated plantings must be destroyed. A clean tarp should be used to protect non - target plantings during pesticide applications. Mark the tarp top with masking or grey tape for easy sighting. 8. Many PHC pesticides are not labeled for non - residential lawn areas such as fencerows, pastures, drainage ditches, or wetland areas. Review labels prior to use for these areas or call your technical advisor. Livestock grazing restrictions may apply. 9. Under the federal Clean Water Act, your state may require written permission to apply pesticides on or near state surface waters, including dikes, stream banks, shorelines, rocky rip -rap areas, delineated or undelineated wetlands, riparian sites, wet meadows, beaches, or boat docks. Always check state regulations prior to application. 10. Be familiar with state environmental regulations concerning the federal Migratory Bird Treaty Act (MBTA). The MBTA prohibits any activity that may cause nest abandonment or loss of reproductive activities, including the cutting of trees during nesting season. Current guidelines from the U.S. Fish & Wildlife Service indicate trees that might support breeding colonies of the endangered species, Indiana bat, can be safely removed before April 15th or after September 15th. Disturbance to these trees within the restricted period (April 15- September 15) requires further coordination with state and federal agencies. Maternity roosts are exclusively trees with a diameter at breast height (DBH) of 23 centimeters or more and may have exfoliating bark or open cavities larger than a fist. 12. Use caution during all pesticide applications. Follow approved Best Management Practices (BMP). This is especially important if research shows a pesticide has increased potential for drift, runoff or leaching. This potential for mobility is normally listed on the label. Fill -up Procedures 1. Always read and follow the label instructions. 2. Make only enough tank mix as can be applied during one workday. Unused tank mix should be recycled. Add the same or compatible pesticide to the leftover mixture and apply according to the label. 3. USE EXTREME CAUTION WHEN HANDLING CONCENTRATED LIQUID MATERIALS. These materials are in their most concentrated and hazardous form. You MUST wear the required protective clothing for your own personal protection and to prevent poisoning during all use activities. You MUST use Davey Engineering Controls, as outlined in Davey's Risk Reduction Policy, during mixing and loading activities. 1. Check the label and treatment booklet page to be sure how much material is required before you start to handle any concentrate. Measure concentrates in a closable container. DO NOT USE AN OPEN PAIL. NEVER LET THE LIQUID PESTICIDE CONCENTRATE DRIP ON THE FLOOR. Screw the container cap on tightly or secure the drum spigot as soon as you are done. Never mix different pesticides in the same container. You should also label the closable container with the name of the pesticide you are using. 4. USE CAUTION WHEN HANDLING WETTABLE POWDERS AND DISPERSIBLE GRANULE CONCENTRATE MATERIALS. These materials are still in a concentrated form, although normally a less hazardous form than liquid concentrates. Impervious gloves should be worn when handling wettable powders and dispersible granules and water - soluble packets. If you are loading the truck outside, stand upwind so that dust will blow away from you. 5. Never dump tank mix down drains or sewers; into ditches or streams; near lakes, ponds or crops. Contamination of water or crops is a very serious regulatory offense. All pesticide labels clearly state: "Do not contaminate water by cleaning of equipment or disposal of waste." 6. Rinse water containing pesticides must be treated as unused tank mix and be recycled. That is, add the rinse water to the tank mix for your next application. 7. Every vehicle must have enough fresh (drinkable) water on board to remove pesticides from the eyes and body in case of accidental exposure. Store clean water away from pesticides. NOTE: When transporting hazardous materials and hazardous substances, they must be recorded on either Davey Pesticide Straight Bill of Lading forms OR on the laminated Spill Response Identification Sheet with MOT Exemptions. The Straight Bill of Lading or laminated form stay with the assigned service vehicle and must be kept in truck cab in case of an accident. You may be required to identify certain materials during transit with diamond - shaped ID signs. You must be able to identify the materials of trade (MOTs) that you carry. Fill -up and Mixing Sequence 1. Fill one -third (1/3) to one -half (1/2) of tank capacity with water. Leave an air gap between the end of the water hose and the top of the tank equal to two and one -half times the diameter of the fill -up hose. 2. Do not put water - soluble packets, granules, powders, or liquid concentrates into the tank until just prior to the period you intend to transport/deliver the solutions. 3. Add monoammonium phosphate (MAP) now. Use approximately 1- cup /100 gallons for sensitive pesticides; 2 cups/ 100 gallons if using a strongly alkaline product/water mixture, such as M -Pede. 4. Engage spray engine power to agitate water. 5. Slowly add: 1) wettable powders (WP); 2) flowables (F); 3) soluble powders (SP); 4) dispersible granules (DG). If problems develop with clogging or dispersion, premix these compounds in a bucket and then add to the tank as a slurry. Add: 5) emulsifiable concentrates (EC) and M -Pede last. Recirculate the mixture by directing the spray gun into the tank. Check the spray gun, hose, and pump for any leaks. Close hatch and secure hatch with lock; allow mixture to continue agitating until you are ready to depart. Water- Soluble Packages (WSP) Most water - soluble packages are types of PVA film. These pouches dissolve completely in water 34 °F or warmer. Higher water temperatures will speed dissolution. Often a non -water soluble inert ingredient is added to the WSP pesticide formulation that can cause cloudiness or slight thickening of the mixture in the tank. Good agitation a will keep it in suspension without precipitation. Water - soluble packages must go completely into solution before adding any fertilizers into the spray tank. Boron and free chlorine in a solution can prevent certain PVA film packets from dissolving or cause a reaction forming a plastic. Spray tank pH and water hardness level should not affect dissolution of the water soluble bag. PVA packets are water - soluble not oil soluble, therefore do not dissolve PVA packets in Horticultural Oil concentrate. Dissolve them in water prior to adding oil or after the oil has been mixed with water. Use of chlorinated water is acceptable. Measures for Small Spray Tanks • Tools needed include a clear measuring cup (marked in ounces, milliliters, etc.), a set of measuring spoons, and marked eyedroppers. Measurements must be exact as possible. • Arbor Green, dispersible granule (DG, WDG), wettable powder (W,WP), or flowable (F) mixtures and most water- soluble packets (WSP) require continuous agitation to prevent nozzle clogging and to ensure uniform application of material. • Avoid exposure during the measurement of small quantities of wettable powders, flowables, and water soluble packets. Avoid opening water - soluble packets as much as possible. Pesticide Storage and Disposal Storage 1. Storage of Davey -owned pesticides on residential properties is prohibited. 2. Davey pesticide -using establishments are required to maintain appropriate cleanliness in order to function in a manner conducive to proper storage, handling, mixing, transportation, and disposal of pesticides. 3. All pesticide concentrates are to be stored within an identified limited access area. If possible, pesticides should be housed in a separate building and stored within a diked area. The storage area should have only one entrance door that is to remain locked unless pesticides are accessed. 4. Bulk containers of chemicals, such as Trimec and Formolene, are to have double containment (i.e., diked, double -wall container or container within a container). 5. Provide for removal of any fumes via an exhaust fan vented to the outside of the building. 6. The storage area should have adequate lighting sufficient to read labels and material safety data sheets (MSDS). 7. Opened pesticide containers should not be stored on wooden pallets. Cover wooden pallets with washable plastic. 8. Separate storage rooms for pesticides and herbicides are recommended. As an alternative, herbicides must be physically separated from other pesticides. 9. Containers used to dispense herbicides during fill -up must be closed and labeled correctly. During application containers must be clearly labeled. Open buckets and pails are prohibited during mixing and fill -up. 10. All pesticides are to be stored separately from fertilizers. Combined fertilizer /pesticide products are considered and stored as pesticides. Follow state regulations for storage of granular products. 11. Spill control materials and equipment are to be present and readily available for use. • Absorbent, e.g., sand, activated charcoal, cat litter, vermiculite, 'oil- dry "; lime (good for neutralizing organophosphates and carbamates); or universal absorbent such as Hazorb pillows (20). • Shovel and push broom to pick up absorbed spill. Triple -Rinse Triple -rinse empty containers before disposing of them. Add the rinse to the tank and dispose or recycle containers according to state or local regulations. Do not accumulate containers. Avoid hazard to humans, animals, and the environment by following these procedures: 1. Empty the container into the tank and let it drain 30 seconds. 2. Fill it about one - fourth (1/4) full of water, cap and shake. 3. Empty the container into the tank and drain 30 seconds. 4. Repeat the process twice more. 5. before disposal, break or puncture c B container. Remove Davey labels. 6. Then, and only then, can the empty container be put in the trash receptacle or recycled by an authorized recycler. NOTE: Empty M -Pede and adjuvant containers are pesticide containers. As such, the law (FIFRA) states that they are to be disposed of in the same manner as all other pesticide containers or recycled by an authorized recycler. Empty containers should not be used for trash collection. Appropriate trash containers are made of metal and are closable with metal lids. Disposal of Spilled Pesticides If a spilled pesticide can be recycled -- use it! That is, add it to your tank mix and apply it according to label directions. If spilled/absorbed pesticide is not recyclable, contact the Davey Institute for assistance. In some cases (after neutralization, dilution, or fixation) these materials can be sent to an EPA - approved landfill with proper documentation. NEVER, EVER allow unusable pesticide to enter sewers, creeks, ditches, or anything, which would lead to contamination of the public water supply. Disposal of Pesticides Unapproved, old, or unusable pesticides may be disposed of through the Davey Institute with written authorization (call Ext. 357). Only authorized materials may be shipped to the Kent Warehouse. Unauthorized containers will not be accepted and will be returned. Disposal expenses will be pro -rated to amount and description of material. Empty Pesticide Containers Federal EPA regulation [40 CFR 261.7, (B) (3) (i)] permits the disposal of empty, triple- rinsed pesticide containers as ordinary refuse. New federal regulations recommended for 2008 -09 by EPA may make recycling of plastic containers mandatory according to state programs and label directions. When using granular pesticides, shake empty bags vigorously over plastic to collect residues. Empty bags must be disposed of at each facility. Weekly disposal of collected solids from wash recycle systems is recommended. Rinse waters must be recycled in a timely manner.
