(WSB) to the City of Columbia Heights (City) to complete concept stormwater alternatives evaluation for the City Library project. SCOPE OF SERVICES A. Data Collection: WSB will coordinate with City staff to collect storm sewer record plans, soil borings (upon completion), required flood storage volume calculations for existing pond and other data as necessary. B. Flood Storage Evaluation — We will evaluate three options for mitigating the flood storage lost due to the proposed City Library. The existing storm sewer discharges into a small existing pond that surcharges through storm sewer into the adjacent parking lot during large events. With the library construction, the parking lot storage will be lost and will need to be mitigated. The preferred option is to expand the existing pond. However, first the City will need to confirm the parking isn't required for the property to the south. Other potential options that will be evaluated include underground storage below the proposed parking lot and increasing pipe capacity downstream and evaluating Jackson Pond for capacity. C. BMP Evaluation — In addition to flood storage mitigation the development will be required to provide water quality BMPs to meet Mississippi Watershed Management Organization (MWMO) requirements. WSB will evaluate three options for BMPs to meet these requirements. The BMP design will be refined based on the proposed soil borings. BMP locations will be focused in the green space along 44th Avenue and Van Buren and adjacent to the existing bioretention swale on the south side of the site. The goal is to provide maintenance friendly BMPs that meet or exceed MWMO requirements and can fit within the aesthetics of the City Library. D. Staff Meeting to Discuss Results — We will set up a meeting to discuss the proposed results of the stormwater evaluation with City Staff. The soil borings are expected to be completed the week of May 5`" and will be utilized to refine the BMP costs. We will complete work by May 30th in order to meet the City's schedule for procuring funding. It is proposed that this project be billed hourly with a total cost not -to- exceed the amounts listed for each task.
