What separates our programs from other critical incident programs is that we not only provide lecture information,but also provide simulation exercises on a "realistic"model city simulator. We all know that the potential for injury,deaths and subsequent liability for improperly managed critical incidents is ever present. Practice and demonstrated ability are critical in the learning process. We have had the opportunity to conduct programs for large urban police and fire agencies,as well as programs for medium,small and rural communities. We have conducted major projects for the states of Illinois,New Mexico,Connecticut,Wisconsin,Massachusetts,Greater Boston Police Council(100 area agencies),as well as the Metro-Dade Miami Police Department, Savannah Police Department, Salt Lake Unified Police Department and the Panamanian National Police through the Justice Department. This program is designed for your first line supervision and command personnel. SUBJECT: CRITICAL INCIDENT MANAGEMENT, "Simulation-Based Training for Initial Response Personnel" DATE: April 17,2013 We have enclosed a course description that outlines the Critical Incident Management training programs and services offered through BowMac Educational Services,Inc. The Critical Incident Management training programs are not"canned"programs and require that we work very closely with an assigne d program coordinator to insure that all details of set-up are properly understood and aceomplished prior to our personnel arriving on-site. As you know,we use a 96 sq. ft. detailed "model city"to conduct simulated exercises in conjunction with more traditional methods of instruction. The"model city"must be set-up at least one day prior to the training. To make effective use of the time allocated for the training,we utilize a"team teaching" approach with multiple instructors. Separate rooms will be required for the Model Cityrm Simulator and the class sessions. HOST AGENCY WILL PROVIDE FOR: • Managing registration and monitoring class size in accordance with the requirements listed under the cost section of this proposal. • Classroom facility for students,equipped with LCD Player with speakers for PowerPoint presentations (we will bring computer), flip chart, and overhead projector. The classroom needs to have moveable tables and chairs vs. fixed seating. • A second classroom,within the same facility,that will allow for the set-up of the Model CityTm Simulator(which is 12 ft. x 12 ft.)and which will allow a full class of students to assemble and move around the simulator.No chairs or tables(other than those listed below)should be in this room. • Three tables (8 ft. x 3 ft.)of equal height for set-up of the Model City"'Simulator. i i r• ,v r - �,a i PROGRAM COSTS: "Simulation Based Training for Initial Response Personnel",a Three Day Program: Standard Pricing: The cost for the 3-day program is$695 (US)per person. A guaranteed paid minimum of 20 persons is required. it is the responsibility of the host agency to cover the minimum.A maximum of 24 is allowed,due to the importance of participation in the exercises. As"Host Agency"we will allow two free seats to your agency after the minimum of 20 paid seats has been met. This price covers all course materials,travel and instructor fees. Shipping of the Model CityTM Simulator will be billed separately. Pricing is valid for 120 days from date of quote. NOTE: We will offer this course for a flat fee of$15,000.00 giving you 4 free seats and no shipping cost. This includes the following known information_ Approved costs would be covered by a grant applied for through the Department of Homeland Security(DHS) and will be allocated to Anoka County late in 2013. This grant is the 2013 Urban Area Security Initiative(UASI)grant and the performance period begins Jan 15` 2014. There will be no reimbursement for costs before the performance period begins or ends. BowMac is currently a DHS approved course that UASI funds are authorized to reimburse for approved course costs. o NM-001-RESP, NM-002-RESP,NM-003-RESP (Course Numbers verified) Reimbursement to the city for the BowMac course will proceed immediately following the completion of the course. - Reimbursement to the city generally takes a few weeks and certainly would be completed within 90 days of the end of the course. - Reimbursement does not include salary(regular or overtime),food and beverage,or other items not allowed by the grant. MEMORANDUM To: Scott Nadeau, Chief of Police From: Matt Markham, Sergeant Subject: BowMac Training Date: October 1, 2013 The Columbia Heights Police Department has an opportunity in 2014 to partner with BowMac Educational Services Inc. and Anoka County Emergency Management to bring Critical Incident Management training to Anoka County. The class is designed to be a simulation based training for initial response personnel. The training targets first line supervisors and command staff. The training is certified and will provide a consistent and effective response to all kinds of incidents. Incidents may include natural disasters or acts of terrorism. The training consists of classroom instruction and simulation exercises on a"realistic"model city. I have been in contact with John McNall from BowMac. The training is tentatively scheduled to be hosted by CHPD at the Public Safety Training Room on March 11, 12 and 13'h in 2014. BowMac will offer the course for a flat fee of$15,000 that includes no shipping cost for the simulator and up to 24 students in the class. This is a cost of$625 per student for the three day program. Since CHPD would be the host agency for tivs training we would be responsible for the initial cost. I have been in communication with Terry Stoltzman who is the Anoka County Emergency Management Director. Director Stoltzman has agreed to work with us on this project and is requesting that we fill the class as much as we can with Anoka County agencies or bordering agencies. Director Stoltzman has advised me that he has applied for a Department of Homeland Security grant that will be awarded late in 2013 and the performance period does not start until 2014. The grant is expected to be awarded to the county. Director Stoltzman has agreed to refund Columbia Heights the cost of the course within 90 days of the end of the course. CHPD will be sending up to four sergeants to the training and also you and the Captain. I have spoken to Columbia Heights Assistant Fire Chief Larkin and he has requested four spots for himself and three captains. That would leave 14 spots left to fill the class. I will target other Anoka County law enforcement agencies first then fire agencies and boarding Anoka County agencies to fill the class. I have attached a copy of Director Stoltzman's memo outlining the grant reimbursement. I have also attached the training proposal submitted by BowMac.
