Hansen BY: Plan for Collection District 3 DATE: 8/28/13 DATE: Background: The City of Columbia Heights had previously been subject to a surcharge on our sanitary sewer bill by Metropolitan Council Environmental Services (MCES) in the amount of $81,900, annually. The 5 year program was established for non-sewage flow from inflow or infiltration (I/I) sources in sewer Collection District 2, and ended in 2012. The City never paid the surcharge to MCES as we invested in I/I reduction measures annually. An example of this is the sump pump disconnect program, sewer lining, manhole replacements, and specific site investigations. Communities invested substantially in I/I reductions efforts during the 5 year program. But 1/I continues to impact the MCES system. Recognizing this, MCES has modified the I/I Program to an Ongoing 1/1 Program. The details of the Metropolitan Council's approved program can be found at: http://www.metrocouncil.org/Wastewater-Water/Funding-Finance/Rates-Charges/MCES-Inflow-Infiltration- (I-I.)-Program.aspx Under the Ongoing I/I Program, MCES has calculated new thresholds for peak exceedances at each of the City's three metersheds—letter attached. Analysis/Conclusions: The City has received two notifications from MCES in 2013 for peak exceedences—but for Collection District 3. Historically, Collection District 3 has not had a history of high flows. Furthermore, under the new program the surcharge calculation may be updated based on storm events. The new surcharge for Collection District 3 is $126,170 - significantly higher than our previous program. As required in the July 30th MCES letter—staff prepared a Mitigation Plan which outlined our response for Collection District 3 —also attached. Any exceedances measured during this period will require the City to prepare a mitigation plan and begin its implementation in 2014. Attached is a copy of a flow chart(s)for the subject event(s). Your community, either in part or in entirety,exceeded the Ul limit,during these events. Columbia Heights, MN 55421-3806 Office(763) 706-3700 TDD(763) 706-3692 Fax(763) 706-3701 August 20, 2013 Mr. Jason Willett Finance Director Metropolitan Council Environmental Services (MCES) 390 Robert Street North St.Paul,MN 55101 RE: Inflow/Infiltration (I/I) Surcharge Preliminary Billing Notice Letter Dated July 30, 2013 Dear Mr. Willett: The City of Columbia Heights is in receipt of a letter from Kyle Colvin, Assistant Manager of the Engineering Services Group at MCES, dated June 18, 2013 identifying that the City had an excessive wastewater peak discharge at MCES Meter Station M-106 on May 19, 2013. In addition, we received your letter dated July 30, 2013 outlining an estimated preliminary 2014 I/I Surcharge of$126,170 that would carry over the next three years at that same amount. This letter is in response to the required deadline for the City to respond to the Colvin letter by September 15, 2013 as to how the City will address this surcharge from the exceedance at M- 106. We recognize, per your letter of July 30th, that we have an opportunity to have the preliminary surcharge number adjusted or apply for credits to reduce or eliminate that dollar amount. The City does not typically experience high flow issues at M-106. It has come as a shock to us that the service area contributed sufficient flow to this meter station to cause an exceedance at this time. The only previous exceedance event in the M-106 area, that we can recall, was the massive rain event on July 16, 2011. Beginning in mid-May through June 2013, the M-106 service area experienced severe weather that resulted in lighting knocking out power to much of the area, including the Silver Lake Lift Station. There was extensive tree damage and also considerable localized flooding from heavy rainfall and catch basins plugged with windblown leaves. Both of these circumstances may have contributed to the unusual series of exceedances recorded at M-106. Historically, the service area of Meter Station M-107 has experienced regular high flow events and therefore we have been working diligently to address I/I flow in this area. We have found success in reducing I/I at Meter Station M-107 through a series of efforts that include: • Sump pump inspections and elimination of pump connections to the sanitary sewer through out the entire City including the M-106 meter area. • Televising and lining of City sewer mains. • Manhole rehabilitation and sealing. • Flow monitoring to isolate problem areas. • Smoke testing to identify cross connections in private and public sewers. Toward that end we would propose the following: Task Timeline 1. Hire Foth Infrastructure and Env. (Foth) to assist with investigations Done (Foth assisted with work in the M-107 service area) 2. Install flow monitoring at critical points within M-106 service area Sp-14 3. Inspect all sewer manholes in and around surface drainage areas F-13 4. Televise City mains within M-106 service area F-13/Sp-14 5. Review run times and operation of Silver Lake Lift Station F-13 6. Manhole inspections and sealing S-14 7. Smoke testing M-106 service area S-14 The City believes that the exceedance on May 19, 2013 was an isolated event due to the unusual combination of a heavy rainfall and wind event and not indicative of a larger problem for the M- 106 service area. Therefore we are hopeful that we will find,through the program listed above, a few identifiable sources that can be quickly addressed, at a cost that will be less than the proposed surcharge over the next four years. We anticipate that future surcharge amounts can be reduced if our investigations, in the M-106 service area, successfully identify and address the sources of the 2013 recorded peak flow rates. We would welcome the opportunity to meet in person with MCES staff to discuss this event and to work together to develop an approach to thoroughly investigate the cause if this exceedance. Hansen BY: MISCELLANEOUS SANITARY SEWER DATE: 8/28/13 DATE: REPAIRS Annually, Public Works staff cleans and inspects portions of the sanitary sewer system, including pipe and structures. Through underground televising, staff has determined that the locations identified below will need pipe segments replaced. In these areas the pipe has lost shape,pipe segments are missing or the pipe has settled significantly which decreased pipe capacity. In these areas, the pipe depths are in excess of our safe operating range for depth or conflicts with other utilities. 1. Arthur Street—44th to 45th Avenues 2. Easement north of Polk Circle 3. Jefferson Street—north of 40th Avenue 4. 48th Avenue—east ROW of University Avenue Repairs 1-3 are scheduled for lining and will need to be repaired prior to the entire pipe segments being lined.
