Police Records System
Purpose and Background:
This memorandum of understanding is in regard to John Nichols (Police Information Systems
Specialist) being tasked to manage the countywide police records management system, effective
July 1, 2013. This task has been assigned to Mr. Nichols as a part of a contract between the City
of Columbia Heights and the Anoka County Joint Law Enforcement Council (JLEC) whereby
the City of Columbia Heights has agreed to manage the records system on behalf of the JLEC.
The City will receive monies from the JLEC for performing this service under contract, and the
City will be altering and redefining some of Mr. Nichols'job related responsibilities as a result
of the contract.
The countywide police records system is a critical system to police in the county, and even
temporary interruptions of service can be detrimental to all police agencies in the county. It is
recognized that while performing the work required by this contract, Mr. Nichols will be
working additional hours, to include working remotely and having to serve in a 24/7 on-call
capacity. In recognition of this fact, this Memorandum of Understanding provides for additional
compensation, this compensation only being in effect while Mr. Nichols is acting as the
countywide records manager. The compensation will be as follows:
Additional Compensation:
Beginning on July 1, 2013, and extending for the duration that Mr. Nichols is the countywide
records manager, he will be entitled to additional compensation of$5,000.00 annually. This
compensation shall be prorated, and the amount will be equally divided between pay periods and
included with his regular wages.
Limitations of this MOU/Revocability:
This Memorandum of Understanding is not intended to address compensation issues other than
that which have already been addressed, and may be revoked or amended immediately by the
City if there are changes to the contract or job related responsibilities.
